Canada immigration news: Saskatchewan immigration has issued 58 invitations in a new Entrepreneur stream draw through the Saskatchewan Immigrant Nominee Program (SINP).

The March 3 draw required a minimum score of 80 and an average score of 90 points.

All You Need To Know To Immigrate To Canadian Province Of Saskatchewan


The Saskatchewan immigration Entrepreneur stream is a three-stage process:

  1. Expression of interest
  2. Invitation to submit application
  3. Nomination

The expression of interest must meet the following minimum entry requirements:

  • Minimum net worth of $500,000 legally acquired.
  • Minimum of three years of entrepreneurial or relevant management experience.
  • Investment of at least $300,000 in Regina or Saskatoon, or $200,000 in any other Saskatchewan area.

Candidates enter a pool where they receive a score. The top-scoring candidates are invited to submit an application.

Applications must include:

  • Business Establishment Plan confirming figures in expression of interest, and including at least one-third ownership of a company in Saskatchewan, unless investment is $1 million or higher.
  • Commitment to be active in day-to-day management of business.
  • Creation of two or more jobs for Canadian citizens or permanent residents if the business is located in Regina or Saskatoon.

 

COVID-19 Policy Extended Allowing Canada Visitors To Apply For Work Permits Without Leaving

Canada immigration news: Immigration, Refugees and Citizenship Canada (IRCC) says visitors to Canada will still be able to get work permits until Feb. 28 next year without having to leave the country under a COVID-19-related policy which is being extended yet another time.

Under the policy, a foreign national can apply for an employer-specific work permit provided he or she:

  • is in Canada with a valid temporary resident status as a visitor, including any status extensions under subsection 183(5) of the Immigration and Refugee Protection Regulations (IRPR), that is, a  maintained status, when he or she applies;
  • has applied using the Application to Change Conditions, Extend my Stay or Remain in Canada as a Worker, form IMM 5710;
  • has remained in Canada with status since his or her application, and;
  • has submitted the application on or before Feb. 28, 2023.

Foreign Nationals With Visitor Status Can Get Interim Work Permits

Those who previously held work permits and converted to visitor status can still get an interim authorization to work provided they meet those criteria and also:

  • have a valid temporary resident status when they apply and have remained in Canada with that status;
  • had a valid work permit within the last 12 months prior to their application for a work permit;
  • intend to work for the employer and occupation specified in the LMIA or LMIA-exempt offer of employment included in their work permit application;
  • have applied to IRCC for the interim authorization to work using the IRCC Web form, and;
  • have requested that the authorization to work be applicable until a decision is made on their work permit application.

The policy is designed to help people in a number of different situations due to the COVID-19 pandemic, including:

1) Visitors Unable To Leave

This includes foreign workers who had to change their status to visitor because their work permit was expiring and didn’t have a job offer to be able to apply for a new work permit.

2) Employers Facing Labour and Skills Shortages

The policy is open to any visitor who meets the criteria, including Super Visa holders, business visitors and those who entered via a Global Skills Strategy work permit exemption.

Canada welcomed 405,330 new immigrants in 2021 despite the COVID-19 global pandemic and issued 103,985 work permits under the Temporary Foreign Worker Program.

That’s 23.5 per cent more work permits for temporary foreign workers last year than the 84,180 in 2020. Last year’s level of work permits issued to temporary workers was also almost 6.1 per cent higher than the 98,040 such work permits issued in 2019, the last full year before the pandemic.

Ottawa Beefed Up Protections For Temporary Workers Last Year

During the height of the pandemic, Canada beefed up the protections and benefits it provides temporary workers. 

“The government of Canada takes the safety and dignity of foreign workers very seriously,” said then-Immigration Minister Marco Mendicino in announcing those measures late last year.

“Everyone deserves a work environment where they are safe and their rights are respected. These amendments will help us further improve worker protection and strengthen our ability to ensure employers follow the rules governing both the International Mobility Program and the Temporary Foreign Worker Program.”

Service Canada now operates a live agent tip line to assist temporary foreign workers in reporting abuse, offering services in English, French, Spanish and more than 200 other languages. Callers who reach out for help through the tip line during hours of operation and do not speak either English or French can speak with a live Service Canada agent and a qualified interpreter.

Ottawa also cracked down on employers unfairly exploiting temporary workers by upping its inspections and allowing those who conduct these inspections to get documents from third parties, like banks and payroll companies that provide services to these employers.

Officials who assess applications from new employers for temporary foreign workers were also given the authority to put a pause on Labour Market Impact Assessments if they suspected something was amiss.

“The health and safety of temporary foreign workers continues to be a key priority for the government of Canada,” said Employment Minister Carla Qualtrough.

“While we have made progress, there continues to be gaps. We know that temporary foreign workers need better information about their rights, and better health and safety protections. Workers also need to be protected from reprisal if they come forward with a complaint, and bad actors need to be prevented from participating in the program.” 

Unlimited Numbers Of Ukrainians Fleeing War With Russia Can Come To Canada

Canada immigration news: Immigration Minister Sean Fraser says Ukrainians fleeing their homeland will be able to come to Canada in unlimited numbers starting in two weeks under a Canada-Ukraine Authorization for Emergency Travel pathway.

“I am inspired by the courage Ukrainians have displayed as they uphold the democratic ideals that we cherish in Canada,” says Fraser.

“While they defend themselves against Putin’s costly war of aggression, we will provide safe haven to those who fled to protect themselves and their families. Canadians stand with Ukrainians in their time of need and we will welcome them with open arms.”

Russian President Vladimir Putin declared war on the neighbouring country of Ukraine and quickly invaded only last week, on Feb. 24.

Within hours of the declaration of war, gunfire and explosions rang out in Kyiv, a city of three million people, in what is the biggest assault on a European state since the Second World War. 

UN Says More Than One Million Ukrainians Have Fled Country

Russian forces had taken control of the Ukrainian city of Kherson in the south by Thursday and residents in Mariupol were then under siege, trapped by intense shelling. 

By Thursday this week, more than 6,100 Ukrainians had arrived in Canada since the start of the year. But that’s a drop in the bucket compared to the vast numbers looking to flee the war-torn country.

“In just seven days we have witnessed the exodus of one million refugees from Ukraine to neighbouring countries,” tweeted Filippo Grandhi, the United Nations’ high commissioner for refugees, on Wednesday.

Under the Canada-Ukraine Authorization for Emergency Travel, Ukrainians will be able to come to Canada, pending background checks and security screenings, and stay for at least two years, including extensions to that permit.

All Ukrainians who come to Canada as part of these measures will be eligible to apply for open work permits, making it easier for employers to quickly hire Ukrainian nationals.

Until that pathway comes into effect, Immigration, Refugees and Citizenship Canada (IRCC) is encouraging Ukrainians to apply through all programs and reassuring them that theirs will be the first ones processed.  

Ukrainians Already In Canada Can Stay During War

Canadian immigration announced last month that Ukrainians already in Canada on a temporary basis are now able to apply to extend their status as a visitor, student or worker.

Among the new immigration measures announced since the start of the Russia-Ukraine war are:

  • a dedicated service channel for Ukraine enquiries that will be available for clients both in Canada and abroad at 613-321-4243, with collect calls accepted. In addition, clients can now add the keyword “Ukraine2022” to the IRCC Web form with their enquiry and their e-mail will be prioritized;
  • urgent processing of travel documents, including issuing single-journey travel documents for immediate family members of Canadian citizens and permanent residents who do not have valid passports;
  • an updated web page to provide current information on measures. This page will include content in Ukrainian for ease of reference;
  • permission for Ukrainians currently in Canada to extend their stay or stay longer in Canada by prioritizing the renewal of work and study permits, and extending a policy that allows individuals to apply for a work permit from within Canada. This policy would allow temporary residents who receive a job offer to remain in Canada and start working while they wait for their work permit application to be processed, and;
  • the issuance of open work permits to Ukrainian visitors, workers and students who are currently in Canada and cannot go home, so they can stay longer if they wish. Fees are being waived, retroactive to Feb. 22, for certain travel and immigration documents, such as Canadian passports, permanent resident travel documents, proofs of citizenship, visitor visas, and work and study permits. 

IRCC Says Special Family Reunification Pathway For Ukrainians On The Way

Canadian immigration officials have also upped their game in the Ukraine, relocating staff and moving additional supplies and equipment, such as mobile biometric collection kits, in anticipation of an increased volume of requests. 

The IRCC has also adjusted operations in offices across its global network to ensure service continuity for the Ukraine. Online options are available for most applications.

The IRCC is also planning to soon put in place a special family reunification sponsorship pathway for permanent residence for the immediate and extended family members of Canadian citizens and permanent residents may want to start a new life in Canada.

Ottawa is working with the Ukrainian Canadian Congress to hammer out the details of that program and expects to unveil it in a few weeks.

“To the people of Ukraine, you have inspired the world with your courage and resilience, and Canada is here to support you,” the IRCC states on its website. “We are actively working to launch these measures and stand ready to welcome more Ukrainians to Canada.” 

Canada No Longer Requires Negative COVID-19 Test For Vaccinated Travellers

Canada immigration news: Fully-vaccinated travellers are no longer required to get tested for COVID-19 to come to Canada.

Ottawa’s new, relaxed public health restrictions at the border came into effect early Monday morning.

Those travellers also no longer need to be quarantined for 14 days. And their unvaccinated children under 12 years of age who are travelling with them will also no longer need to self-isolate.

“For two years now, our government’s actions in the fight against COVID-19 have been based on prudence and science. (These) announcements are a reflection of the progress we have made against this current Omicron variant,” said Health Minister Jean-Yves Duclos in announcing the new measures last month.

“The return to mandatory random testing of all vaccinated travellers will facilitate travel for Canadians all while helping our public health authorities to detect future changes in COVID-19 importation rates and variants of concern. As we have said all along, Canada’s border measures will remain flexible and adaptable, for potential future scenarios.”

Unvaccinated Travellers Must Still Get Tested

Unvaccinated Canadian travellers will still need to get tested upon arrival, on the eighth day after coming into the country, and quarantine for 14 days. 

Ottawa’s new public health measures at the border mean Canadian travellers now have the option of using a COVID-19 rapid antigen test result, taken the day prior to their scheduled flight or arrival at the land border or marine port of entry, or a molecular test result taken no more than 72 hours before their scheduled flight or arrival at the land border or marine port of entry to meet pre-entry requirements. 

Unvaccinated foreign nationals will not be permitted to enter the country unless they meet one of a few exemptions.

All Canadian airports are now also allowed to welcome international flights since early Monday morning. Prior to Feb. 28, only 18 Canadian airports were allowed to receive international flights under the previous public health restrictions. 

“(These measures) … are possible in part because Canadians have stepped up, rolled up their sleeves and gotten vaccinated,” said Transport Minister Omar Alghabra. 

“These measures …  allow vaccinated Canadians to once again reunite with family and friends and reap the economic benefit that travel provides. We will continue to evaluate our measures and will not hesitate to make necessary adjustments to keep Canadians and our transportation system safe.”

Canada’s advisory against international travel has now also been lifted, allowing Canadians to travel outside the country for non-essential reasons. 

Despite that lifting of the restriction on non-essential travel, the federal government is still warning travellers that the risks associated with international travel remain high as the world continues to grapple with the Omicron variant. 

“We are committed to a safe reopening; one that provides predictability, flexibility and shows the world that Canada is one of the safest places to travel,” said Tourism Minister Randy Boissonnault.

Canadian Tourism Industry Praised For Being Safety Leader

The tourism minister praised the Canadian tourism industry for being a world leader in ensuring the safety of travellers while weathering a challenging economic crisis. 

“Let me be clear that the Canadian economy will not fully recover until our tourism sector recovers and today’s measures will help us safely welcome visitors to Canada,” he said.

All travellers, regardless of how long they were away from Canada, still need to submit their mandatory information using the ArriveCAN app, including proof of vaccination in English or French and a quarantine plan prior to arriving in Canada. 

New Quebec Arrima Draw Sees Province Invite 306 Canada Immigration Candidates

Canada immigration news: Quebec immigration has issued invitations to 306 Canada immigration candidates in a new draw through the Arrima Expression of Interest system.

The February 21 draw required a minimum score of 630 in the Quebec Expression of Interest points system. A maximum of 1,320 points are available.

The draw targeted candidates with a job offer from an employer outside the Montreal metropolitan area.

Candidates receiving an invitation have 60 days to submit a full application to the Quebec Skilled Worker Program.

How Does Quebec Expression of Interest Work?

  1. Candidates submit an online expression of interest profile via Arrima.
  2. Profiles enter into an Expression of Interest pool, where they are ranked against each other using a points system and are valid for 12-months.
  3. The highest-ranking candidates are invited to apply for a Quebec Certificate of Selection under the Quebec Skilled Worker Program via periodic draws.
  4. Candidates receiving an invitation have 60 days to submit a full application.
  5. Approved candidates who receive a nomination certificate (CSQ) may then apply to the federal government for Canadian permanent residence.

Quebec Expression of Interest Points System

New Ontario PhD Graduate Stream Draw Sees Province Issue 173 Canada Immigration Invitations

Canada immigration news: Ontario has invited 173 Canada immigration candidates in a new Expression of Interest draw through the provincial PhD Graduate Stream.

The Ontario Immigrant Nominee Program (OINP) draw, which saw invitations issued between February 23 and 28, featured a minimum score of 16 on the Ontario EOI points grid.

“You may apply to this stream if you received an invitation between February 23-28, 2022,” an OINP statement said.

PhD Graduate Stream: Requirements

This stream offers international students an opportunity to become a permanent resident for who hold a PhD degree from Ontario without requiring a job offer.

To be eligible to apply, a candidate must meet the following criteria:

  • Graduated from a PhD degree program in an eligible institution in Ontario, and have completed at least two-years full-time.
  • Resided legally in Ontario for at least one year in the last two.
  • Have sufficient settlement funds.
  • Intend to live and work in Ontario.
  • Application must be submitted within two years of completing the requirements to graduate from the PhD degree.

 

British Columbia Tech Draw: Province Invites 136 Canada Immigration Candidates

Canada immigration news: British Columbia immigration has conducted a new BC PNP Tech draw, issuing 136 invitations to skilled workers and international graduates.

The March 1 draw featured invitations through four streams of the British Columbia Provincial Nominee Program.

The BC PNP Tech Pilot has been renamed BC PNP Tech and converted to a permanent immigration stream. It was initially launched in 2017. It has a list of 29 target occupations with relaxed duration requirements.

“Montreal is a huge student town,” noted Campus Advisor reviewers. “We have like five or six major Quebec/Canadian universities on the island. We have one of the largest proportions of students-to-population in North America. 

“There are a lot of food options and I would say public transport is way better than other North American cities.”

Montreal Ranked 4th, Toronto 25th In Top Cities For Students

The biggest city in the francophone province of Quebec is famous for its blend of European and North American culture, its nightlife and openness to people from all over the world.

Montreal scored 4.8 out of five for its nightlife, 4.77 for student friendliness, 4.32 for its amenities, 4.56 for its public transit system, and 4.25 for overall safety.

Those rankings put Montreal in the number four spot of the best cities in the world for international students.

In Ontario, Toronto was ranked the 25th best city in the world for international students with an overall score of 4.12 out of five. 

“Toronto is a diverse, interesting city with lots of history and cultural experiences. The public transit is accessible, affordable and efficient. Like any big city, it’s important to be cautious and careful when travelling alone and/or at night. However, most areas are fairly safe,” noted a Campus Advisor reviewer.

“The city is the most multicultural city I have ever visited. You have a great opportunity to meet with people from all around the world.”

Canada’s biggest city scored 4.45 out of five points for student friendliness, 4.39 for its public transit system, 4.43 for its amenities, and 4.15 for safety but took a hit on the cost of living, scoring only 2.59 on that metric.

“The only negative is that the cost of living is pretty high in the downtown core, but you can find better-priced accommodations outside of downtown,” noted Campus Advisor.

Melbourne In Australia No 1 For International Students

The top three best cities in the world for international students were deemed to be Melbourne, Australia, Newcastle in the United Kingdom, and Seoul, South Korea.

Up to a third of international students who come to Canada intend to later become permanent residents – and Toronto, ranked highly among international students, is also one of the favourite places for immigrants to live once they settle into the country.

Statistics Canada reports that Toronto, Vancouver, and Edmonton enjoy some of the best immigration retention rates in Canada. 

In its report, Longitudinal Immigration Database: Immigrants’ Mobility During The Initial Years Since Admission, released in January, Statistics Canada noted Vancouver did the best job of retaining immigrants that arrived in 2014 for the next five years.

Toronto came in a close second and Edmonton was third.

“At the Census Metropolitan Area (CMA) level, immigrant taxfilers admitted in Vancouver, at 86.1 per cent, in 2014 had the highest retention rate five years after admission in 2019,” notes Statistics Canada.

“These immigrant taxfilers indicated Vancouver as their intended destination at the time of their admission in 2014 and filed taxes in Vancouver in 2019,” noted Canada’s statistical services agency. “The retention rates for immigrants admitted in 2014 were 85.5 per cent for Toronto and 84.6 per cent for Edmonton.”

Halifax Has Highest Immigrant Retention Rate Of Any Atlantic Canadian City

Immigrants arriving in Atlantic Canada in 2014 were much less likely to have remained there – and those who did preferred to stay in the region’s biggest city, Halifax.

“In the Atlantic region, the five-year retention rate of immigrant taxfilers was the highest in Halifax, at 57.7 per cent,” noted Statistics Canada. 

When foreign nationals want to apply for permanent residence in Canada under one of three federal immigration programs or a participating provincial immigration program, they first submit an online profile known as an Expression of interest (EOI), to the Express Entry Pool of the Express Entry system.

The candidates’ profiles are ranked against each other according to a points-based system called the Comprehensive Ranking System (CRS). The highest-ranked candidates are then considered for Invitations to Apply (ITAs) for permanent residence.

Not surprisingly, the same kind of factors that boost an applicant’s chances of receiving an ITA, including having had a job in a pertinent field, also help him or her settle in the region of Canada of his or her choice.

“Among immigrants admitted in 2014, those with work experience more often stayed in their province or territory of admission, indicating that having employment is a key factor for retention,” states Statistics Canada.

International students, who almost always choose their province of arrival based on the university they want to attend, are more likely to move to other Canadian cities for work upon graduation than other immigrants who tend to remain in the same province.

“Higher retention rates were observed among immigrants with asylum claims, 93 per cent, or work permits only, 90.2 per cent, prior to admission, while lower retention rates were observed among immigrants who had only study permits, at 79.1 per cent, or study permits in addition to work permits at 81.3 per cent, prior to admission.”

Statistics Canada analysts suggest the reason for that may be that students are more likely to move to land good jobs. 

Since 2014 when Canada welcomed 260,411 immigrants, the number of new permanent residents annually has exploded, rising 55.6 per cent to hit 405,330 last year, the latest figures from Immigration, Refugees and Citizenship Canada (IRCC) indicate.

Ontario Targets Three Canada Immigration Streams With 1,320 Invitations

Canada immigration news: Ontario has issued a total of 1,320 invitations in four Expression of Interest draws through its Masters Graduate, Employer Job Offer: Foreign Worker, and Employer Job Offer: International Student streams.

The draws were conducted on March 1, 2022.

Through the Masters Graduate Stream, 238 invitations were issued to candidates with a minimum Comprehensive Ranking System (CRS) score of 41.

Under the Foreign Worker stream, a general draw saw 456 candidates invited, with a minimum score of 39 points.

For the International Student stream, a general draw saw 411 invitations issued, with a minimum score of 72.

A second draw through the International Student stream saw invitations issued to candidates with a minimum score of 42, with work experience in one of the following National Occupational Classification (NOC) codes:

Ontario Expression of Interest Ranking System

Points are awarded based on the following attributes:

  1. Level and field of education and where they completed their studies.
  2. Proficiency in English or French.
  3. Intention to settle outside of the Greater Toronto Area.
  4. Skill and work experience level, earnings history, other factors relevant to prospects in Ontario job market.
  5. Labour market needs in the province or region of the province.

Masters Graduate Stream

This stream offers an opportunity to obtain permanent residence to international students who obtained a masters degree in Ontario without requiring a job offer.

To be eligible to apply, a candidate must meet the following criteria:

  • Graduated from a Master’s degree program from an eligible institution in Ontario, that was at least one-year full-time.
  • Obtained minimum language CLB/NCLC level 7 or above in English or in French.
  • Resided legally in Ontario for at least one year in the last two.
  • Have sufficient settlement funds.
  • Intend to live and work in Ontario.
  • Must have legal status in Ontario or abroad.
    • Applications from elsewhere in Canada will not be accepted.
  • Application must be submitted within two years of completing the requirements to graduate from the master’s degree.

Employer Job Offer: Foreign Worker Stream

To qualify under this stream, applicants must have:

  • A permanent and full-time job offer under NOC 0, A or B that meets the median wage levels for Ontario, and in a position that is necessary to the business;

  • Two cumulative years of relevant work experience in the previous five years before the date of application;

New Jobs Added In Expansion Of Quebec’s Facilitated LMIA Process

Canada immigration news: Quebec has greatly expanded its list of jobs in high demand for which employers do not need to demonstrate they have tried to hire suitably-qualified Canadians.

Last year, dozens of job categories that were considered in high demand in 2020 were axed from the list as COVID-19’s second wave continued to rage throughout Canada and slowed down economic activity.

But that was then. 

In their latest Provincial Economic Forecast: Strong Growth Likely in 2022, Although Downside Risks Loom, TD Economics’ economists expect Quebec to boom this year after rebounding strongly from the pandemic last year.

Their forecast? Expect real GDP growth and employment growth of 3.6 per cent in La Belle Province this year.

But the provincial government is again allowing a grace period of one month this year.

“A transition period of 30 days, from Feb. 24 through to March 24, 2022 is afforded to employers or their representatives,” the immigration ministry states in French on its website. 

“Applications received by the ministry or Employment and Social Development Canada during this period will be considered under the list of occupations permitted under the simplified process in 2021 if the occupation is not on the list currently in effect.”

The list of permitted occupations under the simplified process is created to meet the needs of industry sectors with labour shortages. It includes National Occupational Classification skill types 0, A and B.

Quebec’s immigration ministry has highlighted that some of the occupations on the list are also on the Global Talent Stream List of target occupations. These are highlighted by an asterisk in the list on the province’s website.

Where an occupation qualifies for both processes, applications can be made under either process at the discretion of the employer.

Bullish as it is on economic immigration programs to bring in foreign nationals who will become permanent residents to resolve its labour shortages, Quebec is also trying to bring in more temporary foreign workers.

In early January, the province gave businesses in nine specific sectors ranging from food to health care and manufacturing the green light to hire more staff through the Temporary Foreign Worker Program (TFWP) to a limit of 20 per cent of their workforce. The previous limit was 10 per cent.

Also part of Quebec’s announcement in January was a decision to exempt certain professions from external posting requirements, designed to ensure jobs are advertised to Canadians before being offered to temporary foreign workers.

These occupations, falling under Level D of the National Occupational Classification, include many of the jobs also included in the threshold relaxation.

They have been exempt from external processing requirements since Dec. 6 last year.

Quebec is also continuing to pay up to $1,200 for businesses using lawyers or immigration consultants to help them recruit temporary workers

Businesses using lawyers, immigration consultants or notaries can claim back up to half of what they spend, so long as the amount does not exceed $1,200.

Meanwhile, two further measures announced in November are still awaiting federal government approval.

These include NOC Level C professions and NOC Level 0, A and B professions to be added to the list of jobs that qualify for simplified processing through the TFWP.

Quebec says it expects federal approval shortly for the two lists of occupations.
