Canada immigration news: Three new Ontario Expression of Interest draws saw the province issue a total of 618 Canada immigration invitations through its Masters Graduate, Employer Job Offer: Foreign Worker, and Employer Job Offer: In-Demand Skills streams.

The draws were conducted on March 30, 2022.

Through the Masters Graduate Stream, 398 invitations were issued to candidates with a minimum Comprehensive Ranking System (CRS) score of 39.

Under the Foreign Worker stream, a targeted draw for skilled trades occupations saw 155 candidates invited, with a minimum score of 23 points. The draw was aimed at the following National Occupational Classification (NOC) codes:

  • NOC 2232 – Mechanical engineering technologists and technicians
  • NOC 2233 – Industrial engineering and manufacturing technologists and technicians
  • NOC 2242 – Electronic service technicians (household and business equipment)
  • NOC 2243 – Industrial instrument technicians and mechanics
  • NOC 2253 – Drafting technologists and technicians
  • NOC 2282 – User support technicians
  • NOC 2283 – Information systems testing technicians
  • NOC 7201 – Contractors and supervisors, machining, metal forming, shaping and erecting trades and related occupations
  • NOC 7202 – Contractors and supervisors, electrical trades and telecommunications occupations
  • NOC 7203 – Contractors and supervisors, pipefitting trades
  • NOC 7204 – Contractors and supervisors, carpentry trades
  • NOC 7205 – Contractors and supervisors, other construction trades, installers, repairers and servicers
  • NOC 7232 – Tool and die makers
  • NOC 7233 – Sheet metal workers
  • NOC 7236 – Ironworkers
  • NOC 7241 – Electricians (except industrial and power system)
  • NOC 7242 – Industrial electricians
  • NOC 7251 – Plumbers
  • NOC 7271 – Carpenters
  • NOC 7281 – Bricklayers
  • NOC 7282 – Concrete finishers
  • NOC 7284 – Plasterers, drywall installers and finishers and lathers
  • NOC 7291 – Roofers and shinglers
  • NOC 7293 – Insulators
  • NOC 7294 – Painters and decorators (except interior decorators)
  • NOC 7301 – Contractors and supervisors, mechanic trades
  • NOC 7302 – Contractors and supervisors, heavy equipment operator crews
  • NOC 7303 – Supervisors, printing and related occupations
  • NOC 7305 – Supervisors, motor transport and other ground transit operators
  • NOC 7311 – Construction millwrights and industrial mechanics
  • NOC 7312 – Heavy-duty equipment mechanics
  • NOC 7313 – Refrigeration and air conditioning mechanics
  • NOC 7314 – Railway carmen/women
  • NOC 7315 – Aircraft mechanics and aircraft inspectors
  • NOC 7318 – Elevator constructors and mechanics
  • NOC 7321 – Automotive service technicians, truck and bus mechanics and mechanical repairers
  • NOC 7333 – Electrical mechanics
  • NOC 7334 – Motorcycle, all-terrain vehicle and other related mechanics
  • NOC 7371 – Crane operators
  • NOC 8255 – Contractors and supervisors, landscaping, grounds maintenance and horticulture services
  • NOC 9241 – Power engineers and power systems operators

For the In-Demand Skills stream, a targeted draw for health, manufacturing, agricultural occupations and select trades occupations saw 65 invitations issued, with a minimum score of 21.

Candidates needed work experience in one of the following NOC codes:

Health, agricultural and select trades occupations:

  • NOC 3413 – Nurse aides, orderlies and patient service associates
  • NOC 4412 – Home support workers and related occupations, excluding housekeepers
  • NOC 7441 – Residential and commercial installers and servicers
  • NOC 7521 – Heavy equipment operators (except crane)
  • NOC 7611 – Construction trades helpers and labourers
  • NOC 8431 – General farm workers
  • NOC 8432 – Nursery and greenhouse workers
  • NOC 8611 – Harvesting labourers
  • NOC 9462 – Industrial butchers and meat cutters, poultry preparers and related workers

Manufacturing (outside the GTA only):

  • NOC 9411 – Machine operators, mineral and metal processing
  • NOC 9416 – Metalworking and forging machine operators
  • NOC 9417 – Machining tool operators
  • NOC 9418 – Other metal products machine operators
  • NOC 9421 – Chemical plant machine operators
  • NOC 9422 – Plastics processing machine operators
  • NOC 9437 – Woodworking machine operators
  • NOC 9446 – Industrial sewing machine operators
  • NOC 9461 – Process control and machine operators, food, beverage and associated products processing
  • NOC 9523 – Electronics assemblers, fabricators, inspectors and testers
  • NOC 9526 – Mechanical assemblers and inspectors
  • NOC 9536 – Industrial painters, coaters and metal finishing process operators
  • NOC 9537 – Other products assemblers, finishers and inspectors

To qualify for each draw, candidates needed to have created profiles between April 28, 2021 and March 30, 2022.

Ontario Expression of Interest Ranking System

Points are awarded based on the following attributes:

  1. Level and field of education and where they completed their studies.
  2. Proficiency in English or French.
  3. Intention to settle outside of the Greater Toronto Area.
  4. Skill and work experience level, earnings history, other factors relevant to prospects in Ontario job market.
  5. Labour market needs in the province or region of the province.

Masters Graduate Stream

This stream offers an opportunity to obtain permanent residence to international students who obtained a masters degree in Ontario without requiring a job offer.

To be eligible to apply, a candidate must meet the following criteria:

  • Graduated from a Master’s degree program from an eligible institution in Ontario, that was at least one-year full-time.
  • Obtained minimum language CLB/NCLC level 7 or above in English or in French.
  • Resided legally in Ontario for at least one year in the last two.
  • Have sufficient settlement funds.
  • Intend to live and work in Ontario.
  • Must have legal status in Ontario or abroad.
    • Applications from elsewhere in Canada will not be accepted.
  • Application must be submitted within two years of completing the requirements to graduate from the master’s degree.

Employer Job Offer: Foreign Worker Stream

To qualify under this stream, applicants must have:

  • A permanent and full-time job offer under NOC 0, A or B that meets the median wage levels for Ontario, and in a position that is necessary to the business;
    • For those already working in the position, the proposed wage must be equal or greater than the current wage being paid
  • Two cumulative years of relevant work experience in the previous five years before the date of application;
  • Relevant mandatory licensing in Ontario, if the position so requires;
  • Live abroad, or be working, studying or visiting Canada on a valid permit;
  • Intention to settle in Ontario.

Employer Job Offer: In-Demand Skills Stream

This stream targets candidates with specific skilled in-demand in Ontario. To qualify, applicants must have:

  • A permanent and full-time job offer under certain occupations in the agriculture or construction sector and meets the median wage in Ontario for the occupation, and in a position that is necessary to the business.
    • For those already working in the position, the proposed wage must be equal or greater than the current wage being paid.
  • 9 months of cumulative work experience in the last three years in one of the eligible occupations. Experience must be paid and full time or the equivalent amount in part-time work in Ontario.
    • Seasonal work does not count.
  • Equivalent of Canadian high school education or higher.
  • Valid certificate or license at the time of application for any claimed work experience that requires it.
  • Minimum CLB/NCLC 4 in English or French in all language competencies.
  • Live abroad, or be working, studying or visiting Canada on a valid permit;
  • Intention to settle in Ontario.
