New Ontario In-Demand Skills Stream Draw Sees 72 Immigration Invitations Issued

Canada immigration news: A new draw under Ontario immigration’s Employer Job Offer In-Demand Skills stream saw the province issue 72 Invitations To Apply (ITA) through the Ontario Immigrant Nominee Program.

The September 22 draw saw the province target 19 National Occupational Classification codes with 65 invitations through its Expression of Interest system. 

It also targeted Regional Immigration Pilot candidates with 7 invitations.

The following occupations were targeted:

Health and Agricultural

  • NOC 3413 – nurse aides, orderlies and patient service associates.
  • NOC 4412 – home support workers and related occupations, excluding housekeepers.
  • NOC 8431 – general farmworkers.
  • NOC 8432 – nursery and greenhouse workers.
  • NOC 8611 – harvesting labourers.
  • NOC 9462 – industrial butchers and meat cutters, poultry preparers and related workers.

Manufacturing (outside GTA only)

  • NOC 9411 – machine operators, mineral and metal processing
  • NOC 9416 – metalworking and forging machine operators
  • NOC 9417 – machining tool operators
  • NOC 9418 – other metal products machine operators
  • NOC 9421 – chemical plant machine operators
  • NOC 9422 – plastics processing machine operators
  • NOC 9437 – woodworking machine operators
  • NOC 9446 – industrial sewing machine operators
  • NOC 9461 – process control and machine operators, food, beverage and associated products processing
  • NOC 9523 – electronics assemblers, fabricators, inspectors and testers
  • NOC 9526 – mechanical assemblers and inspectors

With this latest draw, the Employer Job Offer In-Demand stream of the Ontario Immigration Nominee Program (OINP) has now issued 175 ITAs this year.


Employer Job Offer: In-Demand Skills Stream

This stream targets candidates with specific skilled in-demand in Ontario. To qualify, applicants must have:

  • A permanent and full-time job offer under certain occupations in the agriculture or construction sector and meets the median wage in Ontario for the occupation (see table below), and in a position that is necessary to the business.
    • For those already working in the position, the proposed wage must be equal or greater than the current wage being paid.
  • 9 months of cumulative work experience in the last three years in one of the eligible occupations. Experience must be paid and full time or the equivalent amount in part-time work in Ontario.
    • Seasonal work does not count.
  • Equivalent of Canadian high school education or higher.
  • Valid certificate or license at the time of application for any claimed work experience that requires it.
  • Minimum CLB/NCLC 4 in English or French in all language competencies.
  • Live abroad, or be working, studying or visiting Canada on a valid permit;
  • Intention to settle in Ontario.

Regional Immigration Pilot

The Regional Immigration Pilot is designed to use the OINP to bring skilled labour not available locally to smaller Ontario communities.

To qualify candidates must have a permanent job offer from one of the three participating communities:

  • Chatham-Kent.
  • Cornwall.
  • Quinte West/Belleville.

Candidates must also meet the criteria for one of the Ontario Employer Job Offer streams, namely:

  • Foreign Worker.
  • International Student.
  • In-Demand Skills.

Candidate Requirements

  • Full-time and permanent job offer from an employer in one of the participating communities.
  • Meet the criteria for one of the Employer Job Offer category streams (see below).

Number of Nominations

Approximately 150 Employer Job Offer nominations have been set aside for the pilot.

New BC PNP Tech Draw Sees 74 Immigration Invitations Issued

Canada immigration news: British Columbia immigration has conducted a new BC PNP Tech draw, issuing 74 invitations to skilled workers and international graduates.

The September 21 draw featured invitations through four streams of the British Columbia Provincial Nominee Program. 

Minimum scores were 80 for all four streams. The featured streams were:

  • SI – Skilled Worker
  • SI – International Graduate
  • EEBC – Skilled Worker
  • EEBC – International Graduate

The BC PNP Tech Pilot has been renamed BC PNP Tech and converted to a permanent immigration stream. It was initially launched in 2017. It has a list of 29 target occupations with relaxed duration requirements.

BC PNP draws aimed specifically at technology workers started in May 2017. The province has a thriving technology industry with some big names of the tech world basing themselves in Canada’s westernmost province.

International Experience Canada: Fully-Vaccinated Applicants Do Not Need Job Offer

Canada immigration news: Immigration, Refugees and Citizenship Canada (IRCC) says fully-vaccinated foreign nationals who want to come to Canada for working holidays do not need to have job offers.

Under the International Experience Canada (IEC) program, the fully-vaccinated need only have their port of entry letter – and their negative pre-entry COVID-19 test result – to enter Canada.

That proof of vaccination must be entered into Canada’s ArriveCan app and applicants should also bring a paper copy of that document with them.

That’s a much-easier process than those who have refused to get the jab. 

“Due to current travel restrictions,” says IRCC, “Unvaccinated and partially-vaccinated working holiday candidates will have to:

  • provide proof of a valid job offer when they arrive in Canada;
  • be required to quarantine.”

The IEC program is best known to young Canadians as the way they can go live and work in any one of 34 countries. 

Those countries, though, also have reciprocal agreements with Ottawa, allowing their young people aged 18 to 35 years of age to come and work in Canada under three categories:

  • the working holiday;
  • the international co-op or internship, and;
  • the young professionals category.

The IEC program also allows young people to come to Canada through the use of a recognized organization that will provide services for a fee to both Canadians going abroad and foreign nationals coming to Canada.

Those services might include help finding a job, somewhere to live, or travel arrangements.

The organizations are either Canadian with offices overseas, or international outfits with offices in Canada.

The recognized organizations under the IEC program include:

  • Association for the International Exchange of Students in Economics and Commerce (AIESEC)
  • Academic Internship Council (AIC)

“You must also meet the eligibility requirements for your country or territory of citizenship and the pool you’re applying for,” states the IRCC on its website.

“Some countries only allow you to participate once. Others allow you to participate twice, but in different pools. Because each country is different, it’s important that you check to see if you’re eligible to apply.”

Through the working holiday category of the IEC, applicants can work for more than one employer, in more than one location, and earn some money while they travel due to the issuance of an Open Work Permit.

That type of work permit allows the holder to work at most jobs in Canada but some of those positions may require a medical exam first.

The first step in the process for anyone interested in the IEC program is to find out if they meet the entrance requirements for Canada.

A roughly 10-minute questionnaire is then filled out to see if the applicant meets the criteria for the various IEC categories. That questionnaire asks about:

  • country of citizenship;
  • country of permanent residence;
  • country of residence;
  • student status, and;
  • job offer.

Once the applicant has completed his or her online IEC profile, he or she will be given a personal reference code and be able to create their account with it, creating a profile in the process and paying the required fees.

That profile is then used to determine which candidates will be issued Invitations To Apply for a work permit and sent a port of entry letter of introduction. 

“Your dependants aren’t eligible to accompany you to Canada under the IEC program. However, they may apply to visit, study or work in Canada,” notes the IRCC. “Your application will be examined separately from theirs.”
