Canada Invites 3,350 With Minimum Score of 450 In New Express Entry Draw

Canada immigration authorities have conducted a new Express Entry draw that saw candidates require a minimum Comprehensive Ranking System score of 450.

Immigration, Refugees and Citizenship Canada issued Invitations to Apply to 3,350 candidates in the May 1 immigration draw.

The draw saw Canada reach 31,250 ITAs for 2019. The record for a calendar year was set in 2018, when 89,800 ITAs were issued.

Canada has a 2019 high-skilled immigration target of 81,400 newcomers, as per the federal government immigration levels plan.

IRCC implemented the tie-breaking rule on November 5, 2018 at 8.27am EST for the latest draw. If more than one candidate had the lowest score, the cut-off is based on the date and time they submitted their Express Entry profiles.

This was the ninth round of invitations under Express Entry in 2019 and 116th overall.

A major new survey has found that Canadians continue to buck the global trend with a positive attitude towards immigrants and immigration.

The Environics Institute poll, released on April 29, 2019, made the following discoveries:

  1. Most Canadians disagree there is too much immigration in Canada.
  2. Most Canadians agree immigrants have a positive impact on the economy.
  3. Most Canadians disagree immigration increases the level of crime in Canada.
  4. More Canadians believe immigrants make Canada a better place.
  5. Canadians are divided on whether immigrants adopt Canadian values.

Environics said: “Overall, Canadians’ views about immigrants and refugees have held remarkably steady since last fall, and in a few cases have become more positive.

It added: “… as has been the case most of the past two decades, positive sentiments outweigh negative ones on such questions as the overall level of immigration, its positive impact on the economy, its low impact on crime rates, and the impact on the country as a whole.”

The survey also sought to gauge how important Canadians consider immigration among the issues they face today.

With politicians trying to make the topic an important battleground ahead of the upcoming federal election, it seems Canadians do not see it as that important.

Just three per cent of Canadians consider immigration as Canada’s most important issue, in a list headed by the economy, poor government and the environment.

The survey saw the Environics Institute conduct telephone interviews with 2,000 Canadians between April 1 and April 10, 2019.



Overall, 59 per cent of Canadians disagree that there is too much immigration in Canada, up one from the when the survey was last conducted in October 2018.

Some 35 per cent, meanwhile, believe there is too much immigration.

Positive views on immigration were strongest in Atlantic Canada, British Columbia, among those aged 18 to 29 and among those with a university degree.



More than three quarters of respondents (77 per cent) agreed immigrant have a positive impact on the Canadian economy, up one on October 2018.

Meanwhile, 17 per cent disagreed with this statement.

Positive views were strongest in Ontario and Alberta, among younger Canadians, and those with higher levels of education and income.



Canadians also strongly rejected the statement that immigration increases the level of crime in Canada.

Only 21 per cent agree with the statement, down five points since the survey conducted in fall 2016 and at the lowest level since 1989.

Meanwhile, 71 per cent disagreed with the statement.



Considering the overall impact of immigrants on Canada, 44 per cent said they believed immigrants were making Canada a batter place, a result unchanged since the previous survey.

Just 15 per cent, meanwhile, said immigrants were making Canada a worse place.



Canadians were divided on whether too many immigrants come into the country and do not adopt Canadian values.

More than half (51 per cent) agreed with this statement, down one point on the October 2018 survey.

Meanwhile, 42 per cent disagreed with the statement, an increase of one percentage point on the previous survey.

Views on the statement have remained little changed since 2016.



Manitoba Immigration Issues LAAs to 299 MPNP Candidates

Manitoba immigration issued Letters of Advice to Apply to 299 candidates in the latest Manitoba Provincial Nominee Program draw.

The April 25 draw majored on the Skilled Workers in Manitoba stream, with 208 LAAs issued and a lowest score of 510 points.,

There were also 66 LAAs issued through a Skilled Workers Overseas stream Strategic Recruitment Initiative, for which the lowest-ranked candidate scored 632 points.

Lastly, 25 candidates received LAAs through Manitoba immigration’s International Education Stream.

British Columbia Invites 157 Candidates With Scores As Low As 75 Points

Candidates with scores as low as 75 points were invited to apply in the latest British Columbia immigration draw.

The April 23 draw saw 157 invitations issued across five British Columbia Provincial Nominee Program streams.

The entry level and semi-skilled worker stream recorded the lowest minimum score of 75 points, while the province’s skilled worker stream saw a minimum score of 95 points.

Three remaining streams, for Express Entry skilled workers and international graduates, plus direct provincial international graduates, saw a minimum score of 105 points.

Irregular Border Crossers Hit More Than 1,000 In a Month For First Time in 2019

The number of asylum seekers crossing the US-Canada border at unrecognized points swelled to 1,007 in March, the latest figures show.

The month was the first in 2019 that saw more than 1,000 people intercepted by RCMP officers.

Numbers for the first three months of the year have been significantly below those for the equivalent months of 2018, as Canada has struggled to get a handle on the steady stream of people crossing the border.

Canada’s federal government is seeking to change the Immigration and Refugee Protection Act to try and stop the flow of irregular border crossers.

The proposed change would mean asylum seekers who had previously made a refugee claim in another country could not then make a claim in Canada.

Ottawa tabled the change in Budget Implementation Bill C-97 on Monday, April 8, 2019.

The bill seeks to amend the “Immigration and Refugee Protection Act to introduce a new ground of ineligibility for refugee protection if a claimant has previously made a claim for refugee protection in another country”.

It means that if asylum seekers who arrive in Canada have previously made a refugee claim in the U.S., they would not be eligible to seek asylum in Canada.

Canada Unemployment Holds Steady To Consolidate First Quarter Gains

Canada’s unemployment held steady at 5.8 per cent in March, to consolidate a first quarter of 2019 when employment rose by 116,000 jobs.

Employment has now increased by 332,000 jobs in the last year, as Statistics Canada jobs data remained positive.

Among the provinces, Saskatchewan saw the biggest gains, with unemployment dropping from 5.8 per cent to 4.9 per cent – the lowest since 2015.

Demographically, the 55 and over age-group saw the biggest gains, adding 29,000 jobs with an unemployment rate of 5.5 per cent.

Employment for women aged 25 to 54, meanwhile, fell by 48,000, with unemployment up to 4.7 per cent. Men of the same age saw little change in March, with an unemployment rate of 4.9 per cent.

Jobs Data In The Provinces

Saskatchewan saw employment growth of 3,900 in March to record its lowest unemployment since August 2015. The province has added 9,300 jobs in the last year, growth of 1.6 per cent.

New Brunswick also saw healthy gains, adding 3,100 jobs in March with a 0.6 percentage point decline in unemployment to 8.9 per cent.

Prince Edward Island, meanwhile, added 2,000 jobs as unemployment fell 1.4 percentage points to 8.9 per cent.

While unemployment rose in Ontario to 5.9 per cent, both Quebec (5.2 per cent) and Alberta (6.9 per cent) saw decreases.

British Columbia maintained the lowest unemployment rate among the provinces, despite seeing the rate increase to 4.7 per cent. The western province has added 79,000 jobs in the last year.

Canada Jobs By Industry

Looking at the data by industry, employment gains of 13,000 were seen in finance, insurance, real estate, rental and leasing in March, led by British Columbia, Ontario and Alberta.

The industry has now added 22,000 jobs in the last year, an increase of 1.9 per cent.

Public administration also saw a third consecutive month of increases, adding 9,600 jobs in March, mainly in British Columbia and Alberta. The industry has now added 34,000 jobs in the last year, growth of 3.5 per cent.

The draw will be the fourth of the year under the Prince Edward Island Expression of Interest system, which launched at the start of 2018.

PEI issued a total of 1,446 invites during 2018, the first year it operated an Expression of Interest system.

Of these, 1,240 went to Labour Impact and Express Entry candidates, with the remaining 206 going to Business Impact candidates.

The largest draw took place on October 18, 2018, when 297 candidates were invited.

Prince Edward Island Express Entry Stream

PEI’s Express Entry category operates by considering candidates already in the federal Express Entry Pool for a provincial nomination.

Such a nomination adds 600 points to a candidate’s Comprehensive Ranking System (CRS) score and effectively guarantees an Invitation to Apply (ITA) for Canadian immigration.

The PEI Express Entry Category features two pathways to Canadian permanent residence, one for candidates with a job offer and one for those without.


Prince Edward Island Labour Impact Category

1) Skilled Worker Stream

This employer driven stream allows skilled workers with an employment offer in PEI to be nominated for Canadian Permanent residence if they meet the following criteria:

  • A full time employment offer from a Prince Edward Island business in an occupation classified as skill level “0”, “A” or “B” of the National Occupational Classification (NOC);
  • Completion of a post-secondary education, with a minimum of 14 years of formal education;
  • Between 21 and 55 years of age;
  • At least 2 years of full time work experience in the past 5 years;
  • Sufficient proficiency in English or French to occupy the employment offered;
  • Sufficient settlement funds;

2) Critical Worker Stream

This category is designed to resolve labour shortages and is open to foreign workers already in PEI with employment in specific critical demand occupations. The primary criteria for nomination are:

  • A full time offer of employment from a Prince Edward Island business in one of the following occupations:
    • Truck driver;
    • Customer service representative;
    • Labourer;
    • Food & beverage server;
    • Housekeeping attendant.
  • 6 months of work experience with the Prince Edward Island business offering employment;
  • Current valid Canadian work permit;
  • High school diploma and minimum of 12 years of formal education;
  • Between 21 and 55 years of age;
  • At least 2 years of full-time work experience in the past 5 years;
  • Demonstrate basic proficiency in English or French language;
  • Sufficient settlement funds;
  • Demonstrated intention to settle in Prince Edward Island.

Work Permit Stream

Individuals applying under the P.E.I. Work Permit Stream must obtain a Canadian work permit and work for a P.E.I. business for a certain amount of time as designated in a Performance Agreement.

After the Performance Agreement is fulfilled, the applicant must make a minimum $150,000 investment in the business and commit to managing the business on a daily basis from within P.E.I.

Previously, Prince Edward Island operated direct permanent residence business streams, but these were closed in September 2018 over immigration fraud concerns.
