Dental Assistants Now Qualify For Express Entry Canada Immigration 

Foreign-trained dental assistants can now immigrate to Canada through the Federal Skilled Worker (FSW) program, which falls under the Express Entry system.

The change to the FSW which made that possible came on Nov. 16 last year, when Immigration, Refugees and Citizenship Canada (IRCC) added 16 new jobs to its list of eligible occupations under that worker immigration program.

That increased the number of eligible occupations under the FSW on the same day the National Occupational Classification (NOC) 2021 came into effect at the IRCC to 359.

The 16 new occupations are all deemed to be jobs for which the worker must get a college diploma, an apprenticeship training of less than two years, or more than six months of on-the-job training.

The full list of newly-added jobs on the list of eligible occupations under the FSW includes:

  • NOC 13102 Payroll administrators
  • NOC 33100 Dental assistants and dental laboratory assistants
  • NOC 33102 Nurse aides, orderlies and patient service associates
  • NOC 33103 Pharmacy technical assistants and pharmacy assistants
  • NOC 43100 Elementary and secondary school teacher assistants
  • NOC 43200 Sheriffs and bailiffs
  • NOC 43201 Correctional service officers
  • NOC 43202 By-law enforcement and other regulatory officers
  • NOC 63211 Estheticians, electrologists and related occupations
  • NOC 73200 Residential and commercial installers and servicers
  • NOC 73202 Pest controllers and fumigators
  • NOC 73209 Other repairers and servicers
  • NOC 73300 Transport truck drivers
  • NOC 73301 Bus drivers, subway operators and other transit operators
  • NOC 73400 Heavy equipment operators
  • NOC 93200 Aircraft assemblers and aircraft assembly inspectors

Dental assistants, those diligent people who help dentists, dental hygienists and dental therapists during the examination and treatment of patients and perform clerical functions in dental offices, are in hot demand in Canada. 

In the course of a regular day, a dental assistant will sterilize and maintain instruments and equipment, prepare dental instruments, fillings, compounds and various dental materials, take and develop X-rays, polish teeth and clinical crowns and apply fluoride and sealant, and make preliminary impressions for diagnostic casts.

They may also remove sutures, take and record vital signs, apply desensitizing agents, topical anaesthetic, anticariogenic agents and coronal whitening, fabricate, place, and remove temporary crowns and restorations, and apply and remove rubber dams.

Express Entry System Offers Dentists A Way To Recruit Qualified Foreign Nationals

Dr. Brian Barrett, executive director of the Dental Association of P.E.I., has reportedly said there is a shortage of dental hygienists and dental assistants and the healthcare sector is stymied on how to meet this challenge within Canada.

“The only way is to train a great many more and as it can’t be done very quickly, the problem will be here for several years. The average age is also increasing so more are also retiring so no fast fix is going to occur,” he said.

Economic immigration through Express Entry, though, offers both a way for foreign nationals to get their permanent residence and for dentists to recruit qualified foreign nationals to fill positions now going begging in Canada.

Job Bank, the federal government’s job board, gives a ranking of moderate to good for the employment prospects of dental assistants across Canada for the next three years. The Indeed job website listed 1,491 jobs for dental assistants in mid-January.

Job Bank data reveals the median annual wage for a dental assistant in Canada is $48,223.

Foreign nationals hoping to apply for permanent residence through the FSW must have one year of paid work experience within the last decade in jobs categorized as TEER 0, 1, 2, or 3 of the NOC 2021 system.

Applicants under this program must also take a language test to prove that they possess sufficient language skills to successfully establish themselves in Canada. Language tests evaluate an applicant’s abilities with regards to:

  • listening
  • speaking
  • reading
  • writing

In order to be eligible for the FSW, an applicant needs to obtain at least the Canadian Language Benchmark (CLB) level 7 in all categories and show that he or she has enough money to support him or herself and any relatives upon arrival in Canada.

Manitoba Conducts First PNP Draw Of 2023, Invites 322 Canada Immigration Candidates

Manitoba has conducted its first draw of 2023 through the Manitoba Provincial Nominee Program, issuing 322 invitations to Canada immigration candidates.

The January 12 draw saw LAAs issued through three MPNP streams.

Skilled Workers in Manitoba received 260 LAAs, with the lowest-ranked candidates scoring 734 points.

International Education Stream candidates received 42 LAAs.

The remaining 20 LAAs went to Skilled Workers Overseas candidates through a Strategic Recruitment Initiative, with a minimum score of 713.

How Do I Qualify For The Skilled Worker in Manitoba Stream?

The Skilled Worker in Manitoba Stream (SWM) is based on the specific needs of Manitoba employers. SWM selects foreign-trained workers with the required skills and nominates them for Canada permanent residence. The stream prioritizes candidates with a strong attachment to Manitoba, with two pathways to Manitoba immigration.

a) Manitoba Work Experience Pathway

For applicants currently working in Manitoba on temporary work permits, through the Temporary Foreign Worker Program or as international graduates from any province. Candidates do not need to be working in In-Demand Occupations.

b) Employer Direct Recruitment Pathway

For applicants from overseas with job offers from approved Manitoba employers.


How Do I Qualify For The Skilled Worker Overseas Stream?

The Skilled Worker Overseas Stream (SWO) includes both a dedicated Canada Express Entry Pathway and a direct provincial pathway.

It is aimed at international skilled workers with skills and training in Manitoba’s In-Demand Occupations. Priority is given to applicants and spouses with close family connections, plus the language proficiency, training and experience to find jobs quickly.

a) Manitoba Express Entry Pathway

For international candidates eligible under another MPNP stream, who also meet Express Entry criteria and have an active Express Entry profile. Candidates need skills, training and experience in one of Manitoba’s In-Demand Occupations, and a strong family connection to the province.

b) Human Capital Pathway

For international skilled workers with skills, training and experience in one of Manitoba’s In-Demand Occupations. Candidates must demonstrate potential to find employment soon after they arrive in Manitoba.


What Are The Requirements For the International Education Stream?

The International Education Stream (IES) is dedicated to international graduates from Manitoba colleges and universities. Under IES, candidates are no longer required to work for six months in their field before applying for an MPNP nomination. It has three pathways:

1) Career Employment Pathway  

Eligibility requirements include:

  • Completed a one-year or longer course from an eligible post-secondary Manitoba institution within three years of submission of application.
  • Have a full-time job offer in a Manitoba In-Demand occupation related to the completed degree
  • Resident of Manitoba

2) Graduate Internship Pathway

Masters and Doctoral degree holders who have completed Mitacs Accelerate or Elevate internships can apply for nomination through internships even without a job offer in the province.

3) Student Entrepreneur Pathway

Eligibility requirements include:

  • Completed a two-year or longer course from an eligible post-secondary Manitoba institution
  • Six months business operation experience in Manitoba
  • Resident of Manitoba since graduation.
  • No specific minimum personal net worth requirement

PEI Still Receiving Millions In Defunct PNP Entrepreneur Stream Deposits

Despite the streams being cancelled several years ago, Prince Edward Island is still raking in millions of dollars in default payments under investor categories of its Provincial Nominee Program (PNP).

Four years after the end of its 100 Per Cent Ownership and Partial Ownership entrepreneur streams in 2018, the Atlantic Canadian province was still able to pocket almost $8.9 million in default payments last year.

Under those now-defunct streams, prospective immigrants could get their permanent residence to the island province by opening a business there and paying a $200,000 deposit. That deposit would then be returned to the immigrant provided certain conditions were met.

The programs were controversial because many immigrants put down their deposits with no intention of starting a business, effectively paying for Canada permanent residence.

And, due to the delays in processing things at IRCC, many of those deposits are only now being deposited into the province’s coffers.

“Once the province of PEI nominates an individual and their family members, it then goes to the federal government for processing,” Finance PEI CEO Jamie Aiken reportedly told SaltWire Network. 

“Federal processing times, unfortunately, have increased over the last number of years, upwards to 24 months. And then with the pandemic – that also slowed down the processing of files.”

Island Investment Development’s 2021-22 year-end report reveals Prince Edward Island is still hanging onto $37.4 million in deposits from other investors who immigrated to the province under these streams.

Start-Up Visa Provides A Way For Immigrant Entrepreneurs To Get Their Permanent Residence

The millions of dollars in defaulted deposits last year came from 47 immigrant entrepreneurs. With their dependent family members, their applications brought a total of 169 people to the Island through those streams.

Since 2018, the Start-Up Visa Program (SUV) has largely replaced those two entrepreneur streams. Started in 2013 as a pilot program, the SUV was made permanent in 2018, the same year Prince Edward Island cancelled its PNP entrepreneur streams.

Foreign nationals with a qualifying business or business idea who want to get their permanent residents through the SUV must secure the support of a designated angel investor group, venture capital fund or business incubator, plus have the required settlement funds and language ability.

Candidates under the SUV can move to Canada on a work permit while they establish their business, before qualifying for permanent residence. To qualify, applicants must be actively involved in the management of the business within Canada.

Canada plans to welcome 3,500 newcomers through business programs in 2023, rising to 6,000 by 2025. A significant number of these will come through the Start-Up Visa.

Under the SUV, the required commitment from a designated entity must meet the following criteria:

  • A designated angel investor group must confirm that it is investing at least $75,000 into the qualifying business, or two or more commitments from designated angel investor groups totaling $75,000; OR
  • A designated venture capital fund must confirm that it is investing at least $200,000 into the qualifying business or two or more commitments from designated venture capital funds totaling $200,000; OR
  • A designated business incubator must confirm that it is accepting the applicant into its business incubator Program.

In order to qualify, the intended business must also be incorporated and carrying on business in Canada at the time the commitment is made and:

  • The applicant must own a least 10 percent of the voting rights in the corporation, and;
  • No other person can hold 50 percent or more of the total amount of voting rights in the corporation.

Up to five applicants may have their application for permanent residence supported by the same business investment. However, certain applicants may be designated as essential to the intended business. 

If any of the essential applicants withdraw their application or are refused for other reasons, all other applicants under the same business investment will see their applications terminated.
