270 Candidates Invited To Apply In New BC PNP Draw

Invites were issued to 270 candidates in the latest draw through the British Columbia Provincial Nominee Program.

The June 18 draw saw invites issued for British Columbia immigration across five provincial streams.

Skilled workers through the direct provincial stream required a minimum score of 95 points, while Express Entry skilled workers needed 105 points to qualify.

Direct provincial and Express Entry-linked streams for international graduates required 100 and 104 points respectively. Lastly, entry level and semi-skilled workers required 75 points to qualify.

Prince Edward Island To Conduct Skilled Worker and Business Draws This Week

Prince Edward Island immigration will conduct a new draw targeting both skilled worker and entrepreneur immigration candidates on Thursday June 20, 2019.

The Prince Edward Island Provincial Nominee Program draw will focus on candidates for the province’s Express Entry, Labour Impact and Business Impact streams.

PEI launched its Expression of Interest system at the start of 2018, and has made monthly draws ever since.

PEI issued a total of 1,446 invites during 2018, the first year it operated an Expression of Interest system.

Of these, 1,240 went to Labour Impact and Express Entry candidates, with the remaining 206 going to Business Impact candidates.

The largest draw took place on October 18, 2018, when 297 candidates were invited.

Prince Edward Island Express Entry Stream

PEI’s Express Entry category operates by considering candidates already in the federal Express Entry Pool for a provincial nomination.

Such a nomination adds 600 points to a candidate’s Comprehensive Ranking System (CRS) score and effectively guarantees an Invitation to Apply (ITA) for Canadian immigration.

The PEI Express Entry Category features two pathways to Canadian permanent residence, one for candidates with a job offer and one for those without.


Prince Edward Island Labour Impact Category

1) Skilled Worker Stream

This employer driven stream allows skilled workers with an employment offer in PEI to be nominated for Canadian Permanent residence if they meet the following criteria:

  • A full time employment offer from a Prince Edward Island business in an occupation classified as skill level “0”, “A” or “B” of the National Occupational Classification (NOC);
  • Completion of a post-secondary education, with a minimum of 14 years of formal education;
  • Between 21 and 55 years of age;
  • At least 2 years of full time work experience in the past 5 years;
  • Sufficient proficiency in English or French to occupy the employment offered;
  • Sufficient settlement funds;
  • Demonstrated intention to settle in Prince Edward Island.

2) Critical Worker Stream

This category is designed to resolve labour shortages and is open to foreign workers already in PEI with employment in specific critical demand occupations. The primary criteria for nomination are:

  • A full time offer of employment from a Prince Edward Island business in one of the following occupations:
    • Truck driver;
    • Customer service representative;
    • Labourer;
    • Food & beverage server;
    • Housekeeping attendant.
  • 6 months of work experience with the Prince Edward Island business offering employment;
  • Current valid Canadian work permit;
  • High school diploma and minimum of 12 years of formal education;
  • Between 21 and 55 years of age;
  • At least 2 years of full-time work experience in the past 5 years;
  • Demonstrate basic proficiency in English or French language;
  • Sufficient settlement funds;
  • Demonstrated intention to settle in Prince Edward Island.

Prince Edward Island Business Impact Category

Work Permit Stream

Individuals applying under the P.E.I. Work Permit Stream must obtain a Canadian work permit and work for a P.E.I. business for a certain amount of time as designated in a Performance Agreement.

After the Performance Agreement is fulfilled, the applicant must make a minimum $150,000 investment in the business and commit to managing the business on a daily basis from within P.E.I.

Previously, Prince Edward Island operated direct permanent residence business streams, but these were closed in September 2018 over immigration fraud concerns.

Fredericton Aims To Attract and Retain 1,000 New Immigrants Per Year

New Brunswick capital city Fredericton is aiming to attract 1,000 new immigrants per year by implementing a new strategy.

The Fredericton Region Five-Year Strategy is designed to simplify the immigration process with a new online portal including a pre-arrival checklist and job search advice.

It plans to use existing pathways in a more streamlined way to help boost New Brunswick immigration.

The city hopes it can become a model for others looking to tackle aging populations and shrinking labour markets.

Mayor Mike O’Brien says the aim is to ‘streamline the programs and procedures for the recruitment, retention, and settlement and integration of newcomers’.

A social media campaign called ‘We Speak Welcome’ has also been launched to help newcomers share their experiences.

Fredericton is the foremost destination for new immigrants in New Brunswick, welcoming 1,470 newcomers in 2018.

Central to the new strategy are international students and entrepreneur immigrants.

Where international students are concerned, it is about getting them to stay after graduation.

Officials believe that if half of the international students in the city chose to stay, they would reach the target number of newcomers easily.

The goal of the strategy is to have four work-age people for each person of retirement age by 2036.

The strategy has been split into three phases, with the first two taking place over the next two years, and the third within three to five years.

  1. Review and realignment of existing services.
  2. Focus on recruitment and retention of international students and entrepreneurs, plus communication activities and government advocacy.
  3. Focus on supporting broader newcomer groups and full community engagement.

The Multicultural Association of Fredericton (MCAF) will remain as the first point of contact for new immigrants to the city.

The MCAF provides settlement assistance, employment services, language classes and community connections.

Meanwhile, networking opportunities and government relations will be provided by the Fredericton Chamber of Commerce.

Lastly, Ignite Fredericton will focus on population growth, economic development and entrepreneurial support.

New Brunswick Provincial Nominee Program

New Brunswick operates four streams through the New Brunswick Provincial Nominee Program, targeting qualified candidates who meet specific economic and labour market needs in the province.

  1. Express Entry Labour Market.
  2. Skilled Worker With Employer Support.
  3. Entrepreneurial.
  4. Post-Graduate Entrepreneurial.

The province also has access to the employer-led Atlantic Immigration Pilot, as well as the ability to welcome new immigrants through federal program.

Latest BC PNP Tech Pilot Draw Sees 57 Invitations Issued

British Columbia immigration has issued 57 new invitations in the latest draw under the BC PNP Tech Pilot.

The Tech Pilot, recently extended into 2020, see priority processing through existing British Columbia Provincial Nominee Program streams to candidates in 29 targeted IT occupations.

Candidates through the Express Entry-linked streams for skilled workers and international graduates required 90 points to qualify.

The same minimum score was recorded for the direct provincial streams for skilled workers and international graduates.

Saskatchewan Issues 426 Invites In Latest Immigration Draw

Saskatchewan immigration issued invitations to apply to 426 candidates in the province’s latest Expression of Interest draw.

Occupations In-Demand candidates received 342 of the invites in the June 6 draw, the highest number issued through the stream in a single draw during 2019.

The remaining 84 invites went to Express Entry candidates. Both streams recorded a minimum score of 75 points.

All of the Saskatchewan Immigrant Nominee Program candidates invited had Educational Credential Assessments, which is required for Saskatchewan applications.

Manitoba Immigration Conducts New Multi-Stream MPNP Draw

Manitoba immigration has conducted a new draw targeting candidates across three streams of the Manitoba Provincial Nominee Program.

The June 7 draw saw 209 Letters of Advice to Apply issued, the majority through the Skilled Workers in Manitoba stream.

SWM candidates received 121 LAAs, requiring a minimum score of 542 to qualify.

The draw also saw 60 LAAs issued through a Strategic Recruitment Initiative, part of the Skilled Workers Overseas stream. For these candidates, the minimum score was 701.

An SRI is when candidates are invited to fulfill a specific labour market need.

There were also 28 LAAs issued to International Education Stream candidates in the draw.

Manitoba stated that 18 of the total 209 LAAs issued went to candidates with a valid Express Entry ID and job seeker validation code.

This was the 67th draw in the history of the MPNP.

Canada’s Interim Pathway For Caregivers Has Now Closed

Canada’s Interim Pathway for Caregivers has now closed, ending an opportunity for certain qualified candidates to apply for Canadian permanent residence.

The window of opportunity expired on June 4, 2019, after opening on March 4.

It provided a chance for candidates who came to Canada expecting to qualify to remain here permanently, but then found out they did not, to apply for permanent residence.

According to Immigration, Refugees and Citizenship Canada, the pathway was designed to mitigate some of the confusion caused when changes were made to the caregiver system in 2014 under the previous Conservative government.

The Interim Pathway for Caregivers is separate from the Home Child Care Provider Pilot and the Home Support Worker Pilot.

These will replace the existing Caring for Children and Caring for People with High Medical Needs programs when they expire in November 2019.

The Home Child Care Provider Pilot and the Home Support Worker Pilot will have a maximum of 2,750 principal applicants each, for a total of 5,500 principal applicants, per year. Spouses/common-law partners and dependent children will not count against the limit.

Interim Pathway for Caregivers: Eligibility Criteria and Conditions

Candidates must meet the following criteria:

  1. Be authorized to work in Canada on a work permit other than a Live-in Caregiver Program work permit.
  2. Intend to reside in a province or territory other than Quebec.
  3. Has obtained:
    1. a completed Canadian educational credential of at least a secondary school diploma; or,
    2. a foreign diploma, certificate or credential, along with an equivalency assessment — issued within five years before the date of application— that indicates that the foreign diploma, certificate or credential is equivalent to a completed Canadian secondary school diploma.
  4. Has attained a level of proficiency of at least benchmark 5 in either official language for each of the four language skill areas, as set out in the Canadian Language Benchmarks or the Niveaux de compétence linguistique canadiens.
  5. Since November 30, 2014, has acquired one year of authorized full-time Canadian work experience on a Temporary Foreign Worker Program work permit in any combination of the following eligible occupations:
    1. Home child care provider as per the terms of NOC 44112, other than any experience as a foster parent.
    2. Home support worker or related occupation, but not a housekeeper, under NOC 4412.

Submitting an application

All applications for permanent residence under the Interim Pathway for Caregivers must be submitted to the Case Processing Centre in Edmonton. 

Eligibility for processing

There is no cap on the number of complete applications IRCC will accept under the Interim Pathway for Caregivers. IRCC will only accept and process complete applications submitted from March 4, 2019, to June 4, 2019. 

Minimum Scores Drop Slightly In New British Columbia Immigration Draw

Minimum scores edged down as a new batch of invitations were issued to skilled workers and international graduates through the British Columbia Provincial Nominee Program.
In a June 4 draw, 274 invites were issued across five British Columbia immigration streams.
The entry level a semi-skilled stream recorded the lowest minimum score, at 75 points.
Direct provincial skilled workers needed 95 points to qualify, compared to the 105 needed by Express Entry skilled workers.
International graduates needed 100 points via the direct provincial stream, or 104 points through Express Entry.

10 Occupations Targeted In New Ontario Human Capital Priorities Draw

Ontario has targeted 10 specific occupations in a new draw under the Express Entry-linked Human Capital Priorities stream.

The May 31 draw saw 1,072 candidates issued Notifications of Interest (NOIs) by the Ontario Immigrant Nominee Program (OINP).

Candidates with Comprehensive Ranking System (CRS) scores between 439 and 469 received NOIs in the draw.

New Canadian immigrants can expect the best quality of life in the world, according to a survey released by US News and World Report.

The number one spot for the second consecutive year comes thanks to high scores for political stability, education system, safety, economic stability and health care.

Other countries in the top five include Sweden, Denmark, Norway and Switzerland.
