Canada immigration news: Quebec has expanded its list of jobs that qualify for its simplified Labour Market Impact Assessment (LMIA) process, making it easier for employers to hire temporary foreign workers for vacant positions in the francophone province. 

The new list includes 287 targeted occupations for the facilitated LMIA process, up 65 from the 222 occupations listed as recently as late February this year.

Skill Level C jobs were added in the May 24 update.

The list of eligible occupations includes professions under National Occupational Classification (NOC) deemed in high demand and industry sectors with labour shortages.

The Quebec immigration ministry, the Ministère de l’Immigration, de la Francisation et de l’Intégration (MIFI), updates this list of occupations annually.

Employers hiring temporary foreign workers to fill these jobs do not need to prove their recruitment efforts but are still encouraged by the province of Quebec to make every effort to hire a Canadian citizen or permanent resident.

LMIA applications also usually require a transition plan. Under the Quebec facilitated process, the transition plan is not required for the first application for an occupation in a specific location. From the second request onwards for the given occupation and location, a transition plan is required.

Wages offered to temporary foreign workers must be consistent with those paid to Canadians and permanent residents.

If the position is covered by a collective agreement, the employer must pay the rate established in the agreement plus any benefits offered to Canadians and permanent residents.

Quebec employers seeking to hire a TFW at lower than the median hourly wage must comply with the requirements for the stream for high-wage positions.
