High demand for computer and information systems managers means there are Canada job opportunities for qualified foreign nationals to gain their permanent residence here through occupation-targeted Express Entry system draws.

“Computer services benefit from the constant development of innovative computer and communications products that are designed and serviced by the workers that these managers oversee,” notes the Canadian Occupational Projection System (COPS).

By 2031, COPS is projecting there will have been 42,600 jobs created in Canada for computer and information systems managers and that, coupled with the existing shortage of these workers, will leave employers scrambling to fill those jobs despite there being 53,400 new workers looking to fill such jobs during that time.

“This gap is not considered to be statistically significant, which means that the number of job openings and job seekers are projected to be relatively similar over the 2022 – 2031 period,” notes the COPS website.

“As such, the labour shortage conditions seen in recent years will not clear and are expected to persist over the projection period.”

With Immigration, Refugees and Citizenship Canada (IRCC) changing Canada’s Express Entry system to allow it to target 82 jobs in healthcare, technology, trades, transport and agriculture this summer – including computer and information systems managers – it opened the door to a new pathway to immigration for them.

The flagship Express Entry selection system had previously only conducted draws based on immigration programs, not by targeting specific occupations.

Ottawa made the changes to help resolve serious labour shortages in Canada.

“Everywhere I go, I’ve heard loud and clear from employers across the country who are experiencing chronic labour shortages,” said then-Immigration Minister Sean Fraser.

Computer And Information Systems Managers Can Earn Up To $149,994 Annually In Canada

“These changes to the Express Entry system will ensure that they have the skilled workers they need to grow and succeed.  We can also grow our economy and help businesses with labour shortages while also increasing the number of French-proficient candidates to help ensure the vitality of French-speaking communities.”

Job Bank pegs the median hourly wage for computer and information systems managers in Canada,  categorized under the National Occupational Classification (NOC) 2021 system with the code 20012, at $55.38 but that varies from a low of $34.86 right up to $76.92.

Under the changes announced at the end of May, the Express Entry streams, including the Federal Skilled Worker (FSW) program, Federal Skilled Trades (FST) program and Canadian Experience Class (CEC), as well as parts of the Provincial Nominee Programs (PNP) are now more responsive to labour market needs.

Employment and Social Development Canada (ESDC) says the number of occupations facing shortages doubled between 2019 and 2021. Medical Residencies In Canada Go To Foreign Nationals Over Canadian International Medical Graduates

Canadian medical schools continue to find room for foreign “visa trainees” from countries including Oman, Kuwait and Saudi Arabia despite about 1,000 Canadian international medical graduates (IMGs) being turned away every year from residencies.

IMGs are those medical graduates who completed their medical degree/certification outside Canada and now wants Canada jobs. This includes both foreign and Canadian nationals.

In order to gain licensure to practice medicine, however, it is a must that IMGs complete their medical residency in Canada.

This process becomes increasingly complicated when they are told that it is not possible to come home to work because resources and the number of residency positions are limited.

Data from the Canadian Resident Matching Service (CRMS) shows that 1,810 Canadian IMGs educated in countries like Australia, Ireland, and the UK applied for a residency in the current academic year, but only 370 of them were successful.

The resultant brain drain involves qualified Canadian physicians moving to the U.S., where residency positions are more readily available.

What makes the situation even more concerning is the fact that this data comes in the midst of Canada’s acute healthcare shortage, which is predicted to create a need for roughly 44,000 doctors – including more than 30,000 family doctors and general practitioners – by 2028.

“Though 2,400 family physician positions were advertised on government websites by the end of 2021, just 1,496 family doctors exited residency training that year,” asserts RBC in its Proof Point: Canada Needs More Doctors – And Fast report.

Tasker posits that this situation could be traced to Ottawa’s “blessing” to medical schools, which exempts them from immigration laws that require Canadians to be prioritized for a job.

In 2010, Immigration, Refugees and Citizenship Canada (IRCC) implemented Bulletin 230, which exempted Canada medical schools from conducting labor market impact assessments (LMIA).

This is a deviation from the federal law that requires that jobs and training opportunities go to Canadians or permanent residents, and an employer is permitted to bring in a foreign national if they can not find a Canadian to do the work.

Foreign nationals often have benefactors that pay much more for medical residencies than the sums paid by provincial governments for Canadian residents.

“Canadians trained abroad get very poor and limited options and they are subject to a quota. These foreign nationals can just buy their way in,” said Rosemary Pawliuk, the president of The Society for Canadians Studying Medicine Abroad (SOCASMA). “It’s all about the money. Money talks.”

“We need to revoke Bulletin 230 so foreigners can only come if there isn’t a Canadian or permanent resident to fill those jobs. Until then, there are thousands of Canadian doctors who are sitting unlicensed.”

Critics have cited the dismantlement of the foreign “visa trainee” program, which – according to them – would free up positions for Canadian IMGs to work in Canada and eradicate the physician deficit plaguing the country.

However, the number of foreign trainees is only increasing in Canada.

Increase Of 70% In Three Years

In 2019, 87 foreign trainees started the first year of residency in Canada, as per data from the Canadian post-MD Education Registry (CAPER), which is the body that tracks IMG data.

In 2022, 148 foreign trainees were admitted, which is a 70 percent increase in just three years. As per CAPER, there were 727 foreign trainees in medical residencies in Canada just last year.

Simultaneously, the number of Canadian IMGs who were admitted to residencies has remained static over the same period, increasing by just 1.5 percent between 2019 and 2022.

The situation is all the more concerning considering the fact that foreign trainees are required to go home eventually, with the Saudi government and Saudi Aramco (two of the entities paving the way for some visa trainees) demanding they leave Canada after their residency is over.

The residents, therefore, are not serving rural and remote areas in Canada that lack basic physician care. Nova Scotia is a prime example of a province suffering from such issues, with around 142,000 people (roughly 14 percent of its population) on the waiting list for a family doctor.

Pawliuk told CBC News that “we’re in a dire doctor shortage and there are literally thousands of Canadians who are not only prepared but also willing and qualified and desperate to do the job they were trained to do.”

“But they are sidelined by their own government in favour of people who come from these oil-rich countries.”

“Thousands of Canadians are dying every year because of delayed access to health care,” she added. “And we’re training foreigners who take away spaces from Canadians who want to be doctors.”

Increase In Canada International Students Becoming Permanent Residents

The number of international students being granted permanent residence is growing, statistics released by Immigration, Refugees and Citizenship Canada (IRCC) reveal.

Figures show 8,565 former international students became permanent residents in 2005, compared to 19,330 in the first three quarters of 2023.

During the time-frame documented in the official dataset, Ontario maintained its position as the province that admits the highest number of permanent residents with prior study permit holder status.

In 2015, for example, it admitted 2,725 PRs, which is a total 1,025 more admissions than Alberta (the province with the second-highest number of admissions that year).

This number nearly tripled by 2023, when Ontario admitted a whopping total of 6,760 permanent residents who used to be international students in Canada.

Meanwhile, the ranking for the other provinces in terms of study permit to PR transitions changed over the period studied in IRCC statistics.

In 2015, for example, Ontario was followed by Alberta (1,700 PRs), Quebec (1,575 PRs), and British Columbia (1,425 PRs) respectively in second, third, and fourth positions. By 2023 Q3, however, British Columbia had climbed to second position with 4,195 PRs (a growth of 2,770), followed by Quebec (2,115) maintaining third place, and trailed by Alberta (1,900) in fourth place.

This shows that Alberta admitted only 200 more PRs with former study permit holder status from 2015’s total to 2023’s total (excluding Q4).

Although the long-term trend overwhelmingly points towards a positive year-on-year growth in the number of international students being granted a Canada PR, there short-term statistics show an uneven pattern of crests and troughs in the number of admissions.

In 2015, for example, 8,565 international students became permanent residents of Canada. The following year, however, that number dropped to 8,270.

Although there was growth in 2017 (9,410), 2018 (10,950), and 2019 (11,565), COVID-19’s advent in 2020 showed the adoption of a stricter immigration policy. This included a drop in immigration number for study permit holders to 7,750.

The year following this, however, witnessed an unprecedented boom in immigration records for international students. 22,675 of them were granted PR in Canada, which is even higher than the numbers for 2022 (19,735) and – until now – 2023 (19,330 total PR grants for foreign students).

Senate Warning

These numbers – although indicative of growing immigration prospects for foreign students in Canada – do not mean that studying in a Canadian post-secondary institution guarantees permanent residence.

In a warning issued by Senators Ratna Omidvar, Hassan Yussuf, Sabi Marwah and Yuen Pau Woo in their report about the federal international student program, it was noted that there are not enough PR spots to cater to the ever-expanding number of international students coming to Canada.

This is particularly put into context when consideration is given to the fact that 550,000 new international students were let into Canada in 2022, with over 800,000 study permit holders in the country at the end of that year.

The Senator report – titled “Strengthening the Integrity of Canada’s International Student Program” – advised Ottawa of making sure that the PR process remains competitive so as to filter through only the best international students.

Moreover, it warned of education consultants in foreign countries who mislead potential international students looking to come to Canada regarding their chances of gaining PR and subsequently citizenship.

For example, many students are denied permits because the colleges they are attending are not designated learning institutions (or DLIs) and thus do not qualify for a post-graduation work permit (PGWP).

“Programs offered by public institutions must meet certain requirements for international students to be eligible for a PGWP, while programs solely offered by private institutions are ineligible for PGWPs altogether,” further wrote the report.

“International students who rely on agents are often not aware of such intricacies and discover the bad news when it is too late.”

The report additionally points a finger at the federal government for “perpetuating an inflated sense of hope” among international students.

It reads that “while the Canadian government is being honest in highlighting the immigration advantages of studying in Canada, it can perhaps do more to be forthright about the highly competitive nature of the permanent residence application process.”

As per Immigration, Refugees and Citizenship Canada (IRCC) projections, the number of foreign students applying to come to Canada each year will go up to 1.4 million by 2027, as per an internal policy document.

In 2023, 900,000 students will study in Canada.

August Sees Canada Immigration Rate Fall For Third Consecutive Month 

The latest Immigration, Refugees and Citizenship Canada (IRCC) data reveals immigration to Canada fell for the third consecutive month in August but is still on track to close the year with record-breaking numbers of new permanent residents.

In August, the country welcomed only 34,925 new permanent residents, down 14.1 per cent or 5,750 new permanent residents, from the 40,675 in July.

During the first eight months of this year, Canada saw the arrival of 338,905 new permanent residents, putting the country on track to welcome 508,357 new permanent residents by the end of this year provided the level of immigration so far continues through to the end of 2023.

In its 2023-2025 Immigration Levels Plan, Ottawa has set its immigration target for 2023 at 465,000 new permanent residents. The country is also to welcome 485,000 new permanent residents in 2024 and another 500,000 in 2025.

That’s a total of 1.45 million immigrants to Canada over those three years.

The latest figures from the IRCC show the country is on track to greatly exceed not only this year’s targeted level of immigration but also the levels for each of the next two years.

In the past three months, though, monthly immigration levels to Canada have been trending downwards.

Since rebounding to 45,990 new permanent residents in May from April’s lacklustre performance of 29,540 new arrivals, monthly immigration has been falling, first to 42,330 new permanent residents in June, then 40,675 new permanent residents in July and then only 34,925 in August.

That means the monthly rate of immigration to Canada has fallen by a smidgeon more than 24 per cent since May.

After starting this year strong, with monthly immigration in January this year up 43.7 per cent over the level for the same month last year, the monthly immigration level had fallen by August this to be almost exactly the same as that for the same month last year.

In August last year, Canada welcomed 34,145 new permanent residents.

Ontario Attracted The Most Immigrants To Canada In First Eight Months Of This Year

Ontario, the country’s most populous province, remained the most popular destination for newcomers with 148,970 of them choosing to immigrate there during the first eight months of this year.

The central Canadian province was the destination of choice for 43.9 per cent of all immigrants to Canada in the first eight months of this year.

Economic programs, including the Ontario Immigrant Nominee Program (OINP), Agri-Food Immigration Pilot (AFIP), Canadian Experience Class (CEC), Caregiver programs, Rural and Northern Immigration Pilot (RNIP), Federal Skilled Trades (FST) and Federal Skilled Worker (FSW) programs, the Start-Up Visa (SUV) and Self-Employed Persons (SEP) programs, and the Temporary Resident to Permanent Resident Pathway accounted for slightly more than half, 50.8 per cent, of all new permanent residents coming to Ontario in the first seven months of this year.

Those programs helped 75,755 new permanent residents arrive in Ontario in the first eight months of this year.

Another 40,530 new permanent residents arrived in Ontario through family sponsorships and 26,005 came to that province through Canada’s refugee and protected persons programs in the first eight months of the year.

The other provinces and territories attracted the following number of new permanent residents each during that period:

  • Prince Edward Island – 2,630
  • Nova Scotia – 8,375
  • New Brunswick – 7,400
  • Quebec – 38,010
  • Manitoba – 18,490
  • Saskatchewan – 18,235

Despite the Quebec government’s repeated insistence that it will cap immigration at 50,000 new permanent residents this year, the francophone province is currently on track to welcome 57,015 new permanent residents based on the trend set in the first eight months of this year.

The number of Canada jobs opportunities for electrical and electronics engineers is growing, meaning qualified foreign nationals can gain their permanent residence here through occupation-targeted Express Entry system draws.

Despite the availability of an estimated 1,100 more qualified candidates to fill electrical and electronics engineering positions from now through to 2031, the Canadian Occupational Projection System (COPS) is forecasting the existing labour shortages to persist.

British Columbia Issues At Least 181 Canada Immigration Invitations In New PNP Draw

British Columbia has conducted new draws through multiple streams of the British Columbia Provincial Nominee Program, issuing at least 181 invitations.

The October 11 draws were targeted at specific occupations.

In a tech draw, 118 invitations were issued to skilled workers and international graduates with a minimum score of 90 points.

A further 45 invitations were issued to skilled workers and international graduates scoring at least 60 points in a draw targeting Early Childhood Educators and Assistants under NOC 42202.

Canada is Using Automation Tools to Fast-Track Work Permit Extension and PGWP Applications

Immigration, Refugees and Citizenship Canada (IRCC) is set to expand the use of proven automation technologies to process work permit extensions and post-graduation work permits (PGWPs) in a more efficient way.

The tools are set to process applications under both categories according to their complexity and enable quicker decisions for some applicants.

“Automated tools are part of IRCC’s commitment to using technology responsibly to build a stronger immigration system for the benefit of all of our clients,” reads the Government of Canada website.

“Our tools are reviewed routinely to make sure they work as intended and that the results are consistent with applications that receive a full human review. Only an IRCC officer can refuse an application; the automated tools do not refuse or recommend refusing applications.”

The Triage Function

The tools’ triage function becomes responsible for most clerical and repetitive tasks that pertain to sorting applications using rules that are developed by IRCC officials and based on the legislative and regulatory criteria for the program. Files are directed to the correct officers for further processing based on office capabilities and officer expertise.

The eligibility function gauges whether an application is a routine case during the review stage, and can determine whether an applicant is eligible for a work permit extension or PGWP using criteria set by IRCC officials.

Subsequently, the file is sent to an officer to determine if the applicant remains admissible to the country and to make the final decision on the application.

Applications without automatic eligibility approval may still be manually approved after an officer reviews their case.

In what it claims to be its commitment to “responsibly developing and deploying data-driven technologies in line with privacy requirements and human rights protection” – along with its furtherance of Canada’s Treasury Board Directive on Automated Decision-Making – an algorithmic impact assessment (AIA) has been developed to assess the tools used for work permit extensions and PGWP issuances.

The AIA categorized systems’ impact levels as moderate, and many measures are emplaced to mitigate possible risks.

These include a review for potential discriminatory impacts, privacy and security elements built into the design of the tools, and the officers’ ability to overturn the tools’ decision.

Extending a Canada work permit

Work permit holders whose permit is about to expire or in need of change need to apply to extend it or change the conditions on it.

This needs to be done at least 30 days before the current permit expires, and legally allows you, as a work-permit holder, to stay in Canada while your application is being processed.

To maintain status, it is important to note that the application needs to be received by IRCC before the current permit expires. The Department determines the date and time an application is received via two ways:

  1. If you apply online: You must submit your application before midnight UTC on the day your work permit expires.
  2. If you apply on paper: IRCC stamps paper applications the day they receive them at the case processing centre.
    • If IRCC receives an application after your work permit expires, they will count back seven days and use that as the day the permit was received.

“With the quick post-pandemic demand recovery for this occupational group, the projected number of job openings is expected to substantially surpass the projected number of job seekers, significantly enough to not only eliminate the temporary surplus situation seen over the 2019 – 2021 period, but to also turn it around to a shortage situation over the 2022-2031 period.”

Humanitarian Immigration Pathway For Colombians, Haitians And Venezuelans Launched By Canada

A new humanitarian immigration pathway for Colombians, Haitians and Venezuelans already in Central or South America or the Caribbean who have extended family connections in Canada is being launched.

“Starting this fall, Colombian, Haitian and Venezuelan foreign nationals located in Central or South America or the Caribbean who have extended family connections in Canada will be eligible to apply for this new pathway,” said Immigration Minister Marc Miller.

“To qualify, the principal applicant must be a child (regardless of age), grandchild, spouse, common-law partners, parent, grandparent or sibling of a Canadian citizen or permanent resident.

“Successful applicants will be offered enhanced pre-arrival services, including an employment skills assessment and a referral to a settlement provider organization in their intended community.”

The new pathway is to provide permanent residence in Canada for up to 11,000 Colombians, Haitians and Venezuelans starting this autumn.

The move comes in the wake of Prime Minister Justin Trudeau’s announcement in late March that Canada would welcome 15,000 migrants on a humanitarian basis from the Western Hemisphere over the course of the year, with a path to economic opportunities to address forced displacement, as an alternative to irregular migration.

The new pathway for Colombians, Haitians and Venezuelans is part of that commitment.

“We are actively collaborating with the United Nations Refugee Agency (UNHCR) and the International Organization for Migration (IOM) to understand the regional context and humanitarian needs linked to migration in the Americas,” said Miller.

“We also support the work of the safe mobility offices in the region, whose objective is to consider individuals for humanitarian and other regular pathways.

The latest Immigration, Refugees and Citizenship Canada (IRCC) data reveals Canada already welcomes nearly that many Colombians, Haitians and Venezuelans annually.

Last year, Canada welcomed 3,775 Columbians, 4,400 Haitians, and 1,545 Venezuelans as new permanent residents, a total of 9,720 people.

In the first seven months of this year, Canada welcomed an additional 5,030 new permanent residents from those three countries. Based on that trend, the country could have been expected to welcome 8,623 Colombians, Haitians and Venezuelans as new permanent residents this year, or 21.6 per cent fewer than the target under the new humanitarian pathway.

Canada Welcoming More Temporary Foreign Workers From The Americas This Year

Canada has also upped the number of temporary foreign workers it is allowing into the country from the Americas this year.

“We are welcoming an additional 4,000 temporary foreign workers from the region this year, many of whom have already arrived in Canada,” said Miller.

“Based on current trends, we are on track to meet this target. In addition, we are connecting with non-governmental organizations in the region to leverage the new Economic Mobility Pathways Pilot, which helps skilled refugees and other displaced people immigrate to Canada.”

Ottawa is bullish on migrant protection and supports the Los Angeles Declaration on Migration and Protection.

“We are increasing our assistance for capacity-building efforts in the region by investing $75 million over six years for projects across Latin America and Central America,” said Miller.

“These projects focus on strengthening asylum capacity and better integrating migrants and refugees into local communities and labour markets. This support will help countries, including those that refugees and migrants are coming from, travelling through, or are being hosted in, address the challenges of irregular migration, while also improving the quality of life for migrants and refugees.

“Global displacement of people in search of safety is at an all-time high. The Americas are seeing unprecedented numbers of migrants seeking safe haven and new opportunities, in often dangerous situations such as crossing the Darien Gap. Working closely with the US, we expect to see these measures help curb irregular migration and promote safe migration as an alternative to the often dangerous irregular routes in the Americas.”
