Canada’s new Express Entry occupation-targeted draws include mathematicians, statisticians and actuaries as some of the targeted Canada jobs for candidates hoping to gain their permanent residence.

The latest figures from Immigration, Refugees and Citizenship Canada (IRCC) forecast a shortfall of 1,800 of these professionals over the next eight years.

Under the changes announced by IRCC at the end of May Express Entry will now be more responsive to labour market needs through occupation-targeted draws.

Programs covered under Express Entry include the Federal Skilled Worker (FSW) program, Federal Skilled Trades (FST) program and Canadian Experience Class (CEC), as well as parts of the Provincial Nominee Programs (PNP)

“Everywhere I go, I’ve heard loud and clear from employers across the country who are experiencing chronic labour shortages,” said Immigration Minister Sean Fraser.

Mathematicians, statisticians and actuaries, categorized under the National Occupational Classification (NOC) 2021 system with the code 21210, is one of the 82 occupations that will now be targeted under these new Express Entry draws.

That opens up opportunities for foreign nationals to immigrate to Canada through the Express Entry system if they can land any of the many positions forecast to be open up for these professionals and for which there will not be enough workers in the coming eight years.

“For mathematicians, statisticians and actuaries, over the period 2022-2031, new job openings arising from expansion demand and replacement demand are expected to total 4,600 , while 2,800 new job seekers arising from school leavers, immigration and mobility are expected to be available to fill them,” notes Job Bank, Ottawa’s job-hunting and career-planning website.

“The labour shortage conditions seen in recent years is expected to persist into the 2022-2031 period.”

The greatest demand for mathematicians, statisticians and actuaries over the coming eight years is expected to be Ontario, Quebec, Manitoba and Saskatchewan.

In Canada, the median hourly wage for these jobs is $46.70 but that varies from a low of $30.43 per hour right up to $73.33 per hour, reveals Job Bank.

Based on a standard 37.5-hour work week, that would be $142,994 at the upper end of the annual wage scale for mathematicians, statisticians and actuaries in Canada.

Until this year, the flagship Express Entry selection system has previously only conducted draws based on immigration programs, not by targeting specific occupations.

Candidates will need at least six months of continuous work experience in Canada or abroad within the past three years in one of these occupations to be eligible, experience that can have been gained while working in Canada as temporary foreign workers with a work permits or as an international student with a student visa.

Canada first signalled its intention to start occupation-specific draws through Express Entry in June last year, when changes were made to the Immigration, Refugee and Protection Act to allow invitations based on occupations and other attributes, such as language ability.

The majority of Canada’s provinces have been issuing occupation-specific invitations for several years.

Under the changes to the act, the immigration minister is required to consult provinces and territories, members of industry, unions, employers, workers, worker advocacy groups, settlement provider organizations, and immigration researchers and practitioners, before announcing new categories.

IRCC must also report to parliament each year on the categories that were chosen and the reason for the choices.

Employment and Social Development Canada (ESDC) says the number of occupations facing shortages doubled between 2019 and 2021. From 2018 to 2022, federal high skilled admissions accounted for between 34 and 40 per cent of overall French-speaking admissions outside Quebec, which manages its own immigration intake.

Canada Invests $10.5m In Two Organizations For Pre-Arrival Settlement Services

Ontario’s biggest francophone college, the Collège La Cité, and Canada’s largest post-secondary education network, Colleges and Institutes Canada, are to get a share of $10.5 million in funding for pre-arrival immigrant settlement services.

“Providing services to newcomers before they arrive in Canada is critical to successful integration,” said Marie-France Lalonde, Immigration Minister Sean Fraser’s parliamentary secretary.

“These services help newcomers make decisions about the life they want to live in Canada as early as possible in their immigration journey and help them contribute to the economy more quickly.

“Ensuring that early success, especially for the francophone community, is critical to our economy and ensuring long-term prosperity for Canada and its people.”

La Cité offers more than 90 programs to roughly 5,000 full-time students, including international students. Colleges and Institutes Canada is a lobby organization for the country’s post-secondary educational sector.

In mid-May, Fraser gave the nod to a two-year extension of pre¬arrival contribution agreements from Apr. 1 this year to the end of March 31, 2025.

The funding announced for those two organizations is part of the roughly $65 million in pre-arrival services announced by Immigration, Refugees and Citizenship Canada (IRCC) earlier this year for racialized newcomer women and language training for newcomers in francophone minority communities.

Fifteen service provider organizations in British Columbia, Manitoba, Nova Scotia, Ontario and internationally are to receive this funding to support pre-arrival services.

“We are very proud to be a pre-arrival service delivery partner for newcomers to Canada,” says Denise Amyot, president and chief executive officer of Colleges and Institutes Canada.

Treasury Board president Mona Fortier agrees providing immigrants with high-quality and reliable information results in better decision-making and an easier transition to Canada.

“With our investment and continuing support, Collège La Cité will be able to provide more individuals with services such as pre-departure assistance and integration programs once they arrive in Canada,” says Fortier.

“The success of newcomers relies on Canada’s continuing commitment to provide state-of-the-art accessible services.”

Collège La Cité president and chief executive officer Lise Bourgeois notes the organization’s Connexions Francophones referral system offers a seamless, redundancy-free pathway for francophone immigrants.

“Newcomers are efficiently directed to regional partner organizations, employability services and post-arrival settlement services,” says Bourgeois.

“We are pleased that newcomers who have participated in our various employability activities, such as our virtual job fairs, are well prepared to enter the Canadian job market, and they begin working quickly following their arrival in the country.”

Immigration Target For This Year Is 465,000 New Permanent Residents

In its 2023-2025 Immigration Levels Plan, Ottawa has planned for 465,000 new permanent residents for this year, 485,000 new permanent residents in 2024 and another 500,000 in 2025.

Throughout Canada, the provincial governments have also been upping their investments in settlement services.

In early February, Manitoba doubled its investment in settlement services with an infusion of another $4 million to fund programs for newcomers.

“Thousands of newcomers settle in Manitoba every year from around the world and the diverse array of knowledge, skills and experiences they bring with them advances our province’s economic prosperity and enriches the vibrancy of our communities,” says Manitoba Immigration Minister Jon Reyes.

“Expanding the settlement services available to newcomers empowers them to more fully and successfully integrate in their new communities sooner, which has been shown to bolster immigrant retention rates.”

Then, in April, Quebec announced it would be investing $10 million into immigration-related research projects over the next two years in part to learn how to offer better settlement services.

The money will be invested through its non-profit which funds societal and cultural research projects, the Fonds de recherche du Québec – Société et culture (FRQSC),

“This support for immigration research by the Ministère de l’Immigration, de la Francisation et de l’Intégration (MIFI) is an excellent opportunity to contribute to the advancement of our knowledge of this societal challenge, to develop the next generation of researchers interested in this subject, and, in doing so, elaborate on the public policies with regards to settlement services and the integration of immigrants, in French, to Quebec,” says Rémi Quirion, Quebec’s chief scientist.

Settlement Services Help Provinces Retain Immigrants, Reports Conference Board

In Atlantic Canada, New Brunswick has announced a $1 million, three-year Study and Succeed in New Brunswick program to provide international grads with access to resources, support and connections in a bid to boost the availability of skilled labour in the province.

That move by New Brunswick to retain more of its international students came in the wake of a Conference Board of Canada report late last year which highlighted the importance of improved settlement services offered by the provinces to help international students seeking their permanent residence in Canada.

“The post-study period can be precarious. International students are navigating the transition to the labour market and the immigration system without access to federally-funded settlement services,” noted the Conference Board of Canada.

“Provinces can boost retention by ensuring that international students get support from their post-secondary institution and from provincially funded settlement services.

“An early investment from provincial governments in the success of international students will help them build a career and community connections, which will ultimately benefit retention.”

New Brunswick Issues 121 Invitations To Apply In June Express Entry Draws

New Brunswick brought its total Canada immigration Invitations to Apply (ITAs) this year to 630 by issuing 121 to potential newcomers during June.

The province issued 29 ITAs through its Express Entry Occupations In Demand Connection, 28 through its New Brunswick Employment Connection and 64 through its New Brunswick Student Connection.

So far this year, the province has sent out 250 ITAs through the NB Employment Connection, 194 through NB Student Connection, and 186 through NB Occupations In Demand.

Since the start of February, New Brunswick has stopped accepting Expressions of Interest (EOI) through its EC program for four categories of workers, those with the  National Occupational Classification (NOC) codes:

  • 62010 – Retail sales supervisors
  • 60030 – Restaurant and food service managers
  • 62020 – Food service supervisors
  • 63200 – Cooks

Those workers can still apply, though, through the Atlantic Immigration Program (AIP) and New Brunswick Provincial Nominee Program (NBPNP) Skilled Worker stream.

Applicants under the EC must meet the minimum work experience, language proficiency, and educational requirements and demonstrate proof of sufficient funds.

Under that program, the work requirement is at least one year of full-time paid work (1,560 hours total) or an equal amount of part-time work. That work experience must be in the NOC TEER categories 0, 1, 2 or 3 and must be in the same type of job as indicated on the immigration application.

NB Express Entry Applicants Must Pass A Valid Language Test In French Or English

All applicants submitting an application through that NB Express Entry stream must also have a valid language test in English or French, administered by an agency designated by Immigration, Refugees and Citizenship Canada (IRCC).

That language test must be less than 18 months old at the time the application is submitted to the province of New Brunswick and the applicant must have obtained a minimum score of Canadian Language Benchmark (CLB) 7 for English or Niveaux de compétence linguistique canadiens (NCLC) 7 for French.

Applicants who have not graduated from a Canadian educational institution must also provide a copy of an Educational Credential Assessment completed by a designated organization.

Settlement funds are not required for open work permit holders with a minimum one-year work experience in TEER 0,1, 2, or 3 occupations in Canada.

Through the OIDC program, applicants are issued a Letter of Interest (LOI) from the federal Express Entry system and must have a valid Express Entry profile.

Upon receiving that LOI, the applicant can create an Expression of Interest (EOI) in the INB Portal, the province’s immigration portal, and has 45 days from the date of receiving the LOI to do that.

The minimum work experience required under the OIDC is at least one year of full-time paid work (1,560 hours total) or an equal amount of part-time work in occupations with NOC codes in the 0,1,2, or 3 categories.

That work experience can be in Canada or abroad but must be paid work and in the same occupation as used on the immigration application.

Since this is an NB Express Entry stream application, it must also meet the language and educational requirements and the applicant must demonstrate that he or she intends to live in New Brunswick and have sufficient funds to do so.

NB Student Connection Applicants Do Not Need A Valid Job Offer

Settlement funds are not required for open work permit holders with a minimum one-year work experience in Canada.

Those applying through the NB Student Connection program do not need to have a job offer but must have completed their studies within the last six months in a program that qualifies for a Post-Graduate Work Permit (PGWP), be living in the province, and actively looking for work.

Graduate students in thesis-based programs can apply once that school work has been officially submitted for an evaluation.

The grads applying through this program must also meet the same work experience and language proficiency requirements as for the other two programs and intend to live in New Brunswick.

They do not, however, have to demonstrate proof of funds provided they are already open work permit holders and have the required work experience.

Applicants under this program provide a copy of at least two of the following documents showing successful completion of a PGWP-eligible program of study in New Brunswick within the past six months:

  • final transcripts;
  • diploma or certificate, or
  • a letter of completion from the institution.

Those who have completed their education in Canada do not need to provide Educational Credential Assessments (ECA) but post-grads applying at the point of the submission of their thesis do need to provide such an ECA by a designated organization.

Industry Report Reveals Canada Attracted More Than 32,000 Tech Workers In The Past Year

Canada saw 32,115 tech workers arrive in the past year thanks to immigration policies that help companies attract highly-skilled workers from around the world and a labour cost advantage.

In their Tech Workforce Trends: The Migration of Tech Workers and Tech Jobs Since The Pandemic report, the Technology Councils of North America (TECNA) and Canada’s Tech Network (CTN) reveal that many tech workers moved to Canada in the year that ended in March.

“Given the radical shortfall in tech workers to fill available jobs in recent years, it’s imperative we understand migration movements to better serve our members, the innovation workforce, and the broader technology ecosystem,” said Yvonne Pilon, vice chair of TECNA, and president and chief executive officer of the Windsor-based WEtech Alliance.

Ontario saw the biggest overall gain to its tech workforce during that year but smaller provinces, like Saskatchewan and Newfoundland and Labrador, experienced the most rapid growth.

Salaries for tech workers are lower in Canada than south of the border but the country is still managing to attract many foreign nationals to come work here due to policies to immigrate to Canada put forth by Immigration, Refugees and Citizenship Canada (IRCC).

Tech Talent Strategy Lauded By Tech Firms For Helping Bring In Much-Needed Workers

Developed in collaboration with Canada’s tech, start-up and business communities, the Tech Talent Strategy will lead to the creation by July 16 of an open work permit stream specifically targeted for those foreign nationals working in the United States with H-1B specialty occupation visas, a visa widely used by Silicon Valley companies to bring in highly-skilled immigrants.

That stream will also provide work and study permit options for the workers’ family members.

This measure is to remain in effect for one year, or until Canada’s immigration department receives 10,000 applications, with only principal applicants and not their accompanying family members counting towards the application cap.

Under the Tech Talent Strategy, an Innovation Stream is to be developed under the International Mobility Program (IMP) to attract even more highly-talented foreign nationals to Canada.

That Innovation Stream, which is to be launched by the end of this year, is to include:

  • employer-specific work permits for up to five years for workers destined to work for a company identified by the federal government in Canada as contributing to the country’s industrial innovation goals, and;
  • open work permits for up to five years for highly-skilled workers in select in-demand occupations.

The Tech Talent Strategy also promises a return to the 14-day service standard for work permits under the Global Skills Strategy.

Manitoba PNP Draw: Province Issues 540 Canada Immigration Invitations

Manitoba has issued 540 invitations to apply in a new Canada immigration draw through the Manitoba Provincial Nominee Program.

The July 13 draw saw LAAs issued through three MPNP streams.

A batch of 205 invitations with a lowest score of 604 went to Skilled Workers in Manitoba candidates currently employed in Manitoba in one of the following major group occupations:

  • 3 – Health occupations
  • 10 – Specialized middle management occupations in administrative services, financial and business services and communication (except broadcasting)
  • 14 – Administrative and financial support and supply chain logistics occupations
  • 75 – Helpers and labourers and other transport drivers, operators and labourers

Meanwhile, Skilled Workers in Manitoba candidates in all occupations received 237 LAAs, with a minimum score of 661 points.

International Education Stream candidates received 57 LAAs.

The remaining 41 LAAs went to Skilled Workers Overseas candidates through a Strategic Recruitment Initiative, with a minimum score of 774.

How Do I Qualify For The Skilled Worker in Manitoba Stream?

The Skilled Worker in Manitoba Stream (SWM) is based on the specific needs of Manitoba employers. SWM selects foreign-trained workers with the required skills and nominates them for Canada permanent residence. The stream prioritizes candidates with a strong attachment to Manitoba, with two pathways to Manitoba immigration.

a) Manitoba Work Experience Pathway

For applicants currently working in Manitoba on temporary work permits, through the Temporary Foreign Worker Program or as international graduates from any province. Candidates do not need to be working in In-Demand Occupations.

b) Employer Direct Recruitment Pathway

For applicants from overseas with job offers from approved Manitoba employers.


How Do I Qualify For The Skilled Worker Overseas Stream?

The Skilled Worker Overseas Stream (SWO) includes both a dedicated Canada Express Entry Pathway and a direct provincial pathway.

It is aimed at international skilled workers with skills and training in Manitoba’s In-Demand Occupations. Priority is given to applicants and spouses with close family connections, plus the language proficiency, training and experience to find jobs quickly.

a) Manitoba Express Entry Pathway

For international candidates eligible under another MPNP stream, who also meet Express Entry criteria and have an active Express Entry profile. Candidates need skills, training and experience in one of Manitoba’s In-Demand Occupations, and a strong family connection to the province.

b) Human Capital Pathway

For international skilled workers with skills, training and experience in one of Manitoba’s In-Demand Occupations. Candidates must demonstrate potential to find employment soon after they arrive in Manitoba.


What Are The Requirements For the International Education Stream?

The International Education Stream (IES) is dedicated to international graduates from Manitoba colleges and universities. Under IES, candidates are no longer required to work for six months in their field before applying for an MPNP nomination. It has three pathways:

1) Career Employment Pathway  

Eligibility requirements include:

  • Completed a one-year or longer course from an eligible post-secondary Manitoba institution within three years of submission of application.
  • Have a full-time job offer in a Manitoba In-Demand occupation related to the completed degree
  • Resident of Manitoba

2) Graduate Internship Pathway

Masters and Doctoral degree holders who have completed Mitacs Accelerate or Elevate internships can apply for nomination through internships even without a job offer in the province.

3) Student Entrepreneur Pathway

Eligibility requirements include:

  • Completed a two-year or longer course from an eligible post-secondary Manitoba institution
  • Six months business operation experience in Manitoba
  • Resident of Manitoba since graduation.
  • No specific minimum personal net worth requirement

Refugees And Family Class Immigrants With HIV No Longer Need To Inform Sponsors

Family class immigrants and refugees with HIV who are dependents no longer need to inform their sponsors of that they have tested positive for the life-long condition.

“Beginning July 7, 2023, automatic partner notifications of applicants in the sponsored family class and dependent refugee class who test positive for HIV will be discontinued,” notes the Immigration, Refugees and Citizenship Canada (IRCC) website.

“In effect, applicants who test positive for HIV in the sponsored family class and dependent refugee class will be subject to the same procedural process as all other applicants who test positive for HIV from other classes.”

HIV attacks the body’s immune system and there is currently no effective cure, although there are treatments.

Under the IRCC policy for those who have tested positive for HIV, all permanent resident applicants who are 15 years of age or older, as well as children who have certain risk factors – such as having received blood or blood products, having a mother living with known HIV or showing failure to thrive – are required to undergo an HIV test as part of the medical examination.

“As part of this medical examination, the responsible panel physician will provide post-test counselling to applicants who test positive,” notes the IRCC.

“The panel physician will have the applicant sign the Acknowledgement of HIV post-test counselling form.”

While a positive HIV test does not in and of itself make an applicant inadmissible for immigration due to public health concerns, it may lead to them being inadmissible if their healthcare costs would exceed the excessive demand threshold.

Under family sponsorship programs, a Canadian citizen or a permanent resident of Canada, aged 18 or more can sponsor certain family members to become Canadian permanent residents.

With that permanent residence, those family members are able to live, study and work in Canada.

The sponsor assumes all financial responsibility for their relative once he or she arrives in Canada.

Sponsors Must Agree To Provide Financial Support To Their Relatives

To be a sponsor, the Canadian citizen or permanent resident must:

  • sign a sponsorship agreement with the relative to be sponsored that commits the sponsor to provide financial support for the relative, if necessary. This agreement also says the person becoming a permanent resident will make every effort to support him or herself;
  • provide financial support for a spouse, common-law or conjugal partner for three years from the date they become a permanent resident, and;
  • provide financial support for a dependent child for 10 years, or until the child turns 25, whichever comes first.

Relatives who can be sponsored include:

  • spouse – (restrictions apply)
  • common-law partner – (restrictions apply)
  • conjugal partner – (restrictions apply)
  • dependent children
  • parents – (Additional conditions apply)
  • grandparents – (Additional conditions apply)
  • brothers or sisters, nephews or nieces, granddaughters or grandsons who are orphaned, under 18 years of age and not married or in a common-law relationship
  • another relative of any age or relationship but only under specific conditions
  • accompanying relatives of the above (for example, spouse, partner and dependent children).

Spouses and common-law partners who come to Canada under the sponsorship programs are allowed to work under the Spousal Work Permit Pilot Program.

The program is designed to allow spouses and partners to work while their immigration applications are being finalized.

Eligible candidates must be in Canada and in the process of being sponsored for permanent residence under the spouse or common-law partner class. Candidates must also have valid temporary status as a visitor, student or worker.

Sponsorship Agreement Stays In Place Even In Cases Of Divorce

Under the sponsorship programs, sponsors ink a contract with Canada’s immigration authorities to repay the government for any social assistance payments made to the sponsored person. Sponsors remain obligated to the undertaking agreement for the entire period of the contract, even in a change of circumstances such as marital breakdown, separation, divorce, or a financial change in circumstances.

In the case of a spouse, common-law partner or conjugal partner, a sponsor is required to sign an undertaking to reimburse the federal or provincial governments from the date in which they become a permanent resident for the period of three years.

In the case of a child under the age of 19 years, of the sponsor or the spouse, common-law partner, or conjugal partner, the obligation starts on the day that the child becomes a permanent resident of Canada for a period of 10 years or until the child reaches the age of 25 years.

In the case of a dependent child over the age of 19 years, the obligation starts on the day that the dependent child becomes a permanent resident, for a period of three years.

In the case of parents and grandparents, the sponsorship obligation extends for a period of 20 years from the date in which the member of the family class becomes a permanent resident. For all other family members, the obligation is of a duration of 10 years.

“Key labour market indicators such as job vacancies and employment growth as well as the unemployment rate suggest that the demand exceeded substantially the supply in this occupational group over the 2019-2021 period,” reports Job Bank.

“For audiologists and speech-language pathologists, over the period 2022-2031, new job openings arising from expansion demand and replacement demand are expected to total 6,400 while 6,200 new job seekers arising from school leavers, immigration and mobility are expected to be available to fill them.

“The labour shortage conditions seen in recent years is expected to persist into the 2022 – 2031 period.”

Audiologist and speech language pathologist, categorized under the National Occupational Classification (NOC) 2021 system with the code 31112, is one of the 82 occupations that will now be targeted under these new Express Entry draws.

That opens up opportunities for foreign nationals to immigrate to Canada through the Express Entry system if they can land any of the 137 jobs available for audiologists and speech language pathologists in Canada in early June – or any future such jobs that may open up.

Ontario, British Columbia and Quebec all crying out for audiologists

The greatest demand for audiologists and speech language pathologists in the spring of this year was in Ontario, British Columbia and Quebec. Those three provinces together accounted for 89, or almost 65 per cent of all these jobs, in early June.

There were then 40 jobs for audiologists and speech language pathologists in Ontario listed on Job Bank and another 30 in British Columbia as well as 19 in Quebec. Alberta’s healthcare sector employers were then looking for 13 people to fill these kinds of jobs.

In the Atlantic Canadian province of New Brunswick, there were 11 jobs posted for audiologists and speech language pathologists. There were five such jobs in Manitoba, nine in Saskatchewan and one in the Yukon.

Based on a standard 37.5-hour work week, that would be $102,277 at the upper end of the annual wage scale for audiologists and speech language pathologists in Canada.

The true extent of the shortage of chiropractors in Canada is difficult to pin down.

The Job Bank job-hunting and career-planning website operated by the federal government has data about chiropractors’ job prospects for only half the country.

There is a paucity of data for chiropractors’ prospects throughout Atlantic Canada, the francophone province of Quebec and all three of the territories of the Yukon, Nunavut, and the Northwest Territories.

Job Bank listed only 43 jobs for chiropractors across Canada in early June but the Indeed job-hunting website provided many more, 672 job postings for chiropractors at that time.

Indeed had 426 jobs for chiropractors in Ontario, 114 in British Columbia, 68 in Alberta, 35 in Nova Scotia, eight in Saskatchewan, six in Manitoba, nine in Quebec, five in Newfoundland and Labrador and three in New Brunswick.

During the next eight years, demand for chiropractors is only expected to grow. The Canadian Occupational Projection System (COPS) is forecasting that half of the new opportunities will come from retiring Baby Boomers and another 36 per cent from growth in the demand for chiropractic services.

Four Ontario Job-Training Programs For Newcomers To Canada Get $2.6m In Funding

Four free training projects to help more than 300 newcomers to Ontario, including displaced Afghans and Ukrainians, in their bids to land good Canada jobs are getting $2.6 million in funding.

“The Canadian dream is alive and well in Ontario, and we need all hands on deck to build it,” said provincial Immigration Minister Monte McNaughton.

That investment in settlement services by Canada’s most populous provinces comes less than a week after it announced it will clamp down on temporary help agencies and demand they get licensed by January next year in a bid to stop the exploitation of temporary foreign workers.

Temporary Help Agencies (THA) and recruiters, some of whom have been illegally paying foreign nationals less than the minimum wage and denying them basic employment rights, will have to get a licence to operate in the province as of Jan. 1, 2024.

“While temporary help agencies are vital to Ontario’s businesses and jobseekers looking to get their foot in the door, for too long they have operated in a grey zone that allows criminals to prey on vulnerable workers,” said McNaughton last week.

“If you think you’re going to deny someone’s basic human rights by withholding their passport, we’re going to hit your pocketbook, and you will be behind bars for a long time. We will continue to use every tool in our toolbox to ensure Ontario is a province where hard work pays off and big dreams come true.”

Under that law, withholding a foreign national’s passport or work permit could lead to fines ranging from $100,000 to $200,000 for every worker whose rights are violated.

Ontario welcomes more immigrants every year than any other province or territory in Canada.

The settlement programs announced this week, provided by Newcomer Women’s Services Toronto, Matthew House Ottawa, Toronto Artscape, and Utimus, are designed to prepare the newcomers for good-paying jobs in manufacturing, finance, administration, communications, hospitality and the arts.

Newcomer Women’s Services Toronto And Utimus Get Most New Funding

Here’s how the $2.6 million is being distributed among the four agencies.

  • Newcomer Women’s Services Toronto is getting $1,522,396 for its project to prepare 230 newcomer women with employment readiness, career coaching and a paid internship.
  • Utimus is getting $833,626 to prepare 60 unemployed or underemployed Afghan and Ukrainian newcomers for work in the manufacturing sector in Ontario through four cohorts offered this year.
  • Matthew House Ottawa is getting $137,850 for its project to hire and train 15 newcomers at the Refugee Services and Furniture Bank for eight to 10 weeks and help them find long-term jobs.
  • Toronto Artscape Inc. is receiving $123,190 to provide 30 Ukrainian artists with the tools and experience needed to find jobs with local employers in the arts industry. That training will start Sept. 6.

Through these programs, newcomers will have the chance to explore a range of employment and training options through paid internships, job placements, language training and digital literacy courses.

Under the Express Entry system, immigrants can apply for permanent residency online if they meet the eligibility criteria for one of three federal immigration programs, the Federal Skilled Worker Program (FSW), Federal Skilled Trades Program (FST), and Canada Experience Class Program (CEC), or a participating provincial immigration program.

Candidates’ profiles then are ranked against each other according to a points-based system called the Comprehensive Ranking System (CRS).

The highest-ranked candidates will be considered for an Invitation to Apply (ITA) for permanent residence. Those receiving an ITA must quickly submit a full application and pay processing fees, within a delay of 90-days.

Through a network of Provincial Nominee Programs (PNP), almost all of Canada’s ten provinces and three territories can also nominate skilled worker candidates for admission to Canada when they have the specific skills required by local economies.

Successful candidates who receive a provincial or territorial nomination can then apply for Canadian permanent residence through federal immigration authorities.

The greatest demand for carpenters at that time was in British Columbia, Ontario and Alberta. Those three provinces together accounted for 1,426 positions, or 84.7 per cent of all these jobs, in early June.

There were then 820 jobs for carpenters in British Columbia listed on Job Bank and another 377 in Ontario as well as 229 in Alberta.

Saskatchewan employers were then looking for 65 people to fill these kinds of jobs, Quebec was looking for 57 carpenters, Nova Scotia 39, Manitoba 36 and New Brunswick 29.

Newfoundland and Labrador employers were looking for 12 carpenters in early June and there were six openings for carpenters on Prince Edward Island.
