High Immigration ‘May Not Be the Cause or the Answer for Canada’s Economic Underperformance’

A columnist in The Global and Mail has argued that higher-than-average immigration levels are not the reason for Canada’s economic underperformance and falling living standards in recent decades.

Tony Keller observes that Canada’s population grew by 40.6 percent between 1990 and 2022, which is more than most highly-developed countries such as Switzerland, Norway, and Sweden. This disparity is credited to Canada’s rising immigration rates over the period.

However, International Monetary Fund data suggests that it falls behind the aforementioned nations in terms of per-capita gross domestic product. In other terms, Canada – despite having a higher relative population growth – is not as wealthy as them.

“If you took the annual economic output of each country and cut it into the same number of slices as it has people, their residents would each get a slightly larger slice of the pie than the average Canadian,” writes Keller.

Such an assertion has had obvious repercussions on the “standard-of-living curve,” one on which Canada has been falling behind for the last couple of decades according to a recent TD Economics study.

This is not to say that Canada has been trailing behind its G7 counterparts completely; since 2011, its GDP has grown at a pace equal to the US and ahead of the rest of the G7.

However, when considering that Canada’s population growth is also faster than the rest of the G7, it becomes evident that Ottawa is experience an economic underperformance.

“In 1980, Canada’s GDP per capita was US$4,000 ahead of the average advanced economy, according to TD. By the year 2000, Canada and the others were neck and neck. And today, Canada is behind. Why?”

The reason behind this and the fall in living standards, Keller writes, could instead be traced to the country’s decades of stunted productivity growth, which has largely stemmed from low levels of business investment in plant, equipment, and technology.

Keller details the core of Canada’s immigration system, which is the economic stream – immigrants selected on a points-based system, with Immigration, Refugees and Citizenship Canada (IRCC) prioritizing applicants with more education and skills.

The goal behind this process is to bring in skilled foreign workers who hold more earning potential, education, and skills than the average Canadian; this boosts Canada’s GDP per capita, and – by “adding more to the pie than the average Canadian,” immigrants increase the “size of everyone’s slice.”

However, this goal was inadequately met from a policy standpoint, and the post-2015 Liberal federal government’s reduction of economic immigrants’ share among the annual immigrant inflow – in favour of family-class and refugee applicants – further diluted the immigration system.

A further addition to this aim was the Liberals’ ramping up of temporary foreign worker admissions, including through a student visa program with unlimited numbers. Immigrants from this program usually end up working in low- and minimum-wage retail and food jobs, which again lowers Canada’s GDP per capita.

Furthermore, it is a disincentive for low-wage businesses from raising pay to attract new workers, or making productivity-raising investments that reduce labour needs.

Those approaches would lower inequality and raise productivity, which Canada direly needs, Keller writes.

Balance Crucial When Setting Canada’s Immigration Levels

Economist William Watson discusses the impact that Canada’s current and future immigration levels will have on the country’s infrastructure, healthcare, and economy in a recent Financial Post column.

“Nobody opposes some level of immigration,” writes Watson. “The question is: how much?”

In attempting to answer that query, Watson brings forth a recent study by TD Economics.

He argues that although it is commendable of the researchers – Beata Caranci, James Orlando and Rishi Sondhi – to engage in debate on the benefits of immigration, it is hard to calculate an optimal level.

“People will disagree – perfectly reasonably – on what, and how big, the benefits and costs are, how they may change as more people come, and what the discount rate should be.”

Watson says the TD Economics researchers were optimistic in believing that they could find the right “balance” of immigration.

However, he adds that there is merit to their study when it comes to describing some of the high costs of immigration.

For example, maintenance of a high immigrant inflow would create a requirement for 500,000 more housing units over the next two years, which is far above the capability of the Canadian construction industry.

Watson also highlights the example of healthcare, an area in which Canada ranks 31 out of the 34 OECD member countries when considering acute care hospital beds per capita in 2019.

The number of beds is not increasing, however, the number of people requiring them is skyrocketing, thanks to immigration.

Watson next sheds light on immigration’s impact on the econo-strategic purposes it is set to achieve.

While the purpose of high immigration levels is to attract a young and skilled workforce that generates government revenue for funding healthcare and retirement incomes for the ageing Canadian population, Watson argues the results scarcely align with the goals.

Forty percent of people in the ever-expanding temporary foreign worker program operate in agriculture, forestry and fishing, and another 15 percent in accommodation and food. Although these are jobs in heavy need of workers, Watson highlights, they are light in terms of tax revenue.

Last, Watson tackles the question of interest rates, and how immigration could possibly increase them.

Despite raising the economy’s capacity over time, immigration boosts demand in the short run – “which is the last thing we need as we fight inflation.”

To keep that in control, the Bank of Canada may have to keep interest rates 50 basis points higher than if immigration rates were lower. This would only hinder the capacity to build new housing or infrastructure.

William Watson’s main point is that his stance on immigration’s impact on Canada must be debated and he, does not want Canadians and policy makers to shy away from having that debate.

He emphasizes that it is not racist to question the impact of immigration, and it is not anti-immigrant to question Canada’s immigration targets. Instead, immigration should be treated as a policy issue that requires critical consideration.

This is especially important as Canada’s newly minted immigration Minister Marc Miller, is set to table Canada’s 3-year immigration levels later this year.

Iceland Added To International Experience Canada Youth Exchange Work Permit Program

A deal signed between Iceland and Canada will allow up to 120 young people aged 18 to 30 to travel and work in the two countries under the International Experience Canada Program (IEC).

“Youth mobility arrangements are all about supporting our young people, their dreams, their passions and their potential to make a difference,” said Marie-France Lalonde, parliamentary secretary to the minister of Immigration, Refugees and Citizenship Canada (IRCC).

“With this exciting arrangement in place, we are creating a path for them to connect, learn and grow together, fostering friendships and memories that will last a lifetime.

“Together, we are building a world where our youth can gain valuable life skills and experiences, while supporting Canadian employers with a larger and more diverse talent pool.”

Under the deal, Canadian and Icelandic youth will be able starting next year to work and travel in each other’s country through IEC or its Icelandic equivalent for up to 12 months, with the possibility of repeating the experience for another 12 months.

“Through this arrangement, Icelandic and Canadian youth will have the opportunity to work and travel in each other’s country, exploring new cultures while enhancing their life skills and improving career prospects.”

Canada, which is home to the largest population of Icelandic immigrants and their descendants outside Iceland with 101,990 people of Icelandic origin in the country, has signed youth mobility agreements with 38 countries and foreign territories.

The IEC’s three streams are:

  • Working Holiday: participants under this stream receive an open work permit that allows them to work anywhere in the host country to support their travels.
  • International Co-op: participants of this internship program receive an employer-specific work permit that allows students to gain targeted experience in their field of study.
  • Young Professional: the participants in this stream receive an employer-specific work permit to gain targeted, professional work experience that is within their field of study or career path.

Since 2008, the IEC has allowed more than 240,000 Canadians to live and work abroad. This year, Canada is extending this opportunity to nearly 90,000 international youth from partner countries and territories.

As of 2021, there were 8.5 million people between the ages of 18 and 35 in Canada or about one in four Canadians.

Recognized Organizations Can Help IEC Youth Plan Their Trips Abroad

Under the IEC, applicants have the option of coming to work and travel in Canada with the help of a Recognized Organization (RO) to help them plan their trip.

These organizations, which usually charge a fee for their services, can help applicants:

  • get information about Canadian culture, languages, laws, taxes, and job opportunities;
  • find transportation, and;
  • provide general support and advice.

Using an RO can help some of those who may want to apply from non-IEC countries come to Canada through the program. Every applicant to the IEC who is using an RO needs to provide a confirmation letter indicating that the organization is helping him or her and upload it to his or her profile.

Canada’s unemployment rate remains low, at 5.4 per cent at the end of June, meaning the Canada jobs market is still tight despite the hiring by employers over the past year.

In his latest Regional Labour Market Report Card: National Heat Wave, BMO senior economist Robert Kavcic notes Canadian employment rose by 84,000 in the second quarter of this year, a softer pace of hiring than at the start of the year.

The report, prepared just before the worst of the British Columbia forest fire season, includes a list of the top cities for workers to find jobs based on a number of metrics including unemployment rate and population growth.

That list of the Top 10 Best Cities To Find A Job puts Kelowna, in British Columbia’s Interior region, at the top, although it has since been affected by the fires.

“At the city level, Kelowna leads our performance ranking and there is clear strength in smaller cities around Southern Ontario but outside Toronto,” notes Kavcic in his report.

Job Bank, the federal government’s job-hunting and career-planning website, is forecasting there will be a shortage of 6,000 qualified engineer officers in the water transportation sector, categorized under the National Occupational Classification (NOC) 2021 system with the code 72603, over the coming nine years.

“For transportation officers and controllers, over the period 2022 – 2031, new job openings arising from expansion demand and replacement demand are expected to total 17,100,” notes Job Bank.

“With the quick post-pandemic demand recovery for this occupational group, the projected number of job openings is expected to substantially surpass the projected number of job seekers, significantly enough to not only eliminate the temporary surplus situation seen over the 2019 – 2021 period, but to also turn it around to a shortage situation over the 2022 – 2031 period.”

Indeed.ca, another job-hunting website, had 140 job listings for water transport engineers in mid-July. And industry insiders are projecting a growing demand for employees on ships.

IRCC Has Opened Up 82 Occupations To Express Entry Draws

With Immigration, Refugees and Citizenship Canada (IRCC) announcing earlier this year that Canada’s Express Entry system will begin targeting 82 jobs in healthcare, technology, trades, transport and agriculture this summer – including engineer officers in the water transportation sector – foreign nationals hoping to immigrate to Canada are now looking at a new opportunity to immigrate to Canada.

The flagship Express Entry selection system has previously only conducted draws based on immigration programs, not by targeting specific occupations.

Candidates will need at least six months of continuous work experience in Canada or abroad within the past three years in one of these occupations to be eligible, experience that can have been gained while working in Canada as temporary foreign workers with a work permits or as an international student with a student visa.

In Canada, the median hourly wage for engineer officers in the water transportation sector – think tugboat or fishing boat engineer – is $41 but that varies from a low of $25.51 right up to $55.77, reveals Job Bank.

Based on a standard, 37.5-hour work week, that means these workers could expect to earn a top median annual income of $108,751.

Under the changes announced at the end of May, the Express Entry streams, including the Federal Skilled Worker (FSW) program, Federal Skilled Trades (FST) program and Canadian Experience Class (CEC), as well as parts of the Provincial Nominee Programs (PNP) will now be more responsive to labour market needs.

Immigration Minister Cites Chronic Labour Shortages

“Everywhere I go, I’ve heard loud and clear from employers across the country who are experiencing chronic labour shortages,” said former Immigration Minister Sean Fraser.

“These changes to the Express Entry system will ensure that they have the skilled workers they need to grow and succeed. We can also grow our economy and help businesses with labour shortages while also increasing the number of French-proficient candidates to help ensure the vitality of French-speaking communities.”

Canada first signalled its intention to start occupation-specific draws through Express Entry in June last year, when changes were made to the Immigration, Refugee and Protection Act to allow invitations based on occupations and other attributes, such as language ability.

The majority of Canada’s provinces have been issuing occupation-specific invitations for several years.

Under the changes to the act, the immigration minister is required to consult provinces and territories, members of industry, unions, employers, workers, worker advocacy groups, settlement provider organizations, and immigration researchers and practitioners, before announcing new categories.

IRCC must also report to parliament each year on the categories that were chosen and the reason for the choices.

Employment and Social Development Canada (ESDC) says the number of occupations facing shortages doubled between 2019 and 2021. From 2018 to 2022, federal high skilled admissions accounted for between 34 and 40 per cent of overall French-speaking admissions outside Quebec, which manages its own immigration intake.

New Canada Recognized Employer Pilot To Help Employers Hire Temporary Workers

Canada is helping companies more easily hire foreign nationals for Canada jobs through a new Recognized Employer Pilot (REP), part of the Temporary Foreign Worker Program (TFWP).

“The newly launched Recognized Employer Pilot will provide eligible Canadian employers with more streamlined access to labour, while upholding the highest standards in worker protections,” tweeted Employment and Social Development Canada (ESDC) on Aug. 8.

The REP will kick into gear first for employers in the primary agricultural sector this coming September 2023, when those employers will be able to apply in time for the 2024 season.

In its second stage, the REP will allow employers from other industry sectors to apply starting in January 2024. Applications for both streams will be accepted until September 2024.

“Employers who are expected to meet REP eligibility criteria will be proactively invited to apply using a dual-purpose Labour Market Impact Assessment (LMIA) application which differs from the regular LMIA,” notes the ESDC.

“Employers who become recognized will gain access to LMIA validity periods of up to 36 months, and, if required, simplified LMIA applications to hire additional workers in the future,” notes the ESDC.

Going forward, clients are required to enable multi-factor authorization and verify their identity every time they log into new or existing IRCC secure accounts using GCKey.

This enhanced security measure ensures a higher level of protection for users and their sensitive personal information.

The GCKey user ID lets clients securely access the online services offered by the Government of Canada. It includes a GCKey username and GCKey password of their choosing, and they must also create security questions to keep their data secure.

Clients can use their GCKey login for supported applications and other essential purposes:

  • To start an application
  • To submit and pay for an application
  • To get messages related to one’s application
  • To check the status of one’s application
  • To update one’s information

The multi-factor authorization adds an additional layer of security to clients’ profiles, as it prevents unauthorized access to their personal information even if the account’s password has been compromised.

When a client signs into an existing account or creates a new one, they are prompted to register a device or email address for setting up multi-factor authentication.

2. Choose A Multi-Factor Authentication Method 

Clients have the option of choosing among three methods:

  • Smartphone or tablet (recommended)

An authenticator application is required for this method and can be downloaded for free onto your phone or tables.

After choosing to register one’s smartphone or tablet:

  • Use the authenticator app on your smartphone or tablet, scan the QR code or enter the secret key to generate a 6-digit passcode
  • On the registration page, enter the 6-digit passcode generated on your authenticator app
  • Select “Continue” to confirm the selection of your multi-factor authentication method.

3. Save The Account Recovery Codes

You would be shown 5 recovery codes after your multi-factor authentication method is confirmed. These could be used if you lose or damage your device, or if you delete or reinstall or authenticator app.

What Comes After Registration?

Every time you sign into your account, you will be prompted to enter an authenticator code from the authenticator application or your email.

To Reset or Recover Your Multi-Factor Authentication

If any of the following situations apply to you, you can reset/recover your multi-factor authentication method: 

  • You lose or replace your device, or your device is stolen
  • You change your phone number
  • You delete or re-install the authenticator app
  • You want to use a different multi-factor authenticator option

To reset/recover the multi-factor authentication method: 

1. Sign into your account

2. When you are prompted for your multi-factor authentication code, select “Recover account.”

3. Enter one of the recovery codes which you saved in a secure location.

4. If you wish to change the device or authentication method that you are using, select “change your two-factor authentication.”

  • You will be prompted to set up multi-factor authentication once more
  • You will be given new recovery codes, which you need to save in a safe space. The old ones have now become redundant.

5. If running out of recovery codes, select “Get new recovery codes.”

  • You will be shown new recovery codes. The old ones have now become redundant.

If the recovery codes are lost, you are required to create a new account.

“For physiotherapists, over the period 2022 – 2031, new job openings arising from expansion demand and replacement demand are expected to total 14,300,” says the Job Bank federal government job-hunting and career-planning website.

“The labour shortage conditions seen in recent years is expected to persist into the 2022 – 2031 period.”

Despite Canada’s already record-breaking levels of immigration, employers are expected to continue to struggle to fill these positions, providing a perfect opportunity for qualified foreign nationals to gain their permanent residence in Canada.

Immigration, Refugees and Citizenship Canada (IRCC) announced earlier this year that Canada’s Express Entry system will begin targeting 82 jobs in healthcare, technology, trades, transport and agriculture this summer – including physiotherapists.

The flagship Express Entry selection system has previously only conducted draws based on immigration programs, not by targeting specific occupations.

Under the changes announced at the end of May, the Express Entry streams, including the Federal Skilled Worker (FSW) program, Federal Skilled Trades (FST) program and Canadian Experience Class (CEC), as well as parts of the Provincial Nominee Programs (PNP) will now be more responsive to labour market needs.

Immigration Minister Sean Fraser is hoping that opening up the Express Entry system to these occupation-targeted draws will help alleviate Canada’s labour shortages.

“Everywhere I go, I’ve heard loud and clear from employers across the country who are experiencing chronic labour shortages,” said Fraser.

“These changes to the Express Entry system will ensure that they have the skilled workers they need to grow and succeed. We can also grow our economy and help businesses with labour shortages while also increasing the number of French-proficient candidates to help ensure the vitality of French-speaking communities.”

Job Bank, the federal job-hunting and career-planning website, is forecasting a shortage of 200 workers to fill these jobs in Canada over the coming nine years.

The federal government career-planning website is also forecasting the job prospects for physiotherapists to be good in every single Canadian province over the next three years.

Foreign nationals seeking to get their permanent residence through an occupation-targeted Express Entry draw will need at least six months of continuous work experience in Canada or abroad within the past three years in one of these occupations to be eligible.

That experience can have been gained while working in Canada as temporary foreign workers with work permits or as international students with a student visas.

The opportunities are certainly there for physiotherapists, categorized under the National Occupational Classification (NOC) 2021 system with the code 31202.

“Over the next 10 years, the growth in demand for physiotherapists in Canada will outstrip the number of new job seekers entering the profession,” noted the Canadian Physiotherapy Association in a submission to the House of Commons Standing Committee on Human Resources, Skills and Social Development and the Status of Persons with Disabilities last year.

“The labour shortage in the industry will continue to persist at a national level and the aging population, coupled with longer life expectancy, means the demand for health professionals, including physiotherapists, physiotherapy technologists and physiotherapist assistants will sharply increase. This will result in a reduced availability of physiotherapy services, for a profession that is already experiencing burnout and exhaustion.”

In Canada, the median hourly wage for physiotherapists is $41.03 but that varies from a low of $25 right up to $49.68, reveals Job Bank.

Physiotherapists In Canada Can Earn A Median Annual Income Of Up To $96,876

Based on a standard, 37.5-hour work week, that means physiotherapists could expect to earn a top median annual income of $96,876.

Canada first signalled its intention to start occupation-specific draws through Express Entry in June last year, when changes were made to the Immigration, Refugee and Protection Act to allow invitations based on occupations and other attributes, such as language ability.

The majority of Canada’s provinces have been issuing occupation-specific invitations for several years.

Under the changes to the act, the immigration minister is required to consult provinces and territories, members of industry, unions, employers, workers, worker advocacy groups, settlement provider organizations, and immigration researchers and practitioners, before announcing new categories.

IRCC must also report to parliament each year on the categories that were chosen and the reason for the choices.

Employment and Social Development Canada (ESDC) says the number of occupations facing shortages doubled between 2019 and 2021. From 2018 to 2022, federal high skilled admissions accounted for between 34 and 40 per cent of overall French-speaking admissions outside Quebec, which manages its own immigration intake.

More Canada Immigrants Finding Jobs Than Before Pandemic

Statistics Canada’s Labour Force Survey for July says newly-arrived immigrants of working age are finding it harder to landCanada jobsthis year than in 2022, but their employment prospects are still better than prior to the COVID-19 pandemic.

“In July, the employment rate of core-aged recent immigrants – those who had become landed immigrants in the previous five years – was 77.7 per cent, down 2.3 percentage points from July 2022( when that employment rate was 80 per cent).

“In comparison, the employment rate of those born in Canada was 86.6 per cent in July 2023, little changed from 12 months earlier.”

The employment rate for older immigrants, aged 55 years and up, has been holding steady.

And newly-arrived, core working age immigrants are still doing better now than they were only a few years ago.

“Despite the year-over-year decline, the employment rate of core-aged recent immigrants in July 2023 remained higher than before the COVID-19 pandemic; the average rate in July for this group from 2017 to 2019 was 70.8 per cent,” reports the national statistical and demographic services agency.

Across Canada, the employment rate stayed pretty much the same in July and the unemployment rate barely budged, rising only a tenth of a percentage point to 5.5 per cent.

There was a smidgeon more employment for young men and a tad less for middle-aged men that month.

“Employment fell among core-aged men aged 25 to 54 years old, down 27,000 jobs or 0.4 per cent, and increased among male youth aged 15 to 24, up 13,000 jobs or 0.9 per cent,” reports Statistics Canada.

The employment rate, defined as the proportion of the population aged 15 and older who is employed, was 62 per cent in July, down 0.2 percentage points in the month and unchanged on a year-over-year basis.

The slight drop in the employment rate is due to people arriving in Canada faster than jobs can be created.

“From January to July, the employment rate fell 0.5 percentage points, as population growth of 1.4 per cent outpaced growth in employment of 0.7 per cent over this period,” noted Statistics Canada.

Unemployment Rose In July For Third Consecutive Month

The unemployment rate bump of 0.1 percentage points to 5.5 per cent in July is the third consecutive monthly increase, following increases of 0.2 per cent in both May and June.

“This was the first time the unemployment rate had increased for three consecutive months since the early months of the COVID-19 pandemic,” notes Statistics Canada.

In July, workers landed 25,000 more jobs in health care and social assistance, 19,000 in educational services, 15,000 in finance, insurance, real estate, rental and leasing and 12,000 in agriculture.

Five Industry Sectors Shed Jobs In July

The construction sector shed 45,000 jobs, public administration 17,000, information, culture and recreation 16,000, and transportation and warehousing 14,000.

Regionally, Alberta added 12,000 jobs, New Brunswick 4,200, and Prince Edward Island 1,500. The picture was not as pretty in the Prairies as Manitoba shed 6,400 jobs and Saskatchewan 5,700.

Wages Are Up Five Per Cent On A Year-Over-Year Basis

On a year-over-year basis, the average hourly wage rose five per cent in July and the total hours worked were virtually unchanged in that month although they were still up 2.1 per cent on a year-over-year basis.

The Global Talent Stream (GTS), a part of the TFWP, can under normal processing situations lead to the granting of Canadian work permits and processing of visa applications within two weeks.

Employers can also bring in foreign nationals to fill available positions through the Express Entry system, which receives immigration applications online.

It powers the Federal Skilled Worker Program (FSW), Federal Skilled Trades Program (FST), and Canada Experience Class Program (CEC) which all draw from the Express Entry pool of candidates. Those with the required Comprehensive Ranking System (CRS) scores are then sent Invitations to Apply (ITAs) in regular draws.
