Manitoba Invites 336 Canada Immigration Candidates In New PNP Draw

Manitoba has conducted a new draw through the Manitoba Provincial Nominee Program, issuing 336 invitations to Canada immigration candidates.

The January 26 draw saw LAAs issued through three MPNP streams.

Skilled Workers in Manitoba received 253 LAAs, with the lowest-ranked candidates scoring 726 points.

International Education Stream candidates received 60 LAAs.

The remaining 23 LAAs went to Skilled Workers Overseas candidates through a Strategic Recruitment Initiative, with a minimum score of 713.

How Do I Qualify For The Skilled Worker in Manitoba Stream?

The Skilled Worker in Manitoba Stream (SWM) is based on the specific needs of Manitoba employers. SWM selects foreign-trained workers with the required skills and nominates them for Canada permanent residence. The stream prioritizes candidates with a strong attachment to Manitoba, with two pathways to Manitoba immigration.

a) Manitoba Work Experience Pathway

For applicants currently working in Manitoba on temporary work permits, through the Temporary Foreign Worker Program or as international graduates from any province. Candidates do not need to be working in In-Demand Occupations.

b) Employer Direct Recruitment Pathway

For applicants from overseas with job offers from approved Manitoba employers.


How Do I Qualify For The Skilled Worker Overseas Stream?

The Skilled Worker Overseas Stream (SWO) includes both a dedicated Canada Express Entry Pathway and a direct provincial pathway.

It is aimed at international skilled workers with skills and training in Manitoba’s In-Demand Occupations. Priority is given to applicants and spouses with close family connections, plus the language proficiency, training and experience to find jobs quickly.

a) Manitoba Express Entry Pathway

For international candidates eligible under another MPNP stream, who also meet Express Entry criteria and have an active Express Entry profile. Candidates need skills, training and experience in one of Manitoba’s In-Demand Occupations, and a strong family connection to the province.

b) Human Capital Pathway

For international skilled workers with skills, training and experience in one of Manitoba’s In-Demand Occupations. Candidates must demonstrate the potential to find employment soon after they arrive in Manitoba.


What Are The Requirements For the International Education Stream?

The International Education Stream (IES) is dedicated to international graduates from Manitoba colleges and universities. Under IES, candidates are no longer required to work for six months in their field before applying for an MPNP nomination. It has three pathways:

1) Career Employment Pathway  

Eligibility requirements include:

  • Completed a one-year or longer course from an eligible post-secondary Manitoba institution within three years of submission of application.
  • Have a full-time job offer in a Manitoba In-Demand occupation related to the completed degree
  • Resident of Manitoba

2) Graduate Internship Pathway

Masters and Doctoral degree holders who have completed Mitacs Accelerate or Elevate internships can apply for nomination through internships even without a job offer in the province.

3) Student Entrepreneur Pathway

Eligibility requirements include:

  • Completed a two-year or longer course from an eligible post-secondary Manitoba institution
  • Six months business operation experience in Manitoba
  • Resident of Manitoba since graduation.
  • No specific minimum personal net worth requirement

Wages And Number Of People Getting Canada Jobs Climbed In November

The latest data from Statistics Canada reveals wages and the number of people landing paying Canada jobs both climbed in November last year.

In its Payroll Employment, Earnings and Hours, and Job Vacancies, November 2022 report, the statistical and demographic services agency reveals that wages in that month were up 4.2 per cent over a year earlier and an extra 7,100 people in Canada landed paying jobs.

In the services sector, 13,500 more people landed jobs in November last year.

“Gains were recorded in 10 of the 15 sectors, led by professional, scientific and technical services, public administration and finance and insurance, while retail trade recorded a decline,” reports Statistics Canada.

In the goods-producing sector, there was little change although the construction industry added 4,300 workers.

Gains in professional and technical services were largely driven by the growth by computer designing and related services firms.

“As of November 2022, payroll employment in this industry was up 118,400, or 44.9 per cent, compared with June 2020,” reports Statistics Canada. “This increase accounted for nearly 42 per cent of the overall growth in professional, scientific and technical services over the period.”

The construction sector’s gains in employment were led by infrastructure projects, a residential construction boom, and specialty trade contractors.

“Payroll employment in construction increased for the third consecutive month in November, bringing the total gains to 23,500, up 2.1 per cent, since September 2022,” notes Statistics Canada.

“Quebec and Alberta recorded the largest payroll employment gains while slight declines were observed in Saskatchewan, New Brunswick and Nova Scotia.”

Average Weekly Wage In Canada Nudged Up To $1,180 In November Last Year

As employers sought to fill job vacancies, they also upped the compensation paid to workers, pushing up the average weekly earnings in Canada to $1,180 in November.

“Increases were recorded across all provinces, with the largest proportional gains in Newfoundland and Labrador and New Brunswick,” notes Statistics Canada. 

“Overall gains in average weekly earnings were slightly moderated by slower growth in Saskatchewan  and Ontario.”

Year over year, average weekly earnings in the goods-producing sector had increased 5.3 per cent by November last year.

“Gains in manufacturing and mining, quarrying and oil and gas extraction were dampened by slower growth in construction,” notes Statistics Canada.

In November, there were 850,300 jobs still vacant, going begging for a lack of people to fill them during the country’s labour shortage crisis.

That’s down from the peak of more than one million job vacancies in May 2022 but still represents are very tight labour market in Canada.

“There were 1.2 unemployed persons for every job vacancy in November 2022, virtually unchanged since August, but up slightly from the low of one in June,” notes Statistics Canada. “Before the COVID-19 pandemic, the unemployment-to-job vacancy ratio hovered around 2.2 from January 2019 to February 2020.”

Foreign Nationals Can Move To Canada Through Many Economic Immigration Programs

Foreign nationals hoping to gain their permanent residency in Canada can seize the opportunities offered by this tight labour market to immigrate through the country’s many economic immigration programs.

Under the Express Entry system, immigrants can apply for permanent residency online if they meet the eligibility criteria for one of three federal immigration programs, the Federal Skilled Worker Program (FSW), Federal Skilled Trades Program (FST), and Canada Experience Class Program (CEC),  or a participating provincial immigration program.

Candidates’ profiles are then ranked against each other according to a points-based system called the Comprehensive Ranking System (CRS). The highest-ranked candidates will be considered for an Invitation to Apply (ITA) for permanent residence. Those receiving an ITA must quickly submit a full application and pay processing fees, within 90 days.

Through a network of Provincial Nominee Programs (PNP), almost all of Canada’s ten provinces and three territories can also nominate skilled worker candidates for admission to Canada when they have the specific skills required by local economies. Successful candidates who receive a provincial or territorial nomination can then apply for Canadian permanent residence through federal immigration authorities.

Canadian employers can also recruit and hire foreign nationals through the Temporary Foreign Worker Program (TFWP) and the International Mobility Program (IMP).

The Global Talent Stream (GTS), a part of the TFWP, can under normal processing situations lead to the granting of Canadian work permits and the processing of visa applications within two weeks.

Bus Drivers Now Qualify For Express Entry Immigration To Canada

Bus drivers can qualify under the Express Entry system’s Federal Skilled Worker (FSW) program for immigration to Canada.

The change to the FSW which made that possible came on Nov. 16 last year, when Immigration, Refugees and Citizenship Canada (IRCC) added 16 new jobs to its list of eligible occupations under that worker immigration program.

That increased the number of eligible occupations under the FSW on the same day the National Occupational Classification (NOC) 2021 came into effect at the IRCC to 359.

The 16 new occupations are all deemed to be jobs for which the worker must get a college diploma, an apprenticeship training of fewer than two years, or more than six months of on-the-job training.

The full list of newly-added jobs on the list of eligible occupations under the FSW includes:

  • NOC 33100 Dental assistants and dental laboratory assistants
  • NOC 33102 Nurse aides, orderlies and patient service associates
  • NOC 33103 Pharmacy technical assistants and pharmacy assistants
  • NOC 43100 Elementary and secondary school teacher assistants
  • NOC 43200 Sheriffs and bailiffs
  • NOC 43201 Correctional service officers
  • NOC 43202 By-law enforcement and other regulatory officers
  • NOC 63211 Estheticians, electrologists and related occupations
  • NOC 73200 Residential and commercial installers and servicers
  • NOC 73202 Pest controllers and fumigators
  • NOC 73209 Other repairers and servicers
  • NOC 73300 Transport truck drivers
  • NOC 73301 Bus drivers, subway operators and other transit operators
  • NOC 73400 Heavy equipment operators
  • NOC 93200 Aircraft assemblers and aircraft assembly inspectors

Bus drivers, those who operate either school buses or other motor coaches, are categorized under the National Occupational Classification (NOC) 2021 system under the code 73301 and are in hot demand across Canada as school districts scramble to find enough of these workers to bring students safely to and from school.

Demand For School Bus Drivers Has Reached Crisis Proportions In Some Areas Of Canada

The demand for school bus drivers is now so high that school districts across the country regularly have to announce school bus delays or cancellations due to a lack of personnel.

Marcos Salib, a national service representative with the Canadian Union of Public Employees (CUPE), went so far last year as to describe the situation as a crisis.

“It was probably on the map many years ago, several years ago,” Salib reportedly told the CBC’s Information Morning Moncton.

“But with the increase of COVID and those types of situations, it’s just really brought a bad situation to … a crisis situation.”

That labour shortage has left school districts across the country without enough bus drivers to meet the challenge of transporting children to school.

In the northern Nova Scotia school district of Chignecto-Central, director of operations Chris Zwicker has described the bus driver shortage as the biggest challenge that he’s facing this school year. All of the full-time positions for drivers have been filled but the school district is short of drivers who can be called upon when another driver is off sick.

Lack Of Bus Drivers Described As One School District’s Biggest Challenge

“It causes a big issue for our families,” Zwicker reportedly told the CBC. “In some cases when we’re short a substantial number of drivers, it does impact the families that we can’t get out to every site [on] every route and pick the kids up. It’s a real frustration.”

That means lots of jobs are available for bus drivers and many opportunities for economic immigration to Canada for skilled foreign nationals.

The Canadian federal government’s job-hunting website ranks the job prospects of bus drivers over the next three years as good in almost every Canadian province and moderate in the Northwest Territories.

The Indeed job-hunting website had 1,269 help-wanted postings for bus drivers in mid-January.

Economic immigration through Express Entry offers both a way for foreign nationals to get their permanent residence here and for school districts and other employers to recruit qualified foreign nationals to drive buses in Canada.

Foreign Nationals With In Demand Skills Can Immigrate To Canada

Foreign nationals hoping to apply for permanent residence through the FSW must have one year of paid work experience within the last decade in jobs categorized as TEER 0, 1, 2, or 3 of the NOC 2021 system.

Applicants under this program must also take a language test to prove that they possess sufficient language skills to successfully establish themselves in Canada. Language tests evaluate an applicant’s abilities with regard to:

  • listening
  • speaking
  • reading
  • writing

In order to be eligible for the FSW, an applicant must obtain at least the Canadian Language Benchmark (CLB) level 7 in all categories and show that he or she has enough money to support him or herself and any relatives upon arrival in Canada.
