Canada Will Hit 2021 Immigration Targets Despite COVID-19, Says Immigration Minister

Canada will hit its immigration targets for this year despite the COVID-19 global pandemic, which has slowed the arrival of newcomers to the country to a trickle, says the federal immigration minister.

“I am confident that we are doing everything we can to meet that target and we will meet that target and the reason it is important to hit that target is because immigrants create jobs … and allow us to meet our workforce needs,” said Marco Mendicino, minister of Immigration, Refugees and Citizenship Canada (IRCC), Monday.

Late last year, Canada identified immigration as crucially important in helping the country rebuild its economy after the financial blow of the COVID-19 pandemic that has swept the world.

Although the country has continued to accept and process applications during the pandemic, border closures and changes to the way offices operated with the public health restrictions led to a massive drop in immigration last year.

Ottawa decided to make up for that shortfall and set ambitious immigration targets for this year and the next two.

Its 2021‒2023 Immigration Levels Plan has set immigration targets of about one per cent of the Canadian population for each of those years. That’s 401,000 permanent residents this year, 411,000 in 2022 and 421,000 in 2023.

The federal government’s previous plan set targets of 351,000 in 2021 and 361,000 in 2022.

Ottawa Takes Unprecedented Steps To Bolster Immigration

There has been doubt expressed about Ottawa’s ability to hit the new, higher immigration targets. 

In a Royal Bank of Canada economic report, senior economist Andrew Agopsowicz wrote that Canada was more likely to only be able to attract 275,000 immigrants this year due to the ongoing travel restrictions.

Since then, though, IRCC has responded by slashing the Comprehensive Ranking System (CRS) scores in an Express Entry draw that saw more than five times as many Invitations to Apply (ITAs) issued as usual. 

Ottawa followed that by launching six new pathways to permanent residency for temporary foreign workers and international grads. The cap on anglophone applicants under three of those new steams was 90,000 but there is no cap on the number of francophone and bilingual candidates.

Cyrille Simard, vice-president of business development for the francophone network of community colleges in New Brunswick, the Collège communautaire du Nouveau-Brunswick (CCNB), has welcomed the new pathways to permanent residency for francophone international grads and temporary foreign workers.

“Hitting the targeted level of francophone immigration is always a challenge for francophone communities,” said Simard in French during an IRCC press conference Monday. 

He praised the new pathways to permanent residency for making it easier for those francophone grads who are already in Canada and well-integrated into the country’s communities to remain here.

Mendicino played up Monday the strong demand by anglophone international grads to the program since it was started last week. The 40,000 spots for applications from anglophone international grads have already been filled. 

Francophone Pathways To PR Draw Few Applications

In the other two steams for anglophones, one for healthcare workers and another for other essential, non-healthcare workers, the response has been more muted. 

As of Monday afternoon, only 1,071 applications had been received by healthcare workers already in Canada for the 20,000 spots for them and 7,048 applications by anglophone temporary foreign workers had come in for the 30,000 spots for other essential workers outside of the healthcare sector. 

That, though, is a far greater response to the anglophone streams than to the francophone ones.

As of Monday afternoon, only 98 French-speaking or bilingual international grads had applied under the stream for them. Among the other two streams for francophones or bilingual applicants, a mere 11 applications for permanent residency had come in through the healthcare worker stream and 282 for the stream for essential workers not in the healthcare sector.

The three streams for francophone and bilingual temporary foreign workers and international grads are open to an unlimited number of applicants. 

The new pathways are being touted as vital to bolster Canada’s healthcare system and industries providing essential services, particularly during the COVID-19 pandemic.

“One in three workers in our healthcare system is an immigrant,” said Mendicino when the new pathways were launched. “That’s why this new pathway is so important.”

Dr. Victoria Lee, president and CEO of the Fraser Health Authority, agreed.

“When the healthcare system is stretched, it’s not because we don’t have enough space, enough beds. It’s because we don’t have enough people,” said the top exec for the health authority in British Columbia’s Lower Mainland.

“There are many healthcare workers that are in under-employment situations because their healthcare credentials are not recognized,” she said.

Longer-Range Plans For Healthcare Workers

Both Dr. Lee and Rhose Harris-Galia, a nurse and supervisor at Alberta Health Services, agreed the new pathways to permanent residency will allow healthcare workers from other countries already working in Canada to make longer-range plans and get their qualifications recognized.

“Nurses and other healthcare professionals still have to get the qualifications to get these roles,” said Harris-Galia. “Hopefully, once they get their permanent residence, this will allow them to finalize their plans … and have a bit more stability.” 

To be eligible, workers must have at least one year of Canadian work experience in a health care profession or another pre-approved essential occupation. 

International grads must have completed an eligible post-secondary program in Canada within the last four years, and no earlier than January 2017.

All applicants must intend to reside in a province or territory other than Quebec to qualify.

Broad Range of Occupations

The online portal for applications will remain open until Nov. 5 or until the maximum number of applications is reached.

The new pathways to permanent residency open up a broad range of occupations now deemed essential, including many in such areas as manufacturing and food processing that are often low-paying and not always regarded as all that important.

Applicants can get an eligibility tool, checklists, forms, and an application guide for the program online and must include valid language test results received through a designated testing organization. Language tests can be submitted provided they are from a designated organization and less than two years old.

Incomplete applications will be assessed based on the information provided. If they are refused due to incompleteness, processing fees will not be returned.

Manitoba PNP Immigration Draw: Province Invites 150 Candidates

A new draw through the Manitoba Provincial Nominee Program saw the province issue 150 Letters of Advice to Apply to skilled workers and international graduates. 

The May 6 draw saw LAAs issued through three MPNP streams.

Skilled Workers in Manitoba received 108 LAAs, with the lowest ranked candidates scoring 400 points.

International Education Stream candidates received 13 LAAs.

The remaining 29 LAAs went to Skilled Workers Overseas candidates through a Strategic Recruitment Initiative, with a minimum score of 703.

How Do I Qualify For The Skilled Worker in Manitoba Stream?

The Skilled Worker in Manitoba Stream (SWM) is based on the specific needs of Manitoba employers. SWM selects foreign-trained workers with the required skills and nominates them for Canada permanent residence. The stream prioritizes candidates with a strong attachment to Manitoba, with two pathways to Manitoba immigration.

a) Manitoba Work Experience Pathway

For applicants currently working in Manitoba on temporary work permits, through the Temporary Foreign Worker Program or as international graduates from any province. Candidates do not need to be working in In-Demand Occupations.

b) Employer Direct Recruitment Pathway

For applicants from overseas with job offers from approved Manitoba employers.


How Do I Qualify For The Skilled Worker Overseas Stream?

The Skilled Worker Overseas Stream (SWO) includes both a dedicated Canada Express Entry Pathway and a direct provincial pathway.

It is aimed at international skilled workers with skills and training in Manitoba’s In-Demand Occupations. Priority is given to applicants and spouses with close family connections, plus the language proficiency, training and experience to find jobs quickly.

a) Manitoba Express Entry Pathway

For international candidates eligible under another MPNP stream, who also meet Express Entry criteria and have an active Express Entry profile. Candidates need skills, training and experience in one of Manitoba’s In-Demand Occupations, and a strong family connection to the province.

b) Human Capital Pathway

For international skilled workers with skills, training and experience in one of Manitoba’s In-Demand Occupations. Candidates must demonstrate potential to find employment soon after they arrive in Manitoba.


What Are The Requirements For the International Education Stream?

The International Education Stream (IES) is dedicated to international graduates from Manitoba colleges and universities. Under IES, candidates are no longer required to work for six months in their field before applying for an MPNP nomination. It has three pathways:

1) Career Employment Pathway  

Eligibility requirements include:

  • Completed a one-year or longer course from an eligible post-secondary Manitoba institution within three years of submission of application.
  • Have a full-time job offer in a Manitoba In-Demand occupation related to the completed degree
  • Resident of Manitoba

2) Graduate Internship Pathway

Masters and Doctoral degree holders who have completed Mitacs Accelerate or Elevate internships can apply for nomination through internships even without a job offer in the province.

3) Student Entrepreneur Pathway

Eligibility requirements include:

  • Completed a two-year or longer course from an eligible post-secondary Manitoba institution
  • Six months business operation experience in Manitoba
  • Resident of Manitoba since graduation.
  • No specific minimum personal net worth requirement

 The new pathway, launched on Thursday, May 6, has six streams for international student graduates and essential workers, three of which are dedicated to francophone candidates. Since Thursday, the cap of 40,000 applications has been reached for the non-francophone international graduate stream while there have been just over 8,000 applications received for the non-francophone streams for healthcare workers and other essential workers. These streams have a total cap of 50,000 applications. However, for the three uncapped francophone streams – aimed at international graduates, healthcare workers and other essential workers – a total of fewer than 300 applications have been received.

Ottawa Must End Lengthy Delays On Quebec Immigration Applications, Demands Province

Canada’s federal government must put an end to the lengthy delays in processing applications for permanent residency to Quebec, says the francophone province’s immigration minister.

“It is deplorable that the delays are so long for these immigrants – who have already been selected by Quebec – to get their permanent residency,” tweeted Quebec Immigration Minister Nadine Girault in French on Thursday.

The processing time for applications for permanent residency in Quebec are reported as currently being more than two years long, 27 months, compared to six months in the rest of the country.

And the situation is getting worse, not better. In 2019, the processing time for applications to Quebec was 19 months.

Immigrants to Quebec must first apply for and receive a Quebec Selection Certificate (CSQ) from the province, before applying to the federal government for confirmation of their permanent residence.

According to a news report on Radio-Canada, the francophone network of the Canadian Broadcasting Corporation (CBC), the federal department of Immigration, Refugees and Citizenship Canada (IRCC) has admitted it slowed down the processing of applications for permanent residency to Quebec. 

Ottawa’s immigration minister, Marco Mendicino, has reportedly admitted there was a slowdown in the processing of these applications. According to Radio-Canada, the federal immigration minister’s staff initially attributed the slowdown to a request for a moratorium on these applications made by Quebec. 

That allegation was quickly denied by the staff of Quebec’s former immigration minister who was then in office.

“Minister (Simon) Jolin-Barrette never asked the federal government for a moratorium or a stop on the processing of applications of qualified workers,” reportedly replied the former provincial immigration minister’s deputy chief of staff Marc-André Gosselin.

Ottawa later admitted there was no such moratorium and claimed there had been a misunderstanding due to the document from Quebec being in French.

Minister Denies Quebec At Fault

The province’s thresholds for immigration were then held out by Ottawa as the reason for the delays in the processing applications for permanent residency to Quebec.

But that explanation is also being rejected by Quebec.

“It is false to claim that the thresholds in Quebec are the reason,” tweeted Girault today.  “Our thresholds were not reached in 2020 and yet the backlog and the delays at the federal level are higher than ever. 

“Let’s work together in a constructive manner to resolve this situation which currently benefits no-one.”

Quebec is bullish on immigration, pumping $246 million into programs to attract and retain immigrants in its latest budget. 

“Attracting and retaining immigrants to our communities, particularly those in the outlying regions, allows businesses to grow due to these skilled workers and helps resolve labour shortages in several of our economic sectors,” said Girault.

“These investments announced by the Quebec government will allow us to put in place more measures to effectively integrate immigrants so they can contribute fully to the development and prosperity of our province,” she said.

The money is earmarked to allow Quebec’s department of immigration, the Ministère de l’Immigration, de la Francisation et de l’Intégration (MIFI), to beef up its processes to better recognize immigrants’ foreign qualifications, to recruit immigrants to outlying areas, to match the need for immigration to labour market needs, and to improve programs designed to integrate these newcomers into Quebecois society.

The funds are also to be used to boost French language education programs for immigrants and to attract more international students. 

Quebec Earmarks $130M For Credential Recognition

The biggest chunk of the money – $130 million spread out over the coming decade – is to go to programs to recognize immigrants’ foreign qualifications.

Another $57 million of the budgeted funds will be spent over the next two years for programs to entice immigrants to settle in parts of the province with acute labour shortages and to help them integrate into those communities.

As Canada’s sole francophone province, Quebec puts a great emphasis on the French language and intends to invest $50 million over the next two years to teach the language to immigrants and support them financially as they take French language courses. 

The province is also planning to inject $9.1 million of the budgeted amount over the next three years through economic development agencies in Montreal, Quebec City and Drummondville to attract foreign students. 

Canada’s New Pathway To PR: 40,000 Applications Received From International Graduates

Canada’s new pathway to permanent residence saw the international graduate application limit of 40,000 reached on Friday.

After launching at noon Thursday, the international graduate stream quota was filled just over 24 hours later, slower than many industry stakeholders expected for the popular new pathway.

Other streams for healthcare workers (20,000 application places) and other non-essential workers (30,000) remain open with tens of thousands of places still to be filled.

The launch of the new pathway went relatively smoothly despite some users reporting issues with the online payment system which may have limited the number of applications received.

Fears that a huge rush of applicants would overload the system proved unfounded, as Immigration, Refugees and Citizenship Canada (IRCC) confounded the critics with the rollout.

New Saskatchewan Immigration Draw Sees Province Issue 259 Invitations

A new Saskatchewan immigration Expression of Interest draw saw the province issue 259 invitations to apply across two streams.

In the May 6 Saskatchewan Immigrant Nominee Program draw, Occupations In-Demand candidates with skills and experience in one of 63 National Occupational Classification (NOC) codes received 123 invitations, with a minimum score of 70 points.

A further 136 invitations went to Express Entry candidates with skills and experience in the same NOC codes, also with a minimum score of 70 points.

Canada Loses 207,000 Jobs In April As COVID-19 Third Wave Takes Hold

New figures show restrictions imposed to combat the third wave of the COVID-19 pandemic took their toll on the Canada jobs picture in April.

The federal government Labour Market Survey reveals employment fell by 207,100 jobs during the month, as several provinces were forced into new lockdowns.

Unemployment rose from 7.5 percent to 8.1 percent, as Canada’s bumpy economic recovery from a disease that has ravaged the world continued.

Declines were seen in both full- and part-time work, while the number of employed people working less than half their usual hours also increased.

Currently, more than five million Canadians are working from home.

Young people aged 15 to 24 saw employment fall by 101,000 in April, the 4.2 percent drop concentrated in Ontario and British Columbia.

In the core-aged group of 25 to 54-year-olds, which had grown notably in February and March, employment fell by 48,000 jobs in April, mostly affecting women.

Employment for those aged 55 and older had returned to pre-pandemic levels in March, but saw losses of 58,000 in April, mainly in full-time work.

Provincial Canada Jobs Picture

Provincially, Ontario was at the forefront of the employment losses, with a decline of 153,000 jobs in April. Canada’s most populous province is battling its worst wave of the pandemic, although cases were on the decline over the last week.

British Columbia also saw employment decline, losing 43,000 jobs for its first losses since the breakout of the pandemic in March and April 2020.

Quebec and Alberta also saw smaller losses, while employment increases were seen in Saskatchewan, New Brunswick and Manitoba.

Canada Jobs By Industry

Industries directly impacted by COVID-19 restrictions bore the brunt of the jobs decline.

Retail trade saw a decline of 84,000 jobs, employment in accommodation and food services fell by 59,000, while culture and recreation jobs dropped by 26,000.

Meanwhile, jobs that can be performed remotely recorded increases in employment, including those in public administration, professional, scientific and technical services, and finance, insurance and real estate, each seeing gains of 15,000.

Some Report Issues With Online Payments As Canada’s New PR Pathway Launches

Some users reported issues with the online payment system as the launch of Canada’s new permanent residence pathway for international graduates and essential workers otherwise went relatively smoothly on Thursday.

Fears that a huge rush of applicants would overload the system proved unfounded, as Immigration, Refugees and Citizenship Canada (IRCC) confounded the critics with the rollout.

The application portal went live at noon EST on Thursday for the six streams of the new pathway.

IRCC posted an online ticker to show how much of the application quota for each stream had been filled, with 40,000 spaces for international graduates, 30,000 for non-healthcare essential workers and 20,000 for healthcare workers.

The international graduate pathway was the most popular, although by 4 pm on Thursday a little under 19,000 of the 40,000 places had been filled.

It remains to be seen whether the issue with application payments affected the ability to submit applications.

Multiple tweets from the IRCC account asked applicants to be patient with the system, which it said was working slowly due to the volume of traffic. Several users reported making payments without receiving confirmations, with some saying the fee had left their account twice.

However, following past issues with similarly popular immigration streams – such as the Parents and Grandparents Program – it appears IRCC has handled this launch successfully.

It was expected the application quotas would fill up quickly – even within a matter of minutes – but those fears have proven false.

Given the numbers on the IRCC ticker on Thursday, it seems unlikely any of the streams would be filled on the first day.

At 4 pm Thursday, just a few hundred healthcare workers had applied, and a few thousand non-health essential workers.

In the three uncapped streams for Francophone candidates, the numbers were low for all three streams.

The application window is to remain open until November 5, or until the quotas are met.

Applicants who are applying under the temporary foreign worker streams need to have at least one year of Canadian work experience in a healthcare sector or other pre-approved essential occupation.

The graduates need to have completed their studies at a Canadian college or university within the last four years.

Eligible family members can be included in applications under all six streams.

The six streams are:

2) Hold one of the following credentials from an eligible institution:

  1. Degree (Associate, Bachelor’s, Master’s, or Doctorate) from a program of at least 8 months in duration.
  2. Degree, diploma, certificate, or attestation issued on completion of a program of any duration leading to an occupation in a skilled trade (see list below).
  3. One or more diploma/certificate/attestation where the following conditions are met:
  1. For diplomas/certificates/attestations, each program of study must be at least 8 months in duration and the combined length at least 16 months in duration.
  2. For the DVS and AVS, each program must be at least 900 hours in duration and the combined programs must be at least 1,800 hours in duration.
    • When combining one AVS with one DVS, the length of the AVS may be less than 900 hours if the combined length is at least 1,800 hours.
  3. Each combined credential must meet requirements defined in 1).

3) Be employed in Canada with valid status at the time of application.

New PR Pathway Set To Boost Canada’s Francophone Immigration Numbers

Until the COVID-19 pandemic struck, francophone immigration to Canada outside Quebec was on a steep incline, figures reveal.

In the five years ending in 2019, the number of francophone new permanent residents tripled, jumping from 2,965 to 8,470. 

The increase was a result of initiatives at both federal and provincial level to boost the number of French-speaking newcomers.

Then, the COVID-19 global pandemic hit and slowed immigration to Canada to a trickle as border restrictions and COVID-19 testing hampered the arrival of newcomers. Last year, francophone immigration outside of Quebec fell by 32 per cent, to 5,755. 


Francophone Immigration To Canada


As Canada’s most populous province and the home of the nation’s capital with its largely-bilingual federal government bureaucracy, Ontario snagged the lion’s share of those francophone immigrants. Almost 59 per cent of francophone immigrants to Canada outside of Quebec settled in Ontario last year. 

Despite its small size, the Maritime province of New Brunswick always gets a disproportionate share of francophone immigrants because it is a bilingual province with a thriving Acadian francophone population. Last year, 650 francophone immigrants settled in that province.

British Columbia and Alberta got 525 and 465 francophone immigrants respectively last year, Nova Scotia snagged 160, and the remaining few handfuls were spread out throughout Newfoundland and Labrador, Prince Edward Island, Manitoba, the Yukon and the Northwest Territories.

Canada’s New Pathway To PR Includes Uncapped Streams For Francophones

Canada continues to push francophone immigration at the federal level. The new temporary residence to permanent residence pathway launching Thursday, May 6 includes three uncapped streams dedicated to francophone international graduates, francophone healthcare workers, and francophone workers in other essential occupations. 

The six new streams which start on Thursday are for more than 90,000 essential workers and international graduates already in Canada, as Ottawa looks to hit its target of 401,000 new permanent residents despite coronavirus travel restrictions.

Under the six new pathways, the IRCC will accept the following from anglophone candidates:

  • 20,000 applications for temporary workers in healthcare;
  • 30,000 applications for temporary workers in other selected essential occupations, and;
  • 40,000 applications for international students who graduated from a Canadian institution.

However, the three streams targeting francophone candidates feature no cap and will remain open to applications until November 5, 2021.

In all, the six new streams will draw on workers in 40 healthcare occupations and 95 other essential jobs, including caregiver, food production, and distribution worker.

Canada’s federal government is bullish on immigration, seeing it as crucial to its long-term prosperity and short-term economic recovery. 

Late last year, Mendicino said Canada was going to greatly increase immigration levels for the next three years to make up for the shortfall in 2020 due to the pandemic. Canada is now planning to welcome more than 1.2 million newcomers between 2021 and 2023 with 401,000 new permanent residents to Canada this year, 411,000 in next year and 421,000 in 2023.

Need to Boost Francophone Immigration

Journalists who reported on the need to boost francophone immigration to Ontario were named this week as finalists for an award.

In their series, Immigration francophone en Ontario: il faut se parler (Francophone immigration in Ontario: We need to talk), the journalists reported the percentage of francophone immigrants to Ontario has consistently been below the target of five per cent of new immigrants. 

In one episode, the president of the Assemblée de la Francophonie de l’Ontario, an association of French communities, says immigration is crucial for the very survival of these francophone communities.

“The average age (of our communities) is four years old than the rest of the province,” says Carol Jolin, in French in one episode of that series. “So, we have an older population and we no longer have large families like in the past.

“We absolutely need francophone immigration.”

The details of six new pathways that will start Thursday, May 6 at noon to grant permanent residence for up to 90,000 temporary foreign workers and international graduates, were unveiled by Immigration Minister Marco Mendicino on Wednesday.

The new pathways are being touted as vital to bolster Canada’s healthcare system and industries providing essential services, particularly during the Covid-19 pandemic.

“One in three workers in our healthcare system is an immigrant,” said Mendicino during a Zoom call broadcast over YouTube Wednesday. “That’s why this new pathway is so important.”

Dr. Victoria Lee, president and CEO of the Fraser Health Authority, were also on the call and agreed.

“When the healthcare system is stretched, it’s not because we don’t have enough space, enough beds. It’s because we don’t have enough people,” said the top exec for the health authority in British Columbia’s Lower Mainland.

“There are many healthcare workers that are in under-employment situations because their healthcare credentials are not recognized,” she said.

Canada Announces Immigration Streams For 90,000 Temporary Workers, International Graduates


Both Dr. Lee and Rhose Harris-Galia, a nurse and supervisor at Alberta Health Services, agreed the new pathways to permanent residency will allow healthcare workers from other countries already working in Canada to make longer-range plans and get their qualifications recognized.

“Nurses and other healthcare professionals still have to get the qualifications to get these roles,” said Harris-Galia. “Hopefully, once they get their permanent residence, this will allow them to finalize their plans … and have a bit more stability.”

Under the special public policy, Canada will grant permanent status to temporary foreign workers and international graduates of a Canadian institution who are already in Canada.

Eligible applicants can submit their applications through the Immigration, Refugee and Citizenship Canada (IRCC) online portal starting tomorrow starting at noon EDT time. 

Applicants Must Live Outside Quebec

To be eligible, workers must have at least one year of Canadian work experience in a health care profession or another pre-approved essential occupation. 

International graduates must have completed an eligible post-secondary program in Canada within the last four years, and no earlier than January 2017.

All applicants must intend to reside in a province or territory other than Quebec to qualify.

The portal will remain open until Nov. 5 or until the maximum number of applications is reached.

Canada will be accepting:

  • 20,000 applications for temporary workers in health care;
  • 30,000 applications for temporary workers in other selected essential occupations, and;
  • 40,000 applications for international students who graduated from an eligible Canadian institution

Three additional streams with similar eligibility criteria have also been launched for French-speaking and bilingual candidates, but there is no maximum number of applications for those who speak French.

The new pathways to permanent residency open up a broad category of occupations now deemed essential, including many in such areas as manufacturing and food processing that are often low-paying and not always regarded as all that important.

Ottawa is looking to change that perception and value these jobs more than they may have been in the past and to bring in enough immigrants to fill these positions, said Mendicino.

“We are experiencing a broad shift in the way we view these jobs and the people who do them,” said the immigration minister. 

“Immigration is vital to our short-term recovery and longer-term prosperity,” he said. “This is a watershed moment.”

Applicants can get an eligibility tool, checklists, forms, and an application guide for the program online and must include valid language test results received through a designated testing organization. Language tests can be submitted provided they are from a designated organization and less than two years old.

Incomplete applications will be assessed based on the information provided. If they are refused due to incompleteness, processing fees will not be returned.

40 Healthcare Occupations and 95 Other Essential Jobs

In all, the new streams will draw on workers in 40 healthcare occupations and 95 other essential jobs, including caregiver, food production, and distribution worker.

English-speaking temporary foreign workers applying for permanent residence under the two streams for them must have worked full-time for at least one year -or the equivalent in part-time experience (1,560 hours) in Canada, in an eligible occupation listed in either the A or B streams within the past three years.
