Ontario Targets Health and Tech Occupations With 1,902 Canada Express Entry Invitations

Ontario has targeted health and technology occupations for Canada immigration with two new draws through its Express Entry Human Capital Priorities stream.

The Ontario Immigrant Nominee Program (OINP) draws took place on February 2, with a total of 1,902 Notifications of Interest issues.

The draw targeting health jobs saw 775 NOIs issues with a Comprehensive Ranking System score range of 476 to 489 points.

It targeted the following occupations:

  • NOC 30010 – Managers in healthcare
  • NOC 31100 – Specialists in clinical and laboratory medicine
  • NOC 31101 – Specialists in surgery
  • NOC 31102 – General practitioners and family physicians
  • NOC 31103 – Veterinarians
  • NOC 31110 – Dentists
  • NOC 31111 – Optometrists
  • NOC 31112 – Audiologists and speech-language pathologists
  • NOC 31120 – Pharmacists

The draw targeting technology occupations saw 1,127 NOIs issued to candidates with CRS scores between 481 and 489.

The draw targeted the following occupations:

  • NOC 20012 – Computer and information systems managers
  • NOC 21211 – Data Scientists
  • NOC 21223 – Database analysts and data administrators
  • NOC 21230 – Computer systems developers and programmers
  • NOC 21231 – Software engineers and designers
  • NOC 21232 – Software developers and programmers
  • NOC 21233 – Web designers
  • NOC 21234 – Web developers and programmers
  • NOC 21311 – Computer engineers (except software engineers and designers)

Ontario announced it would be starting Tech Draws in July 2019.

The draws are designed to address labour shortages in the technology sector in Canada’s largest province.

Candidates selected from the Express Entry pool receive a Notification of Interest via their Immigration, Refugees and Citizenship Canada (IRCC) account.

They then have 45 days to submit a full application.

What Are the Ontario Express Entry Requirements: Human Capital Priorities Stream?

To qualify applicants must have:

  • Ongoing profile under the Federal Express Entry system and qualify for the FSWP or the CEC.
  • Hold a minimum of 1 year of full-time, or full-time equivalent work experience under NOC TEER Category 0, 1, 2 or 3 in the past five years if applying under the FSWP or in the past three years if applying under CEC.
  • Hold the equivalent of a Canadian bachelor degree or higher.
  • Show language proficiency of minimum CLB/NCLC level 7 in English or in French.
  • Intention to reside in the province of Ontario.
  • Residing with legal status in Canada, if applicable.
  • Proof of required settlement funds.
  • Minimum Express Entry Comprehensive Ranking System score as determined by director under periodic draws.

 

Pharmacy Assistants Now Qualify For Immigration Through Canada’s Express Entry System

Pharmacy assistants now qualify for immigration under Canada’s Express Entry system in a move Ottawa is hoping will help ease the labour shortage in the healthcare system.

The change to the FSW which made that possible came on Nov. 16 last year, when Immigration, Refugees and Citizenship Canada (IRCC) added 16 new jobs to its list of eligible occupations under that worker immigration program.

That increased the number of eligible occupations under the FSW on the same day the National Occupational Classification (NOC) 2021 came into effect at the IRCC to 359.

The 16 new occupations are all deemed to be jobs for which the worker must get a college diploma, an apprenticeship training of less than two years, or more than six months of on-the-job training.

Pharmacy assistants, who work to prepare medications under a pharmacist’s supervision, fill prescriptions and manage patient files, usually work in retail and hospital pharmacies or long-term care facilities but can also be employed by pharmaceutical manufacturers.

Immigration Minister Says Canada Is Using All Available Tools To Tackle Labour Shortages

Categorized under the National Occupational Classification (NOC) 2021 system with the code 33103, pharmacy assistants are in big demand across Canada and the inclusion of this occupation on the eligibility list for the FSW is Ottawa’s way of helping employers recruit the workers they need.

“We are using all of the tools at our disposal to tackle labour shortages, particularly in key sectors like healthcare, construction, and transportation,” said Immigration Minister Sean Fraser in November last year.

“These changes will support Canadians in need of these services, and they will support employers by providing them with a more robust workforce who we can depend on to drive our economy forward into a prosperous future. I’m thrilled to announce expanded pathways to permanent residence in Canada for these in-demand workers.”

The federal government’s job-hunting website, Jobbank, ranks the job prospects of pharmacy assistants over the next three years as good in Alberta, Manitoba, New Brunswick, Ontario and Saskatchewan and as moderate in Newfoundland and Labrador, Nova Scotia, Prince Edward Island and Quebec. 

The Indeed job-hunting website had 2,871 help-wanted postings for pharmacy assistants in mid-January.

“NOC 2021 is welcome news for Canadian employers, for newcomers to Canada ready to take on the jobs they are qualified for, and for a newly eligible group of workers who will now have an Express Entry path to permanent residency available to them,” said Employment Minister Carla Qualtrough.

Federal Skilled Worker Program Allows Foreign Nationals With In-Demand Skills To Immigrate To Canada

“With these changes, we are better positioned to tackle labour shortages proactively and grow our economy with a stronger, skilled workforce.”

Economic immigration through Express Entry offers both a way for foreign nationals to get their permanent residence here and for pharmacists to recruit qualified foreign nationals to help prepare the medication and fill the prescriptions of Canadians.

Foreign nationals hoping to apply for permanent residence through the FSW must have one year of paid work experience within the last decade in jobs categorized as TEER 0, 1, 2, or 3 of the NOC 2021 system.

Applicants under this program must also take a language test to prove that they possess sufficient language skills to successfully establish themselves in Canada. Language tests evaluate an applicant’s abilities with regard to:

  • listening
  • speaking
  • reading
  • writing

In order to be eligible for the FSW, an applicant needs to obtain at least the Canadian Language Benchmark (CLB) level 7 in all categories and show that he or she has enough money to support him or herself and any relatives upon arrival in Canada.

Canadian Passport Among World’s Most Powerful

The power of the Canadian passport has hit a score of 186 on the Henley Passport Index, up one point on the previous version.

The 18-year-old Henley Passport Index, which is updated quarterly, uses data from the International Air Transport Authority (IATA) to compare 199 passports for 227 travel destinations and gives a ranking for the top 112 of them that reflects the global mobility afforded by the passports of those nations.

“The total score for each passport is equal to the number of destinations for which no visa is required,” notes the Henley & Partners website.

Canada regularly features among the countries with the world’s most powerful passports, offering visa-free access, which is seen as a measurement of the freedom of citizens of a country, to 185 destinations.

The organization’s first-quarter ranking of 2023 of the passports of countries all over the world put the Canadian passport on par with those of Australia, Greece and Malta. All of those countries, including Canada, scored 186 on the index.

The highest-ranked passports are the ones issued by Japan and Singapore. They scored 193.

Second place went to South Korea with a score of 192. Germany and Spain tied for third with scores of 191. Finland, Italy and Luxembourg came in fourth with scores of 190.

The European countries of Austria, Denmark, the Netherlands, and Sweden scored 189 each while France, Ireland, Portugal and the United Kingdom placed sixth with scores of 188.

The United States was one of five countries, including Belgium, New Zealand, Norway and Switzerland, that narrowly beat out Canada by a single point to snag the seventh spot in the rankings with scores of 186.

Narrowly beating out Canada by a single point on the index’s scorecard, the American passport garnered a score of 187 and came in seventh place along with Belgium, the Czech Republic, New Zealand, Norway and Switzerland.

Afghanistan’s Passport At The Bottom Of The Heap

The dubious distinction of having the least-desirable passport in the world goes to Afghanistan which got only 27 points to place 108th.

Barely beating out Afghanistan for the worst passport in the world is Iraq, whose passport was given a score of 29 and Syria, with a passport score of 30.

The Canadian passport reached the second spot on The Henley Index in 2014, then slid to sixth place by 2016 and stayed there for four years. The passport then lost ground relative to other passports throughout the world during the pandemic as public health restrictions and border closures severely limited travel to other destinations.

Last year, though, the Canadian passport moved up a notch, to the eighth spot and is so far holding steady there.

Alberta Express Entry Draw: Province Invites 200 Candidates, Minimum CRS Of 324

Alberta has invited 200 candidates in two new draws through the Express Entry-linked stream of the Alberta Advantage Immigration Program.

In a January 23 draw, the province invited 154 candidates with a minimum Comprehensive Ranking System score of 385

On January 19, 46 invitations were issued with a minimum score of 324.

Important requirements for the stream are that candidates have stated an interest in immigrating permanently to the province, are working in an occupation that supports Alberta’s economic development and diversification and have family ties to the province.

Employer Job Offer: Foreign Worker Stream Eligibility Requirements

To qualify under this stream, applicants must have the following:

  • A permanent and full-time job offer under NOC TEER category 1, 2 or 3 that meets the median wage levels for Ontario, and is in a position that is necessary to the business;
    • For those already working in the position, the proposed wage must be equal to or greater than the current wage being paid
  • Two cumulative years of relevant work experience in the previous five years before the date of application;
  • Relevant mandatory licensing in Ontario, if the position so requires;
  • Live abroad, or be working, studying or visiting Canada on a valid permit;
  • Intention to settle in Ontario.

British Columbia Issues At Least 280 Canada Immigration Invitations In New PNP Draw

British Columbia has issued invitations to at least 280 candidates in a new draw through the British Columbia Provincial Nominee Program.

The January 31 draw saw invitations issued in four different categories.

Skilled workers and international graduates with a minimum score of 85 points received 243 invitations through the BC PNP Tech stream.

A draw targeted at Early Childhood Educators under NOC 42202 saw 18 invitations issued to skilled workers and international graduates, with a minimum score of 60 points. 

A further 18 invitations were issued to skilled workers, international graduates and entry-level and semi-skilled workers scoring at least 60 points in a draw targeting Healthcare workers.

A final batch of less than 5 invitations went to skilled workers and international graduates in a draw aimed at other priority occupations under NOCs 31103, 32104, also requiring 60 points. The number was recorded as less than 5 to protect the identity of those invited.

Foreign nationals who have skills and experience as aircraft assemblers can now apply for permanent residence in Canada under the Express Entry system’s Federal Skilled Worker (FSW) program.

The change to the FSW which made that possible came on Nov. 16 last year, when Immigration, Refugees and Citizenship Canada (IRCC) added 16 new jobs to its list of eligible occupations under that worker immigration program.

That increased the number of eligible occupations under the FSW on the same day the National Occupational Classification (NOC) 2021 came into effect at the IRCC to 359.

The 16 new occupations are all deemed to be jobs for which the worker must get a college diploma, an apprenticeship training of less than two years, or more than six months of on-the-job training.

The full list of newly-added jobs on the list of eligible occupations under the FSW includes:

  • NOC 13102 Payroll administrators
  • NOC 33100 Dental assistants and dental laboratory assistants
  • NOC 33102 Nurse aides, orderlies and patient service associates
  • NOC 33103 Pharmacy technical assistants and pharmacy assistants
  • NOC 43100 Elementary and secondary school teacher assistants
  • NOC 43200 Sheriffs and bailiffs
  • NOC 43201 Correctional service officers
  • NOC 43202 By-law enforcement and other regulatory officers
  • NOC 63211 Estheticians, electrologists and related occupations
  • NOC 73200 Residential and commercial installers and servicers
  • NOC 73202 Pest controllers and fumigators
  • NOC 73209 Other repairers and servicers
  • NOC 73300 Transport truck drivers
  • NOC 73301 Bus drivers, subway operators and other transit operators
  • NOC 73400 Heavy equipment operators

Aircraft assemblers – as those who build airplanes and helicopters are categorized under the National Occupational Classification (NOC) 2021 system are called,  are in hot demand across Canada as aircraft manufacturers and the companies that supply them struggle to find workers.

“It’s crickets out there for experienced workers,” Cascade Aerospace operations supervisor Scott Cadwell reportedly told the Reuters news agency. 

Travel restrictions imposed by governments grounded airplanes during the COVID-19 pandemic, leading to a couple of lean years – and a loss of jobs for many workers in the industry. 

Aerospace Sector Roaring Back To Life In Canada And Looking For Workers

But now the aerospace sector is roaring back to life – and doing so faster than the experts predicted. Naveo Consultancy forecast last year that $84 billion would be spent on maintenance, repair and overhaul of aircraft.

And that means lots of jobs in the aerospace sector and opportunities for economic immigration to Canada for skilled foreign nationals.

The Canadian federal government’s job-hunting website ranks the job prospects for aircraft assemblers in British Columbia as very good and in Alberta, Ontario, Prince Edward Island and Quebec as good over the next three years.

Since there are relatively few companies that build aircraft, the number of job listings for aircraft assembly positions are few in number but those that are hiring are often seeking to hire many workers at the same time. 

GE Aviation in Bromont, Quebec is one such company on a hiring spree, looking to hire 100 people by the end of June this year. Bombardier is also looking to hire aircraft assemblers as are Stelia Aéronautique Canada and Mecachrome Canada.

Economic immigration through Express Entry, though, offers both a way for foreign nationals to get their permanent residence here and for aerospace employers to recruit qualified foreign nationals to fill aircraft assembler positions in Canada.

Federal Skilled Worker Program Allows Foreign Nationals With In Demand Skills To Immigrate To Canada

Foreign nationals hoping to apply for permanent residence through the FSW must have one year of paid work experience within the last decade in jobs categorized as TEER 0, 1, 2, or 3 of the NOC 2021 system.

Applicants under this program must also take a language test to prove that they possess sufficient language skills to successfully establish themselves in Canada. Language tests evaluate an applicant’s abilities with regard to:

  • listening
  • speaking
  • reading
  • writing

In order to be eligible for the FSW, an applicant needs to obtain at least the Canadian Language Benchmark (CLB) level 7 in all categories and show that he or she has enough money to support him or herself and any relatives upon arrival in Canada.

Canada Start-Up Visa In 2023: Your Pathway To Canada?

Canada’s Start-Up Visa (SUV) program offers lots of opportunities for foreign nationals hoping to immigrate to Canada, reveals the latest data from Immigration, Refugees and Citizenship Canada (IRCC).

By the end of the first 11 months of last year, the SUV program had already helped 555 foreign nationals get their permanent residence in Canada, putting the program on track to welcome a record-breaking 612 new permanent residents to the country by the end of the year.

The previous record number of 515 new permanent residents came to Canada under the SUV in 2019, the last full year before the COVID-19 pandemic.

As the coronavirus spread across the country in 2020, immigration to Canada plunged due to border closures and international travel restrictions. 

That year, the number of new permanent residents to Canada under the SUV also fell precipitously, dropping 49.5 per cent to 260. 

With the relaxation of those public health measures in 2021, though, immigration roared back to life and the number of new permanent residents under the SUV rose by 125, or 48.1 per cent, to hit 385.

The SUV’s popularity with immigrant investors has grown 13.6 times, with the number of new permanent residents annually through the program rising from only 45 in 2015 to a projected 612 last year.

The SUV is a favourite with immigrant entrepreneurs because it offers both the flexibility to start a wide variety of businesses and the opportunity to gain permanent residency in Canada.

Those eligible for the SUV must:

  • have a qualifying business;
  • get a letter of support from a designated organization;
  • meet the language requirements, and;
  • bring enough money to settle.

The amount of money an applicant needs to immigrate under the SUV program depends on the number of dependents he or she has.

At the start of 2023, IRCC requirements for those funds were as follows:

A business is considered to meet the SUV program requirements when:

  • each applicant holds 10 per cent or more of the voting rights attached to all outstanding shares of the corporation at that time of receiving the commitment from a designated organization, with up to five people being allowed to apply as owners;
  • and the applicants and the designated organization jointly hold more than 50 per cent of the total voting rights.

SUV Applicants Must Work With Venture Capital Funds, Angel Investor Groups Or Business Incubators

Applicants for permanent residence through the SUV must live in Canada and be active and provide ongoing management of the business at the time of getting that permanent residence.

They must also be an essential part of the operations of the business which must be incorporated in Canada.

After pitching the business plan to a designated organization, a business group approved by the federal government to invest in or support start-ups, the applicant under the SUV needs to get a letter of support from that organization.

“If you reach an agreement with a designated organization, it will send you a letter of support,” notes the IRCC on its website.

“You need to include this letter when you submit your application to us. This is the proof you need to show that the venture capital fund, angel investor group, or business incubator is supporting your business idea.”

That support can take on the following forms:

  • A designated angel investor group must confirm that it is investing at least $75,000 into the qualifying business, or two or more commitments from designated angel investor groups totaling $75,000, or;
  • A designated venture capital fund must confirm that it is investing at least $200,000 into the qualifying business or two or more commitments from designated venture capital funds totaling $200,000, or;
  • A designated business incubator must confirm that it is accepting the applicant into its business incubator program.

Applicants to the SUV program must meet the minimum level of the Canadian Language Benchmark (CLB) 5 in either English or French in all of these four areas:

  • speaking;
  • reading;
  • listening, and;
  • writing.

On its website, the IRCC estimated the processing time for SUV applications at 32 months in early 2023. That estimated processing time included the time for the applicant to provide biometrics such as fingerprints and a photo. 

Canada Begins Offering Electronic Citizenship Certificates

Electronic Canadian citizenship certificates are now available as an alternative to the paper versions for those who want them. 

“Starting January 4, 2023, you can choose to receive an e-certificate or a paper certificate if you: apply to become a Canadian citizen; apply for a citizenship certificate; apply to resume your Canadian citizenship, or; are a member of the Canadian Armed Forces and apply to resume your Canadian citizenship after giving it up,” states the federal government on its website.

Citizenship certificates are either paper or electronic documents which prove a person’s Canadian citizenship. They are not travel documents.

Canada started offering the e-certificates, which are valid proofs of Canadian citizenship, on Jan. 4 this year. Each such electronic citizenship certificate has:

  • a certificate number which starts with an X;
  • the citizen’s unique client identifier (UCI);
  • their family name and given name;
  • the citizen’s date of birth;
  • the citizen’s gender, and;
  • the effective date of citizenship.

These e-certificates can always be accessed online by signing onto the Immigration, Citizenship and Refugees Canada (IRCC) portal.

When an applicant for citizenship is successful, he or she is sent a letter with download instructions either in an e-mail or through his or her IRCC secure account. When an e-mail is sent out, it is sent to the applicant’s e-mail or to his or her representative.

Downloading the e-certificate requires an IRCC account which can be created online by going here. 

Those who wish to print out their electronic citizenship certificates are advised by the federal government to print them on 8.5 by 11-inch white paper in both colour and black ink and to print on both sides of the page with the printer layout set for portrait orientation. 

“The information on the printed certificate must be legible (clear and easy to read) and fully visible (not cut-off),” notes Ottawa.

When a foreign national becomes a Canadian citizen, he or she gets to enjoy many benefits – and assumes several obligations.

Canadian Citizens Can Vote In Elections And Travel With A Canadian Passport

Citizens can vote in federal, provincial and municipal elections, run for office and become involved in political activities, meaning they have a say in who runs the various levels of government that exist in Canada. That could be a town, city, school board, province, territory, or country.

Citizens can run as independent candidates, or by joining one of the established parties.

Since Canada does not make its citizens choose between being a Canadian citizen and being a citizen of another country, many Canadians enjoy dual citizenship. 

While permanent residents can apply for most jobs in Canada, there are some that require a high-level security clearance, which only citizens can have. This includes some jobs at the federal level. These jobs tend to pay well and have many benefits.

Canadian citizens also get a passport, which is easier to renew and must be renewed less often than a permanent resident card. The passport allows Canadians to travel to many countries without the need for a visa and makes it easier to get a visa where one is required. 

During their travels, Canadians can also rely on the support of Canadian consulates and embassies, provided they travel using their Canadian passports, should they get into trouble while abroad.

Any and all children born of Canadian citizens in Canada automatically become Canadian citizens. They will not have to go through any application process. Some children born outside Canada are also citizens at birth if at least one parent was born or naturalized in Canada.

Canadian tax laws work on residency rather than citizenship. A Canadian citizen can choose not to live in Canada and not pay Canadian taxes. 

But Canadian citizens who do live in Canada must pay Canadian taxes on worldwide income and do so at the federal, provincial and municipal levels.

Manitoba Invites 336 Canada Immigration Candidates In New PNP Draw

Manitoba has conducted a new draw through the Manitoba Provincial Nominee Program, issuing 336 invitations to Canada immigration candidates.

The January 26 draw saw LAAs issued through three MPNP streams.

Skilled Workers in Manitoba received 253 LAAs, with the lowest-ranked candidates scoring 726 points.

International Education Stream candidates received 60 LAAs.

The remaining 23 LAAs went to Skilled Workers Overseas candidates through a Strategic Recruitment Initiative, with a minimum score of 713.

How Do I Qualify For The Skilled Worker in Manitoba Stream?

The Skilled Worker in Manitoba Stream (SWM) is based on the specific needs of Manitoba employers. SWM selects foreign-trained workers with the required skills and nominates them for Canada permanent residence. The stream prioritizes candidates with a strong attachment to Manitoba, with two pathways to Manitoba immigration.

a) Manitoba Work Experience Pathway

For applicants currently working in Manitoba on temporary work permits, through the Temporary Foreign Worker Program or as international graduates from any province. Candidates do not need to be working in In-Demand Occupations.

b) Employer Direct Recruitment Pathway

For applicants from overseas with job offers from approved Manitoba employers.


How Do I Qualify For The Skilled Worker Overseas Stream?

The Skilled Worker Overseas Stream (SWO) includes both a dedicated Canada Express Entry Pathway and a direct provincial pathway.

It is aimed at international skilled workers with skills and training in Manitoba’s In-Demand Occupations. Priority is given to applicants and spouses with close family connections, plus the language proficiency, training and experience to find jobs quickly.

a) Manitoba Express Entry Pathway

For international candidates eligible under another MPNP stream, who also meet Express Entry criteria and have an active Express Entry profile. Candidates need skills, training and experience in one of Manitoba’s In-Demand Occupations, and a strong family connection to the province.

b) Human Capital Pathway

For international skilled workers with skills, training and experience in one of Manitoba’s In-Demand Occupations. Candidates must demonstrate the potential to find employment soon after they arrive in Manitoba.


What Are The Requirements For the International Education Stream?

The International Education Stream (IES) is dedicated to international graduates from Manitoba colleges and universities. Under IES, candidates are no longer required to work for six months in their field before applying for an MPNP nomination. It has three pathways:

1) Career Employment Pathway  

Eligibility requirements include:

  • Completed a one-year or longer course from an eligible post-secondary Manitoba institution within three years of submission of application.
  • Have a full-time job offer in a Manitoba In-Demand occupation related to the completed degree
  • Resident of Manitoba

2) Graduate Internship Pathway

Masters and Doctoral degree holders who have completed Mitacs Accelerate or Elevate internships can apply for nomination through internships even without a job offer in the province.

3) Student Entrepreneur Pathway

Eligibility requirements include:

  • Completed a two-year or longer course from an eligible post-secondary Manitoba institution
  • Six months business operation experience in Manitoba
  • Resident of Manitoba since graduation.
  • No specific minimum personal net worth requirement
