Manitoba PNP Draw: Province Issues 609 Canada Immigration Invitations

Manitoba hasissued 609 invitations to apply in a new Canada immigration draw through the Manitoba Provincial Nominee Program.

The July27draw saw LAAs issued through three MPNP streams.

A batch of 335 invitations with a lowest score of 614 went to Skilled Workers in Manitoba candidates currently employed in Manitoba in one of the following major group occupations:

  • 62 – Retail sales and service supervisors and specialized occupations in sales and services
  • 64 – Sales and service representatives and other customer and personal services occupations
  • 65 – Sales and service support occupations

Meanwhile, Skilled Workers in Manitoba candidates in all occupations received 202 LAAs, with a minimum score of649points.

International Education Stream candidates received 51LAAs.

The remaining 21 LAAs went to Skilled Workers Overseas candidates through a Strategic Recruitment Initiative, with a minimum score of 717.

In a separate draw on July 28, Manitoba issued 21 invitations as part of its special immigration measures for Ukraine.

  • have a minimum of CLB 4 in each language band;
  • have established connection to Manitoba (close relative, family-like, community, previous employment or studies in Manitoba);
  • have a valid language test; and

How Do I Qualify For The Skilled Worker in Manitoba Stream?

The Skilled Worker in Manitoba Stream (SWM) is based on the specific needs of Manitoba employers. SWM selects foreign-trained workers with the required skills and nominates them for Canada permanent residence. The stream prioritizes candidates with a strong attachment to Manitoba, with two pathways to Manitoba immigration.

  1. a) Manitoba Work Experience Pathway

For applicants currently working in Manitoba on temporary work permits, through the Temporary Foreign Worker Program or as international graduates from any province. Candidates do not need to be working in In-Demand Occupations.

  1. b) Employer Direct Recruitment Pathway

For applicants from overseas with job offers from approved Manitoba employers.


How Do I Qualify For The Skilled Worker Overseas Stream?

The Skilled Worker Overseas Stream (SWO) includes both a dedicated Canada Express Entry Pathway and a direct provincial pathway.

It is aimed at international skilled workers with skills and training in Manitoba’s In-Demand Occupations. Priority is given to applicants and spouses with close family connections, plus the language proficiency, training and experience to find jobs quickly.

  1. a) Manitoba Express Entry Pathway

For international candidates eligible under another MPNP stream, who also meet Express Entry criteria and have an active Express Entry profile. Candidates need skills, training and experience in one of Manitoba’s In-Demand Occupations, and a strong family connection to the province.

  1. b) Human Capital Pathway

For international skilled workers with skills, training and experience in one of Manitoba’s In-Demand Occupations. Candidates must demonstrate potential to find employment soon after they arrive in Manitoba.


What Are The Requirements For the International Education Stream?

The International Education Stream (IES) is dedicated to international graduates from Manitoba colleges and universities. Under IES, candidates are no longer required to work for six months in their field before applying for an MPNP nomination. It has three pathways:

1) Career Employment Pathway  

Eligibility requirements include:

  • Completed a one-year or longer course from an eligible post-secondary Manitoba institution within three years of submission of application.
  • Have a full-time job offer in a Manitoba In-Demand occupation related to the completed degree
  • Resident of Manitoba

2) Graduate Internship Pathway

Masters and Doctoral degree holders who have completed Mitacs Accelerate or Elevate internships can apply for nomination through internships even without a job offer in the province.

3) Student Entrepreneur Pathway

Eligibility requirements include:

  • Completed a two-year or longer course from an eligible post-secondary Manitoba institution
  • Six months business operation experience in Manitoba
  • Resident of Manitoba since graduation.

More Canada Immigrants Needed To Build Housing, Says Outgoing IRCC Minister

Outgoing Immigration Minister Sean Fraser saysCanada’s immigrants help developers find the workers needed to build more homes so housing can be more affordable.

Fraser, now the minister of housing and infrastructure, defended Canada’s record-high immigration levels.

“I would urge caution to anyone who believes the answer to our housing challenges is to close the door on newcomers,” Fraser reportedly told the CBC.

“When I talked to developers, in my capacity as a minister of immigration before today, one of the chief obstacles to completing the projects that they want to get done is having access to the labour force to build the houses that they need.”

During the COVID-19 pandemic, the cost of housing soared throughout Canada and drove inflation.

Statistics Canada’s New Housing Price Index, which stood at 103.8 in February, 2020, jumped to 126.1 by June last year before softening somewhat to 125 for the same month this year.

“Nationally, new home prices were down 0.7 per cent year over year in June, compared with an increase of 7.9 per cent recorded in June of the previous year,” notes Statistics Canada.

In its New Housing Price Index, June 2023, the statistical and demographic services agency noted new home prices softened in 20 of the 27 cities year over year in June 2023, the most ever recorded, as the Bank of Canada raised its rates another 25 basis points, bringing it to 4.75 per cent compared with 1.50 per cent in June of last year.

Housing affordability has become a hot issue politically for the ruling Liberals. Their main political opponents, the Conservatives, have blamed what they describe as unreasonably high immigration and low levels of housing construction for the rising cost of homes.

Conservative Leader Pierre Poilievre once again took aim at the increasing immigration levels under the Liberal government in an interview with True North while shying away from setting a definitive immigration target of his own.

“(Prime Minister) Justin Trudeau has broken our immigration system. We see this on the streets of Toronto where refugees are living on the pavement. It wasn’t like this eight years ago,” said Poilievre.

“When refugees came to Canada, we had them sponsored by charities, churches, mosques, synagogues and other non-profits to give them homes, help them write resume and get them fast work permits so they could get jobs and paycheques.”

The Opposition leader laid the blame for the housing crisis squarely at the feet of the prime minister whose policies he claimed make Canada unliveable for immigrants and Canadians alike.

“I want to get back to commonsense immigration. The numbers should be driven by the number of employers who have job vacancies that they cannot fill with Canadians, by the number of charities that want to sponsor refugees, and by the families that want to reunite and can support their loved ones here.

Poilievre decried Canada’s current immigration targets as a vanity project of the prime minister.

In its 2023-2025 Immigration Levels Plan, Ottawa has set its immigration target for 2023 at 465,000 new permanent residents. The country is also to welcome 485,000 new permanent residents in 2024 and another 500,000 in 2025.

That’s a total of 1.45 million immigrants to Canada over three years.

By the end of May this year, the most recent data from Immigration, Refugees and Citizenship Canada (IRCC) reveals the country had welcomed 220,810 new permanent residents, putting Canada on track to welcome roughly twice as many immigrants this year as the 271,840 eight years ago.

Both Fraser and Poilievre agree on one thing: Canada needs to build a lot more housing.

“If we encourage cities and communities to build more housing where infrastructure already exists or where it’s planned to be, we’re going to be able to leverage more progress for every public dollar that’s invested,” Fraser reportedly said.

Immigrants must be absorbed and the full potential of the existing Canadian workforce tapped, the TD Bank report says..

Such a balance is key to Canada’s sustainable economic and social development in the face of evolving demographic changes.

Last year, Canada’s government attempted to address labour market shortages through a multitude of policy implementations.

However, the resultant increase in the number of skilled foreign workers is so unprecedented that it is accompanied by looming concerns about potential dislocations in other segments of the economy, such as housing affordability, healthcare availability, infrastructural expansion, and social support platforms.

“Greater thought and estimation needs to occur on what’s a true absorption rate for population growth,” said report authors Beata Caranci, James Orlando, and Rishi Sondhi.

“Policy cannot be singularly focused on the perceived demands of employers, and even educational institutions.”

Canada’s Population Surge

In combination of several factors, Canada’s population saw a 1.2 million boom in the last 12 months, which provided support to the labour market and fueled economic growth prospects for the country.

This growth acceleration is predicted to persist through at least 2023, due to an influx of non-permanent residents (NPRs) in the form of work permit, study permit, and refugee status holders.

For one, last year IRCC removed the limit on the number of low-wage positions a company can fill using Temporary Foreign Workers (TFWs) in seasonal industries.

Moreover, the limit on allowable TFWs was upped to 20% of the workforce for firms, and firms in industries with large job vacancies could push that limit even further to 30%.

Due to a combination of the two measures, there was an observable jump in the number of TFW positions approved in 2022.

Canada also accepts a significant number of international students per year, many of whom become part of the workforce after graduation.

In furthering the intake of this demographic, a Canadian federal advisory panel recommended doubling the number of international students from roughly 240k in 2011 to 450k in 2022. However, Canadian educational institutions have exceeded even these numbers, with 807k study permits being issued last year.

The last NPR category – asylum seekers – is usually dependent on world events, and thus fluctuates. Russia’s invasion of Ukraine displaced millions, of which over 1.1 million applications have been submitted under the Canadian-Ukraine Authorization for Emergency Travel (CUAET). Out of these, over 800k have been granted approval till now.

The Effects of Canada’s Population Boom

Canada has extracted large benefits from these immigrants. Monthly job growth has averaged around 40k since last spring, and job vacancies have been kept under control.

This has also levelled off the unemployment rate, which – without immigration – would have fallen to as low as 4.5%.

Nevertheless, there have been some negatives for the Canadian market. There are signs of a housing shortage, according to the TD report, which is expected to continue as population further expands.

What Needs to be Done

As per the authors of the report,” population growth is a good thing and a necessary remedy to aging domestic demographics.”

These benefits, however, may erode if the increase is too fast-paced compared to Canada’s ability to plan and absorb newcomers to the country’s socio-economic infrastructures.

Recent policies have had positive impact on countering these shortfalls. For example, recent initiatives to reduce credential-recognition barriers among medical professionals, engineers, and other professionals ease the strain on the healthcare industry.

For example, the College of Registered Nurses of Alberta made its application process easier, so that more internationally-trained nurses already living in Canada started applying. This reduced strain on the housing/social system.

“A lot can be done to better integrate both new and existing Canadians so that people can reach their full potential,” wrote the authors.

“This way the economic pie won’t just grow in size, but the quality will increase as well.”

Georgiadis says paramedic services are unable to retain or recruit staff as chronic understaffing has created a vicious cycle of heavy workloads, high injury rates and further depletion in staffing levels.

In Montreal, the biggest city in the francophone province of Quebec, a CBC news report late last year described the paramedic labour shortage at Urgences-Santé, public emergency medical service for the islands of Montreal and Laval, as dire.

“It’s just demoralizing more than anything else,” a paramedic reportedly told the CBC. “People are leaving, there’s less and less staff, call volume is going up and up.”

Paramedics In Canada Can Earn Up To $87,750

The flagship Express Entry selection system has previously only conducted draws based on immigration programs, not by targeting specific occupations.

Candidates will need at least six months of continuous work experience in Canada or abroad within the past three years in one of these occupations to be eligible, experience that can have been gained while working in Canada as temporary foreign workers with a work permits or as an international student with a student visa.

There were already 315 job listings for paramedics on Indeed.ca, another job-hunting website, in mid-July.

In Canada, the median hourly wage for paramedics is $35.30 but that varies from a low of $23 right up to $45, reveals Job Bank.

Based on a standard, 37.5-hour work week, that means pilots could expect to earn a top median annual income of $87,750.

Under the changes announced at the end of May, the Express Entry streams, including the Federal Skilled Worker (FSW) program, Federal Skilled Trades (FST) program and Canadian Experience Class(CEC), as well as parts of the Provincial Nominee Programs (PNP) will now be more responsive to labour market needs.

Immigration Minister Opened Up 82 Occupations To Targeted Express Entry Draws

Canada first signalled its intention to start occupation-specific draws through Express Entry in June last year, when changes were made to the Immigration, Refugee and Protection Act to allow invitations based on occupations and other attributes, such as language ability.

The majority of Canada’s provinces have been issuing occupation-specific invitations for several years.

Under the changes to the act, the immigration minister is required to consult provinces and territories, members of industry, unions, employers, workers, worker advocacy groups, settlement provider organizations, and immigration researchers and practitioners, before announcing new categories.

IRCC must also report to parliament each year on the categories that were chosen and the reason for the choices.

Employment and Social Development Canada (ESDC) says the number of occupations facing shortages doubled between 2019 and 2021. From 2018 to 2022, federal high skilled admissions accounted for between 34 and 40 per cent of overall French-speaking admissions outside Quebec, which manages its own immigration intake.

  • Have a minimum Comprehensive Ranking System score of 300 points.

British Columbia PNP Draws: Province Issues At Least 226 Canada Immigration Invitations

British Columbia has issued at least226invitations in new drawsthrough multiple streams of theBritish Columbia Provincial Nominee Program.

The July 25draws were split into two categories: general andtargeted.

In the general draw, which included tech occupations,175invitations were issued through five BC PNP streams for skilled workers and international graduates. Minimum scores ranged from 87 to 109 points.

In the targeted draw, a further 30invitations were issued to skilled workers and international graduates scoring at least 60 points in a draw targeting Early Childhood Educators and Assistants under NOC42202.

A draw targeted at Healthcare workers saw 20 invitations issued to skilled workers and international graduates, also with a minimum score of 60 points.

A batch of less than 5 invitations went to skilled workers and international graduates in a draw aimed at other priority occupations under NOCs 31103, 32104, also requiring 60 points. The number was recorded as less than 5 to protect the identity of those invited.

A Cabinet shuffle Wednesday saw 30 new appointments and former immigration minister Sean Fraser become the new minister of housing, infrastructure and communities.

The 50-year-old Miller,a boyhood friend of Prime Minister Justin Trudeau, picks up the immigration portfolio after having served as the minister of Crown-Indigenous Relations since October, 2021, a little less than two years ago.

Prior to that, he had been minister of Indigenous Services for a little less than two years, since November 2019, after serving as the parliamentary secretary to the minister of Crown-Indigenous Relations since late August, 2018.

Miller was first elected to represent the Greater Montreal riding of Ville-Marie-Le Sud-Ouest-Île-des-Sœurs during the Liberal Party of Canada’s electoral victory in 2015.

In that federal election, Miller handily defeated his closest rival, the New Democratic Party’s Allison Turner, with a margin of two to one at the ballot box.

A lawyer with the firm of Stikeman Elliott and an infantry commander in the Canadian Army Primary Reserve prior to entering politics, Miller made a symbolic overture of reconciliation to Canada’s indigenous peoples on June 1, 2017 by delivering the first speech to ever be made in the Mohawk language in the House Commons. He later explained he had learnt the language lessons in a spirit of reconciliation.

He is also fluent in French and has served as the parliamentary secretary to the minister of infrastructure and communities, the same ministry the former immigration minister is now heading up.

Miller’s on-going, close relationship with the prime minister is likely to be a big asset for him in his role as the country’s new immigration minister. In addition to being a boyfriend friend of Trudeau when the two attended the then-all-boy Collège Jean-de-Brébeuf private school in the 1980s, Miller also helped organize Trudeau’s first run for office in the Papineau riding in 2007.

The new immigration minister was also an advisor and fundraising director of Trudeau’s successful bid for the Liberal leadership in 2013.

The son of an anglophone Montrealer and a Nova Scotian, Miller earned both his bachelor’s and master’s degrees from the Université de Montréal.

Married Elin Sandberg, an ex-Swedish diplomat, Miller and his wife have three children, two boys, Marius and Lukas, and a girl, Eva.

Canada Now Has 500 Immigration Spaces ForFor Human Rights Defenders

Canada has boosted support for international human rights defenders (HRDs) and their families by doubling resettlement spaces from 250 to 500.

“Canada firmly believes that the protection of human rights is the cornerstone of a just society. As the world grapples with numerous human rights challenges, Canada is reinforcing its role as a global leader in promoting human rights and protecting those who safeguard them,” said former Immigration Minister Sean Fraser on Tuesday.

“Together, we will continue to champion human rights and foster an environment where individuals can freely exercise their voices without fear of persecution.”

As per Voices at Risk: Canada’s Guidelines on Supporting Human Rights Defenders, HRDs are defined as people who, individually or in groups, act to peacefully promote or protect human rights, “such as by documenting and calling attention to violations or abuses by governments, businesses, individuals or groups.”

Although these individuals make huge contributions to the building of inclusive and democratic societies that contribute to a peaceful international community, they are repeatedly the victims of criminalization, arbitrary arrest, and threats, with hundreds of them being tortured and assassinated every year.

In responding to the needs of this vulnerable group, Canada has long fostered a tradition of HRD resettlement. In fact, it was ranked as the top resettlement country in the world for the fourth year in a row, welcoming over 47,500 refugees from over 80 countries in 2022.

Fraser furthered this initiative on July 25 by declaring the expansion of the global HRD stream – a government initiative that has resettled HRDs since 2021 through the Government-Assisted Refugee (GAR) Program (and was one of the first to offer a dedicated, permanent pathway for HRDs globally).

Over the following months, Canada is also looking to re-engage civil society organizations on the development of a temporary protection pathway for HRDs in need.

Resettlement Process Under the Global HRD Stream

Refugee applicants are first identified and assessed by Front Line Defenders (FLD), ProtectDefenderss.eu (PD), or the United Nations Refugee Agency (UNHCR).

In some locations, IRCC partners such as the International Organization for Migration (IOM) may assist the applicant in filling out forms that are required to support their application for resettlement to Canada.

HRD referrals are then sent to the Resettlement Operations Centre in Ottawa (ROC-O) for file creation, before they are transferred to the migration office for further processing.

PD, FLD, the UNHCR, and IRCC collaboratively ensure that available GAR program spaces are used effectively; with the addition of 250 additional GAR spaces for HRDs, this number has been further expanded by Canada.

Canada’s Support for other Refugee Groups

In addition to extending its support for HRDs, the Canadian government recently announced partnership with civil society to protect LGBTQI+ refugees, who make up another major vulnerable group.

Prime Minister Justin Trudeau spoke on the Government of Canada’s partnership with non-profit organization Rainbow Railroad to protect and welcome LGBTQI+ refugees to Canada.

Rainbow Railroad identifies LGBTQI+ people and their families who are escaping violence and persecution, and refers them to IRCC under the GAR program.

As water transportation takes off in the post-COVID-19 world, shipping companies and ferry operators in Canada are already struggling to find enough mariners.

“For transportation officers and controllers, over the period 2022 – 2031, new job openings arising from expansion demand and replacement demand are expected to total 17,100, while 11,100 new job seekers arising from school leavers, immigration and mobility are expected to be available to fill them,” notes Job Bank.

“With the quick post-pandemic demand recovery for this occupational group, the projected number of job openings is expected to substantially surpass the projected number of job seekers, significantly enough to not only eliminate the temporary surplus situation seen over the 2019 – 2021 period, but to also turn it around to a shortage situation over the 2022 – 2031 period.”

The International Chamber of Shipping (ICS), a shipping industry organization, notes that most of the people who work on ships throughout the world already come from the Philippines, Russia, Indonesia, China and India.

“The forecast growth in the world merchant fleet over the next ten years, and its anticipated demand for seafarers, will likely continue the trend of an overall shortage in the supply of officers,” notes the ICS.

“This is despite improved recruitment and training levels and reductions in officer wastage rates over the past five years.

“Industry and relevant stakeholders should not expect there to be an abundant supply of qualified and competent seafarers without concerted efforts and measures to address key manpower issues, through promotion of careers at sea, enhancement of maritime education and training worldwide, addressing the retention of seafarers.”

Job Bank is forecasting the job prospects for deck officers to be moderate to good in all provinces in Canada for which there is data – and that have oceanfront.

With Immigration, Refugees and Citizenship Canada (IRCC) announcing earlier this year that Canada’s Express Entry system will begin targeting 82 jobs in healthcare, technology, trades, transport and agriculture this summer – including deck officers – foreign nationals hoping to immigrate to Canada are now looking at a new opportunity to get their permanent residence here.

The flagship Express Entry selection system has previously only conducted draws based on immigration programs, not by targeting specific occupations.

British Columbia, Quebec Currently Have The Most Job Openings For Deck Officers

Candidates will need at least six months of continuous work experience in Canada or abroad within the past three years in one of these occupations to be eligible, experience that can have been gained while working in Canada as temporary foreign workers with a work permits or as an international student with a student visa.

The opportunities are there.

There were already 34 job listings for deck officers, categorized under the National Occupational Classification (NOC) 2021 system with the code 72602, posted on the Indeed.ca job-hunting website in July, some of them from employers hoping to hire more than one employee.

Most of the jobs for deck officers listed in July on Indeed were in British Columbia and Quebec.

In Canada, the median hourly wage for deck officers in the water transportation sector is $34.86 but that varies from a low of $21.25 right up to $54.95, reveals Job Bank.

Based on a standard, 37.5-hour work week, that means acupuncturists and practitioners of traditional Chinese medicine could expect to earn a top median annual income of $107,152.

Under the changes announced at the end of May, the Express Entry streams, including the Federal Skilled Worker (FSW) program, Federal Skilled Trades (FST) program and Canadian Experience Class (CEC), as well as parts of the Provincial Nominee Programs (PNP) will now be more responsive to labour market needs.

Immigration Minister Opened Up 82 Occupations To Targeted Express Entry Draws

“Everywhere I go, I’ve heard loud and clear from employers across the country who are experiencing chronic labour shortages,” said Immigration Minister Sean Fraser.

“These changes to the Express Entry system will ensure that they have the skilled workers they need to grow and succeed. We can also grow our economy and help businesses with labour shortages while also increasing the number of French-proficient candidates to help ensure the vitality of French-speaking communities.”

Canada first signalled its intention to start occupation-specific draws through Express Entry in June last year, when changes were made to the Immigration, Refugee and Protection Act to allow invitations based on occupations and other attributes, such as language ability.

The majority of Canada’s provinces have been issuing occupation-specific invitations for several years.

Under the changes to the act, the immigration minister is required to consult provinces and territories, members of industry, unions, employers, workers, worker advocacy groups, settlement provider organizations, and immigration researchers and practitioners, before announcing new categories.

IRCC must also report to parliament each year on the categories that were chosen and the reason for the choices.

Employment and Social Development Canada (ESDC) says the number of occupations facing shortages doubled between 2019 and 2021. From 2018 to 2022, federal high skilled admissions accounted for between 34 and 40 per cent of overall French-speaking admissions outside Quebec, which manages its own immigration intake.
